DeKalb County Executive Committee met Jan. 10.

Here are the minutes provided by the committee:

The Executive Committee of the DeKalb County Board met in Sycamore, Illinois on Wednesday, January 10, 2024. Chair Willis called the meeting to order at 8:45PM. Those Members present were Scott Campbell, Rukisha Crawford, Patrick Deutsch, John Frieders, Terri Mann-Lamb, Michelle Pickett, Roy Plote, and Ellingsworth Webb. A quorum was established with nine Members present.

APPROVAL OF THE AGENDA

Mann-Lamb moved to approve the agenda as presented. Lampkins seconded the motion and it was carried by voice vote, with all votes cast in the affirmative.

APPROVAL OF THE MINUTES

It was moved by Webb, seconded by Deutsch and it was carried by voice vote, with all votes cast in the affirmative to approve the minutes of the December 6, 2023 Executive Committee Meeting.

PUBLIC COMMENTS

There were no Public Comments.

RESOLUTIONS

Resolution R2024-009—A Resolution Approving of AFSCME Council, 31, Local No. 3537 DCRNC Labor Contract.

At the direction of the County Board, Staff from the County Administration and the DeKalb County Rehab & Nursing Center have met and bargained in good faith with representatives of AFSCME Council 31, Local 3537. The parties have reached a tentative agreement on a contract. The term of the contract covers the period of January 1, 2024 through December 31, 2026.

The negotiation teams from both parties feel that this contract will improve the ability of the DCRNC to attract and retain staff. The terms of the contract adhere to the Jordan Healthcare Group Business Plan that was approved by the County Board in November of 2023.

It was moved by Vice-Chair Frieders to forward Resolution R2024-009 to the full County Board recommending their approval. The motion was seconded by Webb and carried by Voice Vote with all votes cast in the affirmative.

Resolution R2024-0010—A Resolution Establishing Bylaws for the DeKalb County Rehab & Nursing Center Oversight Board.

On December 13th, 2023, the County Board established an Oversight Board for the DCRNC. The creation of the Oversight Board necessitates the creation of Bylaws for the Oversight Board to operate under. As part of establishing the Oversight Board, the County Board has defined and approved the Mission Statement, Membership Structure, Actions Requiring Approval by the County Board, and the Reporting Relationship of the Oversight Board to the County Board.

At the direction of the County Board, staff prepared a preliminary draft of the bylaws for the Oversight Board using the bylaws of the previous Operating Board of the DCRNC (dissolved on December 31, 2021) as a starting point and reflecting recent County Board action regarding the mission statement, membership make-up of the Oversight Board, and responsibilities of the County Board. The Health & Human Services Committee reviewed the bylaws at their January 8th meeting and provide a recommendation to the Executive Committee.

After discussion, the Executive Committee asked for the Resolution and Bylaws to be updated to include the creation of an Ad Hoc Nominating Committee for the DCRNC Oversight Committee, which will review applications for the public positions and make a recommendation for appointment to the County Board. This Ad Hoc Nominating Committee shall be composed of four County Board Members (two from each party) who are not members of the Oversight Board. The Executive Committee has nominated Savannah Ilenikhena, Kathy Lampkins, Chris Porterfield and Amber Quitno to serve on the Ad Hoc Nominating Committee for the DCRNC Oversight Board.

It was moved by Vice-Chair Frieders to forward Resolution R2024-010 to the full County Board recommending their approval. The motion was seconded by Crawford and carried by Voice Vote with all votes cast in the affirmative.

NOMINATION OF COUNTY BOARD MEMBER AT LARGE FOR THE DCRNC OVERSIGHT BOARD

It was moved by Campbell and seconded by Lampkins to Nominate Rhonda Henke. It was moved by Crawford and seconded by Mann-Lamb to Nominate Amber Quitno.

Chair Willis opened the floor to the nominees to explain their qualifications for the position. Quitno stated that she believes she would be a good fit for the position due to her experience working with contracts. Henke explained that she is a former employee of the DCRNC and understands how the facility should be run.

Campbell stated that Henke does not serve on the Health & Human Services nor Finance & Administration Committees so she would be able to give perspective and update additional committees. Quitno, a member of the Health & Human Services Committee, agreed with Campbell’s sentiment and asked for her name to be withdrawn from consideration.

The motion to nominate Rhonda Henke for appointment to the DCRNC Oversight Board carried by Voice Vote with all votes cast in the affirmative.

CREATION OF AN AD HOC NOMINATING COMMITTEE

Chair Willis suggested that the Executive Committee create an Ad Hoc Nominating Committee to review appointment applications and make recommendations to the Executive Committee on community members who wish to serve on the Oversight Board. As a starting point for discussion, Chair Willis suggested that the Nominating Committee consist of four County Board Members: two Democrats and two Republicans.

Plote moved to create an Ad Hoc Nominating Committee consisting of four County Board Members: two Democrats and two Republicans. Mann-Lamb seconded the Motion and it was approved by Voice Vote with all votes cast in the affirmative.

Chair Willis asked the Committee to nominate County Board Members to serve on the Nominating Committee.

Campbell moved to nominate Amber Quitno and Chris Porterfield to represent the Democrat Party. Crawford seconded the motion.

Frieders moved to nominate Kathy Lampkins and Savannah Ilenikhena to represent the Republican Party. Mann-Lamb seconded the Motion.

The motions carried by voice vote, with all votes cast in the affirmative. APPROVAL OF APPOINTMENTS

Board of Review – Alternate:

Robert Carlson appointed to fill a one-year term beginning January 1, 2024 and expiring May 31, 2024.

DCRNC Oversight Board:

Health & Human Services Committee Member – Rukisha Crawford appointed to fill an initial two-year term expiring December 31, 2024.

Finance & Administration Committee Member – Jerry Osland appointed to fill an initial two-year term expiring December 31, 2024.

County Board Member at Large – Rhonda Henke appointed to fill an initial two-year term expiring December 31, 2024.

Resident Council Member – To be decided by the DCRNC Resident Council on January 15th.

Ad Hoc Nominating Committee for the DCRNC Oversight Board:

Savannah Ilenikhena, Kathy Lampkins, Chris Porterfield and Amber Quitno appointed to serve on the Ad Hoc Nominating Committee for the DCRNC Oversight Board.

It was moved by Webb to forward the appointments to the full County Board recommending their approval at the January County Board Meeting. The motion was seconded by Mann-Lamb, and was approved by voice vote, with all votes cast in the affirmative.

APPROVAL OF THE JANUARY 17TH COUNTY BOARD AGENDA

Plote moved to approve the County Board Agenda as presented. Crawford seconded the motion. The motion was approved by voice vote, will all votes cast in the affirmative.

ADJOURNMENT

Mann-Lamb moved to adjourn the meeting. Deutsch seconded the motion and it was carried unanimously.
