Village of Hinckley Board of Trustees met Jan. 22.

Here are the minutes provided by the board:

CALL BOARD MEETING TO ORDER: Meeting was called to order by Interim Village President Quirk at 7:00 PM.

Roll call was taken showing the following:

Present: Sarah Quirk, Jennifer Klambauer, Russell Kula, Steve Gayhart, Alyssa Prickett, and Mike Constant. Quorum Established.

Absent: None.

Also Present: Deputy Clerk Kathy Michaels, Village Clerk Elizabeth Losiniecki, Police Chief Ken Gettemy, Ceneca Wagner, Treasurer Dave Maroo, Dale Youngers, Brandon Kramer (EEI), Attorney Tait Lundgren, and Members of the Public.

PUBLIC COMMENT on Agenda Items Scheduled for Action Only

None.

GENERAL BUSINESS

• Agenda item for discussion/approval: January 8, 2024, Regular Board Meeting Minutes Trustee Constant moved to approve the minutes from January 8, 2024, and Trustee Kula seconded the motion. Roll call vote: Quirk-Aye, Klambauer- Aye, Kula-Aye, Gayhart-Aye, Prickett-Aye, Constant Aye. Motion carried.

• Agenda item for discussion/approval: Payment of Invoices Due

Trustee Prickett moved to approve the invoices as presented and Trustee Klambauer seconded the motion. Roll call vote: Klambauer- Aye, Prickett-Aye, Kula-Aye, Gayhart-Aye, Constant-Aye, Quirk Aye. Motion carried.

PRESIDENT’S REPORT

Interim Village President Quirk had a moment of silence for Brad Engel sending condolences to his family and friends.

Interim Village President Quirk honored John Weibler for all his hard work for the Tree Lighting event that was held on December 1st, 2023. She also presented him with a certificate.

CLERK’S REPORT

No Report.

ENGINEER’S REPORT

No Report.

TREASURER REPORT

Treasurer Maroo presented the board members with the monthly report. No major changes.

COMMITTEE REPORTS

Public Safety

• Agenda item for discussion/approval: Ordinance No. 2024-01 regarding Regulating Hackmen, Draymen, etc.

Trustee Constant stated that everything looked fine except for page 7, Sec 3, bottom sub section D and E should be lower case to keep the same with the Ordinance. Attorney Lundgren stated that it could be voted on with that stated in the motion. Trustee Constant motioned to approve Ordinance No. 2024-01 with the correction on page 7, Sec 3, bottom sub section D and E should be lower case and Trustee Quirk seconded the motion. Roll call vote: Prickett-Aye, Kula-Aye, Gayhart-Aye, Constant-Aye, Quirk-Aye, and Klambauer-Aye. Motion carried.

• Agenda item for discussion/approval: Police Presentation

Police Chief Ken Gettemy thanked Officer Dave Brian, Officer Matt Dolmyer, and Administrative Assistant Kathy Michaels for all their hard work for the Toys for Tots 2023 Program. Police Chief Gettemy presented all three with Chief Commendation Awards.

Interim President Sarah Quirk reminded residents to shovel sidewalks for the Hinckley Residents that walk and the children getting to school.

Police Chief Gettemy stated he has finally found a company out of Montgomery that is willing to equip the new squad. He stated he is waiting for prices and options.

Buildings, Grounds & Parks

• Agenda item for discussion/approval: Park Program Update

Parks and Recs Program Coordinator Stephanie Long thanked Village Clerk Losiniecki, Deputy Clerk Michaels, Trustees Quirk and Klambauer, and Dave Maroo for all of their help. Long stated that the program is up and running and she has art classes, dance classes, bracelet making, and Legos for the winter classes. She hopes to offer a lot more for the Spring and Summer Sessions.

• Agenda item for discussion/approval: Tree Trimming Update

Ceneca Wagner stated that it will be a while before the tree is done on Maple Street. The trees at the park will not be taken down until Spring.

ADJOURMENT

Trustee Constant moved to adjourn the meeting at 7:27 pm and Trustee Gayhart seconded the motion. Voice vote: All in favor. Motion carried. The next Regular Board Meeting will be held on February 12, 2024.
