DeKalb County Executive Committee met Feb. 14.

Here are the minutes provided by the committee:

The Executive Committee of the DeKalb County Board met in Sycamore, Illinois on Wednesday, February 14, 2024. Chair Willis called the meeting to order at 9:42PM. Those Members present were Scott Campbell, Rukisha Crawford, Patrick Deutsch, John Frieders, Kathy Lampkins, Terri Mann-Lamb, Roy Plote, and Ellingsworth Webb. A quorum was established with nine Members present.

APPROVAL OF THE AGENDA

Mann-Lamb moved to approve the agenda as presented. Crawford seconded the motion and it was carried by voice vote, with all votes cast in the affirmative.

APPROVAL OF THE MINUTES

It was moved by Plote, seconded by Mann-Lamb and it was carried by voice vote, with all votes cast in the affirmative to approve the minutes of the January 10, 2024 Executive Committee Meeting.

PUBLIC COMMENTS

RESOLUTIONS

Resolution R2024-018—A Resolution Selecting the DeKalb County Convention and Visitor’s Bureau as DeKalb County’s Agency of Record for Tourism Promotions for the Illinois Office of Tourism FY2024.

On an annual basis, the County Board selects an Agency of Record for Tourism Promotions for the Illinois Office of Tourism Promotions. The County has a long-standing relationship with the DeKalb County Convention and Visitor’s Bureau, with the County Board having selected them as the Agency of Record for many years. In the FY2024 Budget, the County Board has allocated $15,000 to the DCCVB for the purpose of creating and distributing materials to promote tourism and encourage further retail, commercial, and business success within DeKalb County.

It was moved by Vice-Chair Frieders to forward Resolution R2024-018 to the full County Board recommending their approval. The motion was seconded by Webb and carried by Voice Vote with all votes cast in the affirmative.

Resolution R2024-019—A Resolution Authorizing the Procurement of Four Para-Transit Vehicles from the IDOT Consolidated Vehicle Procurement Program, in the Amount of $462,050.00 and Repealing Resolution R2023-102.

DeKalb County Government has a partnership with Voluntary Action Center of Northern Illinois to provide rural transit service. In August of 2023, VAC sought bids for the procurement of three para-transit vehicles to replace fleet vehicles that were overdue for replacement. The County Board approved Resolution R2023- 102 which authorized the procurement in October of 2023. Due to various market constraints and delays in the IDOT approval process, VAC has been unable to procure those vehicles.

Resolution R2024-019 authorizes the procurement of four para-transit vehicles (two light duty buses and two medium duty buses) from the IDOT Consolidated Vehicle Procurement Program. This procurement would be in place of the three vehicles that were approved in October of 2023, as well as an additional vehicle that has come due for replacement. The total price for the four vehicles, with the marine plywood option included, is $462,050.00. Resolution R2023-102 will be repealed with the approval of this Resolution.

It was moved by Vice-Chair Frieders to forward Resolution R2024-019 to the full County Board recommending their approval. The motion was seconded by Mann-Lamb and carried by Voice Vote with all votes cast in the affirmative.

APPROVAL OF APPOINTMENTS

General Assistance Appeal Board: February 14th Special County Board Meeting • Suzanne Willis appointed to fill an unexpired four-year term ending June 30, 2024. • Thomas Plote appointed to fill an unexpired four-year term ending June 30, 2024. • Dale Sanderson appointed to fill an unexpired four-year term ending June 30, 2024.

It was moved by Frieders and seconded by Deutsch to forward the appointments for the General Assistance Appeal Board to the County Board for approval. The motion was approved by voice vote, with all votes cast in the affirmative.

DCRNC Oversight Board: February 21st Regular County Board Meeting

The Ad Hoc Nominating Committee forwarded the following options to the Executive Committee for consideration:

It was moved by Frieders and seconded by Campbell to forward the options for the appointment to the Oversight Board to the County Board for approval.

Campbell motioned to amend the appointments to remove Jim Holliday from Option 1 and add Mary Hatch. The Motion was seconded by Crawford and was approved by roll call vote. Those voting aye were Scott Campbell, Rukisha Crawford, Patrick Deutsch, John Frieders, Terri Mann-Lamb, and Ellingsworth Webb. Those voting no were Kathy Lampkins and Roy Plote.

The motion was approved as amended by roll call vote. Those voting aye were Scott Campbell, Rukisha Crawford, Patrick Deutsch, John Frieders, Terri Mann-Lamb, and Ellingsworth Webb. Those voting no were Kathy Lampkins and Roy Plote.

APPROVAL OF THE FEBRUARY 14TH SPECIAL COUNTY BOARD MEETING AGENDA AND FEBRUARY 21ST REGULAR COUNTY BOARD MEETING AGENDA

Mann-Lamb moved to approve the County Board Agendas as presented. Crawford seconded the motion. The motion was approved by voice vote, will all votes cast in the affirmative.

ADJOURNMENT

Webb moved to adjourn the meeting. Plote seconded the motion and it was approved by voice vote, will all votes cast in the affirmative.
