CALL BOARD MEETING TO ORDER: Meeting was called to order by Attorney Tait Lundgren at 7:00 PM.
Roll call was taken showing the following:
Present: Russell Kula, Sarah Quirk, Alyssa Prickett, and Mike Constant. Quorum Established.
Trustee Constant moved to appoint Trustee Quirk as President Pro Tem and Trustee Kula seconded the motion. Roll call vote: Quirk-Aye, Prickett-Aye, Kula-Aye, and Constant-Aye. Motion carried. Absent: None.
Also Present: Deputy Clerk Kathy Michaels, Police Chief Ken Gettemy, Treasurer Dave Maroo, Dale Youngers, and Members of the Public.

Trustee Constant moved to approve the minutes from May 8, 2023, and Trustee Kula seconded the motion. Roll call vote: Prickett-Aye, Kula-Aye, Constant-Aye, and Quirk-Aye. Motion carried.

President Pro Tem Quirk stated that Village Clerk Losiniecki received three resignations, Walter Rainford (Village Trustee), Jennifer Klambauer (Planning Commission), and John McFarland (Planning Commission). Trustee Pricket moved to approve the Acceptance of Resignation(s) and Trustee Constant seconded the motion. Roll call vote: Constant-Aye, Quirk-Aye, Prickett-Aye, and Kula-Aye. Motion carried.

ATTORNEY’S REPORT
For Discussion/Approval: Ordinance 2023-06 Correcting Scrivener’s Errors in Ordinance 2019-02 Attorney Lundgren stated that this Ordinance fixes the missed numbers. No significant changes to correct errors. Trustee Constant moved to approve Ordinance 2023-06 Correcting Scrivener’s Errors in Ordinance 2019-02 and Trustee Kula seconded the motion. Klambauer-Aye, Prickett-Aye, Kula-Aye, Gayhart-Aye, Constant-Aye and Quirk-Aye. Motion carried.

TREASURER REPORT
Treasurer Maroo stated that we are done with the Fiscal Year and for the first time in history the Water & Sewer is in the black at $11,323.94. A lot of expenses will be coming up soon using Capitol Funds and grant money. Treasurer Maroo stated we still have Covid money, but it cannot be used for road improvement.
COMMITTEE REPORTS
Finance and Economic Development
Trustee Constant stated he is working on appropriations and all departments need to have theirs in by June 1st for any special projects. Once that is done, we will need to have a Public Hearing.
The Planning Commission has two vacancies. If you know anyone interested, it’s a great way to get involved in the community.
Follow up to Give DeKalb County Day, 1.8 million dollars was collected. This was the largest ever. Hinckley Festival Association received $8758.00 ($5000.00 from Lions Club), Hinckley Historical Society received $5400.00, and Hinckley Public Library received $4900.00.

Public Safety
• Agenda item for discussion/approval: Request for additional IT funds
Chief Ken Gettemy stated they ran into a snag and need to request more funds for IT. He spoke with the Grant company and there are no more funds available. The cost for FutureLink and SHI for a half day is $3796.00 to get us up and running. SHI has been demanding their money, but I am refusing to pay until we are fully up and running. Treasurer Maroo stated that will be able to be paid for with COVID money. Chief Gettemy stated now we are only at 40%. Trustee Quirk asked if there will be any more charges and Chief Gettemy stated that from what they told him no more charges. (Trustee Prickett left the meeting at 7:26 pm feeling sick.) Trustee Quirk moved to approve the Police Department Server Room Maintenance NTE $4000.00, and Trustee Gayhart seconded the motion. Roll call vote: Kula-Aye, Gayhart-Aye, Constant-Aye, Quirk-Aye, and Klambauer-Aye. Motion carried.

Riley Roubal thanked the board for allowing Russ to help with this project. Trustee Quirk moved to approve Resolution2023-003R Appointing a Certifying Officer for HUD Environmental Reviews and Trustee Constant seconded the motion. Roll call vote: Gayhart-Aye, Constant-Aye, Quirk-Aye, Klambauer-Aye and Kula-Aye. Motion carried.
