Village of Hinckley Board of Trustees met Jan. 8.

Here are the minutes provided by the board:

CALL BOARD MEETING TO ORDER: Meeting was called to order by Interim Village President Quirk at 7:00 PM.

Roll call was taken showing the following:

Present: Sarah Quirk, Jennifer Klambauer, Russell Kula, Steve Gayhart, Alyssa Prickett, and Mike Constant. Quorum Established.

Absent: None.

Also Present: Brandon Kramer (EEI), Attorney Tait Lundgren, and Members of the Public.

PUBLIC COMMENT on Agenda Items Scheduled for Action Only

None.

GENERAL BUSINESS

• Agenda item for discussion/approval: December 26, 2023, Regular Board Meeting Minutes

Trustee Gayhart moved to approve the minutes from December 26, 2023, and Trustee Klambauer seconded the motion. Roll call vote: Quirk-Aye, Klambauer- Aye, Kula-Aye, Gayhart-Aye, Prickett-Aye, Constant-Aye. Motion carried.

• Agenda item for discussion/approval: Payment of Invoices Due

Trustee Klambauer moved to approve the invoices as presented and Trustee Prickett seconded the motion. Roll call vote: Klambauer- Aye, Kula-Aye, Gayhart-Aye, Constant-Aye, Prickett-Aye, Quirk Aye. Motion carried.

PRESIDENT’S REPORT

• Agenda item for discussion/approval: Website Renewal

Trustee Prickett stated that she has a meeting scheduled next week with Catalis, the current hosting company. All Trustees agreed to delay the discussion until the next meeting.

ATTORNEY’S REPORT

No Report.

CLERK’S REPORT

No Report.

ENGINEER’S REPORT

Brandon Kramer stated that EEI is still waiting for the Donald Steet widening invoice. There was a brief discussion about grass seed/restoration that will be done in the spring.

TREASURER REPORT

No report.

COMMITTEE REPORTS

Public Safety

• Agenda item for discussion/approval: Immigration Ordinance

Attorney Lundgren stated that he had distributed a DRAFT version of an ordinance developed by Ancil Glink for non-home rule municipalities that is legally defensible. The prior version (that was circulated by Trustee Quirk) lacked proper statutory references. A discussion followed regarding adding the necessary statutory references to the Quirk version, as well as softening some of the legal language. Lundgren will make the requested changes and circulate the updated DRAFT by the end of the day Wednesday.

Finance and Economic Development

No report.

Buildings, Grounds & Parks

• Agenda item for discussion/approval: Tree Trimming Update

Trustee Klambauer stated that she and Trustee Quirk met with Stephanie, the new park program coordinator. She has programs scheduled and is working on background checks and contracts for instructors.

Water & Sewer

No Report.

Streets & Alleys

Trustee Kula stated that the streetlights that were out had been repaired. One that had no power may have been damaged recently by a fence installation on nearby private property. The light at the Village Hall that goes out intermittently is being disrupted by vibrations from the railroad. There was a brief discussion about when the Christmas decorations and lights will be taken down.

PUBLIC COMMENT

None.

OPEN DISCUSSION

Trustee Kula stated that he had signed the paperwork at Step One Stairworks for the “Welcome to Hinckley” signs. The signs should be ready in about ten weeks. He also mentioned that the owner of Step One inquired regarding having water extended to his property. Trustee Gayhart is looking into it.

ADJOURMENT

Trustee Klambauer moved to adjourn the meeting at 7:37 pm and Trustee Gayhart seconded the motion. Voice vote: All in favor. Motion carried. The next Regular Board Meeting will be held on January 22, 2024.
