City of Naperville Riverwalk Commission met Feb. 14.

Here are the minutes provided by the commission:

A. CALL TO ORDER:

Riverwalk Planning, Design and Construction (PDC) Committee Chairman Friant called the February 14, 2024 Naperville Riverwalk Commission meeting to order at 7:30 a.m. The meeting was held in the Naperville Employee University (NEU) at the Naperville Municipal Center located at 400 S. Eagle St., Naperville, IL.

B. ROLL CALL:

Present: Pam Bartlett; Jeff Friant; Mary Gibson; Ian Holzhauer; Ryan Mohammadian; Bill Novack; Tiffani Picco; Sennah Rashidian; Johnna Shields; Mike Sullivan; and Carl Wohlt

Absent: John Cuff; Jan Erickson; John Joseph; and Pat Kennedy, Chairman

Also Present: Jesus Cortez, NCTV; Rebecca DeLarme, City staff; Brian Dusak, ERA; and Stephanie Penick, Naperville Riverwalk Foundation

C. PUBLIC FORUM:

There were no public comments.

D. PROJECT UPDATES:

Project updates were discussed under item G.8., Planning, Design and Construction.

E. OLD BUSINESS:

There was no old business to discuss.

F. NEW BUSINESS:

There was no new business to discuss.

G. REPORTS:

1. Approval of Minutes - Jeff Friant for Pat Kennedy

Approve minutes from the January 10, 2024 Riverwalk Commission meeting

A motion to approve the January 10, 2024 Riverwalk Commission meeting minutes was made by Picco and seconded by Sullivan. MOTION CARRIED with Holzhauer abstaining

2. Chairman - Jeff Friant for Pat Kennedy

There was no Chairman’s Report.

3. Finance - Bill Novack

The 2023 year-end financial report should be finalized soon and Novack will provide the information at the April Riverwalk Commission meeting.

4. Park District - Tiffani Picco

Receive the monthly Park District report

Picco reported that the Nicor gas lines are being replaced in the vicinity of the new construction on Aurora Avenue, near the Carillon. This will include the lines that run to the Carillon Visitors Center, the Carillon Tower and the Paddleboat Rental building (formerly the Riverwalk Café). They will be restoring any affected areas.

Three cottonwood trees near the covered bridge and behind the Burger King on Washington Street are going to be removed for safety concerns.

One has been shedding long strips of bark which exposed the mostly dead center and the other two are showing similar signs. The property owner that shares the property line is willing to share the cost of the removal.

Three quotes have been received and they are awaiting a fourth. Signs will be placed in the area and the information, along with other updates on construction and improvements on the Riverwalk, can be found on the Park District’s website at www.napervilleparks.org/riverwalk.

Picco suggested the following dates for the Annual Asset Management

Plan Walk: Thursday, April 18th; Tuesday, April 23rd; or Wednesday, April 24th. Friant asked that the date be finalized at next month’s meeting.

5. Riverwalk Foundation

There was no report.

6. Riverwalk Bicentennial Fund

There was no report.

7. Donor Recognition - Rebecca DeLarme

Receive the monthly Riverwalk Commission Donor Recognition report

DeLarme reviewed the Riverwalk Commission Donor Recognition report included in the agenda packet. The Spring 2024 Legacy Gift Order deadline is March 15, 2024. One additional brick was sold after the report was distributed so the current order consists of three 4” x 8” and four 8” x 8” commemorative bricks.

8. Planning, Design, and Construction - Jeff Friant

Receive the February 6, 2024 Riverwalk Planning, Design and Construction Committee draft meeting minutes

Friant provided an overview of the two main projects discussed at the previous week’s PDC Committee meeting, the Horse Trough Fountain improvements and the South Gateway proposed signage.

The Horse Trough Fountain improvements were discussed and options to raise the platform were reviewed. Dusak is awaiting a response from Fountain Technologies on some of the follow-up questions from the meeting. He advised that provisions would be included in the bidding documents for the Horse Trough and Dandelion fountains to match the Fredenhagen Park Fountain liner, which will be black, for consistency.

The South Gateway proposed signage was discussed and Kevin Schoolcraft from Ryan Companies, the developer of the new medical building at the corner of Washington Street and Martin Avenue, attended the meeting. Novack advised that he shared the initial concept drawings with the Naperville Cemetery Association Board. Ryan Companies is currently working through their engineering process and Mr. Schoolcraft will be providing information to the PDC Committee soon.

A motion to adjourn was made by Shields and seconded by Bartlett. The meeting was adjourned at 7:43 a.m. MOTION CARRIED
