The City is required annually to update its zoning map. The map within this ordinance reflects the zoning changes approved by the City Council in 2023.

A. APPROVE A QUOTE FROM C.E.S. FOR ENGINEERING A STREET PROJECT ON WEST HILL STREET AND SOUTH SYCAMORE STREET, NOT TO EXCEED $13,250
B. DISCUSSION REGARDING CONSTRUCTION AND ENGINEERING FOR IRON FILTER REHABILITATION AT THE WATER TREATMENT PLANT
Please see the memos in the packet included Public Works Director Lucas Smith’s recommendation as well as technical information from the City’s Consulting Engineering Firm, Baxter and Woodman.
C. APPROVE AN ORDINANCE AMENDING TITLE 8, CHAPTERS 1 AND 6 OF THE MUNICIPAL CODE OF THE CITY OF GENOA, DEKALB COUNTY, ILLINOIS
The Wastewater Treatment Committee met and discussed operating expenses as well as ongoing capital expenses and following this discussion, recommended an increase sufficient enough to address maintenance and capital needs of critical water and sewer infrastructure. This amendment increases water rates by 35 cents and sewer rates by 45 cents per 1,000 gallons. The impact to the average household in Genoa will be $3.20 per month. Additionally, this ordinance also amends the code so that the Capital Improvement Fee is charged on a per unit basis as opposed to a per meter basis. Currently, multi-units only pay one capital fee if they have one meter – this change more equitably funds capital improvements, including the upcoming $300,000+ repair to be discussed in item B.
D. APPROVE AN ORDINANCE ADOPTING TITLE 5 AND APPENDIX A OF THE MUNICIPAL CODE OF THE CITY OF GENOA
This Ordinance replaces the current Title 5 and updates Appendix A (due to amendments in Title 5) of the Municipal Code. These changes are recommended as they reflect how the City currently operates, clarify the intent of or modernize existing ordinances, or bring the Code into compliance with State Law (including the SAFET Act). There are some policy changes, most notably creating the “Criminal Codes” chapter which includes several crimes that were previously cited under State Law, however, the City can now just as effectively ticket and process through the City’s Administrative Adjudication. Staff has reviewed this with our consulting Attorneys and will bring additional recommendations to the remaining Titles of the Municipal Code to the Council in the coming months.
E. APPROVE AN ORDINANCE AUTHORIZING BOUNDARY MODIFICATIONS TO THE AREA KNOWN AS THE DEKALB COUNTY ENTERPRISE ZONE AMENDMENT 4
This amendment amends the boundaries of the DeKalb County Enterprise Zone to include additional properties near I-88 in DeKalb as shown in the maps within the ordinance. While these properties are in DeKalb and not Genoa, several communities are included in the DeKalb County Enterprise Zone and therefore are each required to approve amendments to the boundaries of the zone.
