Village of Hinckley Board of Trustees met Sept. 25.
Here are the minutes provided by the board:
CALL BOARD MEETING TO ORDER: Meeting was called to order by Interim Village President Quirk at 7:00 PM.
Roll call was taken showing the following:
Present: Sarah Quirk, Jennifer Klambauer, Alyssa Prickett, Russell Kula, and Mike Constant. Quorum Established.
Absent: Steve Gayhart.
Also Present: Village Clerk Elizabeth Losiniecki, Deputy Clerk Kathy Michaels, Police Chief Ken Gettemy, Treasurer Dave Maroo, Village Attorney Tait Lundgren, and Members of the Public.

GENERAL BUSINESS
• Agenda item for discussion/approval: September 11, 2023, Regular Board Meeting Minutes
Trustee Kula made a correction on page 3 to Maple Street not Garfield. Trustee Kula moved to approve the minutes from September 11, 2023, and Trustee Quirk seconded the motion. Roll call vote: Quirk-Aye, Klambauer- Aye, Prickett-Aye, Kula-Aye, and Constant-Aye. Motion carried.
• Agenda item for discussion/approval: Payment of Invoices Due
Trustee Constant moved to approve the invoices as presented and Trustee Klambauer seconded the motion. Roll call vote: Klambauer- Aye, Prickett-Aye, Kula-Aye, Constant-Aye, and Quirk-Aye. Motion carried.
PRESIDENT’S REPORT
No Report.
ATTORNEY’S REPORT
Attorney Lundgren stated the cell tower land lease agreement has been reviewed and signed by the proper personnel. He will send it to the vendor tomorrow.
CLERK’S REPORT
Trustee Constant asked Village Clerk Losiniecki what was going on with Casey’s. Clerk Losiniecki stated Casey’s was having issues with Com Ed and Nicor. Trustee Constant also asked regarding the Website Village Website not having ordinances codified. Village Clerk Losiniecki stated she is going to follow up with them and see why it has not been updated. Trustee Constant also stated the Ordinances pending are not working as well.
ENGINEER’S REPORT
No Report.
TREASURER REPORT
Treasurer Maroo stated that Trustee Quirk emailed him that we may be able to use COVID money funds for surface repairs on roads. Treasurer Maroo asked Trustee Quirk to email that information to the rest of the board members.

Streets & Alleys
For Discussion/Approval: Trick or Treat Hours
There was a short discussion regarding Halloween Trick or Treat Hours. Village Clerk Losiniecki stated years ago that the board agreed to the hours of 4 pm to 8 pm every Halloween.
For Discussion/Approval: Monthly Noise Amplification Permit for The Little Brown Pub, October 2023
There was a short discussion regarding the fact that The Pub was going to have to abide by the Ordinance regarding the midweek and weekend times. Trustee Prickett stated she would reach out to Mark Salins for more explanation. Trustee Prickett stated that October 1st is this Sunday. We should vote to approve the permit as long as Mark is aware of the Ordinances and times. Trustee Kula asked Trustee Pricket to find out what is going on with the fence and the pole with the light on it that is on someone else’s property. Police Chief Gettemy also asked the board for clarification regarding 300 feet decibel reading if it is 65. Trustee Prickett moved to approve the Monthly Noise Amplification Permit for The Little Brown Pub, October 2023 and Trustee Quirk seconded the motion. Roll call vote: Kula-Aye, Constant-Aye, Quirk-Aye, Klambauer-Aye, and Prickett-Aye. Motion carried.
Finance and Economic Development
For Discussion/Acceptance: FY2023 Audit
Trustee Constant stated that everyone received a copy of the audit report. Treasurer Maroo stated that on page 8 gives all the highlights of the audit report. This will be posted on the website and if anyone has any questions, please have them contact Treasurer Maroo. Trustee Constant stated this is a very positive letter. Trustee Constant moved to accept the FY2023 Audit and Trustee Prickett seconded the motion. Roll call vote: Constant-Aye, Quirk-Aye, Klambauer-Aye, Prickett-Aye, and Kula-Aye. Motion carried.
Buildings, Grounds & Parks
For Discussion/Approval: Hiring of Stephanie Long as Parks & Recreation Coordinator rate of pay $15.00 per hour NTE 999 hours per year
Trustee Klambauer stated she received many applications. She took 10 seriously and interviewed 5 candidates. Stephanie Long is a lifelong resident of Hinckley and a graduate of H-BR High School. She is married and has 3 small children. She is a full-time educator in the Sandwich School District. Trustee Quirk moved to nominate Stephanie Long as Parks & Recreation Coordinator rate of pay $15.00 per hour NTE 999 hours per year and Trustee Klambauer moved to confirm her. Roll call vote:
Quirk-Aye, Klambauer- Aye, Prickett-Aye, Kula-Aye, and Constant-Aye. Motion carried.

PUBLIC COMMENT
Kurt Swenson, Owner of Hinckley Lockbox Storage, 800 E. Lincoln Ave. Mr. Swenson stated he has been having a lot of issues with B & F Construction while trying to get approval for an additional storage building. B & F has stated that they need a foundation extending 42 inches below grad or proof that the soil is not frost susceptible. Doing this will add thousands of dollars in additional cost and will not be able to proceed with the project. In the past, we did not have to do this and in no other town or village that the builder has built in has not had to do this. Swenson is looking for some help in this matter. Trustee Kula asked Village Clerk Losiniecki if we had a new contact at B & F Construction. She stated we did. Trustee Quirk and Kula stated that they would investigate this and reach out to Mr. Swenson.
OPEN DISCUSSION
Bob Pritchard stated the Aurora Area Chamber of Commerce is holding a dinner this Wednesday, September 27, 2023, at 5:30 PM at North Island Center. You will be able to meet with business leaders. Trustee Quirk and Trustee Prickett stated they were going to attend.
ADJOURMENT
Trustee Klambauer moved to adjourn the meeting at 7:37 pm and Trustee Prickett seconded the motion. Voice vote: All in favor. Motion carried. The next Regular Board Meeting will be held on October 9, 2023.
