City of Genoa City Council met Aug. 2.

Here are the minutes provided by the council:

Mayor Brust called the meeting of the City Council to order at 7:01pm followed by roll call. Alderman Pulley, Freund, Stage, Winter, Braheny and Hughes were present. Alderman Wesner and Roca were absent. Quorum present.

Mayor Brust led the pledge of allegiance.

GUEST SPEAKERS – None

Motion made by Alderman Pulley to accept the minutes from the July 19, 2023, City Council meeting, seconded by Alderman Braheny. Voice vote was taken, all voted yes. Motion carried.

Motion made by Alderman Winter to approve payment of the accounts payable for July 31, 2023, seconded by Alderman Stage. There was a brief discussion regarding the social media management services billing. No further discussion. Alderman Pulley, Freund, Stage, Winter, Braheny and Hughes voted yes.

FUTURE ITEMS FOR DISCUSSION – None

NEW BUSINESS:

APPROVE THE PARTICIPATION IN THE DRAFTING OF THE DEKALB COUNTY SOIL AND WATER CONSERVATION DISTRICTS WATERSHED PLAN, NOT TO EXCEED $4,000

Alderman Hughes made a motion to approve the participation in the drafting of the watershed plan, seconded by Alderman Pulley. Mayor Brust and the council members share the belief that this will be a great opportunity for Genoa. No further discussion. Alderman Pulley, Freund, Stage, Winter, Braheny and Hughes voted yes. Motion carried.

APPROVE THE USE OF THE MUNICIPAL PARKING LOT BY PRAIRIE STATE WINERY ON AUGUST 18, 2023, FROM 7AM-10PM

Alderman Braheny made a motion to approve the use of the municipal parking lot by Prairie State Winery on August 18, 2023, seconded by Alderman Freund. There was some discussion regarding this because the parking lot will need to be used early the next morning for set up for the annual car show. The PD will notify the winery of this and make sure it is all cleaned up and ready to use by then. No further discussion. Alderman Pulley, Freund, Stage, Winter, Braheny and Hughes voted yes. Motion carried.

APPROVE THE PURCHASE OF RESIDENTIAL WATER METERS FROM MUELLER, NOT TO EXCEED $19,100

Alderman Braheny made a motion to approve the purchase of the residential water meters, seconded by Alderman Freund. Alderman Stage asked if this was already budgeted to which Public Works Director Janice Melton answered yes. No further discussion. Alderman Pulley, Freund, Stage, Winter, Braheny and Hughes voted yes. Motion carried.

APPROVE A LABORATORY PROFESSIONAL SERVICES AGREEMENT WITH PACE ANALYTICAL SERVICES, NOT TO EXCEED $5,000

Alderman Hughes made a motion to approve of the services agreement with Pace Analytical Services, seconded by Alderman Winter. No further discussion. Alderman Pulley, Freund, Stage, Winter, Braheny and Hughes voted yes. Motion carried.

DEPARTMENT REPORTS

FINANCE

Finance Director Jan Tures announced that they have completed the initial audit process and everything went well with no problems to be reported. They are also still working out the problems with Invoice Cloud but for the most part it is working.

PUBLIC WORKS

Public Works Director Janice Melton reported that the bulk of the aqua duct is finally complete and the top has been ordered. She also announced that we are still on the list for the IEPA lead and copper with an estimated date being July of 2024 for 2.5 million. When more information is received there will be more discussion regarding the topic. Raw pump number three has finally been installed with no complications. The July water department replaced 39 meters which is bringing down the exception list that is currently at 160. Street striping has reconvened now that the temperatures are down and the 200 trees planted are looking great. Melton also announced that she is finally almost done with the five-year IEPA grant.

POLICE

Chris Hathcoat announced that they had interviews for the lateral officers and are moving forward with one of the candidates. They received 21 new hire applications overall and are looking forward to the written tests and oral interviews coming up.

ANNOUNCEMENTS – Saturday the 5th is the annual City Picnic for all city officials and Saturday the 26th Senator Chesney will be at city hall for a shred event. The car show is coming up on the 19th as well. The IML conference is in September if anyone is interested in attending. Janice Melton announced that she will be looking for volunteers to pass out peanuts at the busy intersections soon.

Motion to adjourn the meeting of the City Council was made by Alderman Pulley, seconded by Alderman Freund. Voice vote was taken, all voted yes. Motion was carried. Meeting adjourned at 7:20pm.
