DeKalb County Finance & Administration Committee met May 1.

Here are the minutes provided by the committee:

The Finance & Administration Committee of the DeKalb County Board met in Sycamore, Illinois on Wednesday, May 1, 2024. Chair Scott Campbell called the meeting to order at 6:30pm. Those Members present were Tim Bagby, Rukisha Crawford, John Frieders, Jerry Osland, and Christopher Porterfield. A quorum was established with six members present, one absent. Ellingsworth Webb arrived at 6:32pm.

Also present were County Comptroller Robert Miller and Administrative Analyst Liam Sullivan.

APPROVAL OF THE AGENDA

Bagby moved to approve the agenda. Crawford seconded the motion and it was carried by voice vote, with all votes cast in the affirmative.

APPROVAL OF THE MINUTES

Chair Campbell expressed his delight with the inclusion of the word asymptotically in the minutes and thanked Mr. Sullivan for its inclusion.

It was moved by Porterfield, seconded by Campbell and it was carried by voice vote to approve the Minutes of the April 3, 2024, Finance & Administration Committee Meeting.

PRESENTATIONS/DISCUSSIONS

RESOLUTIONS

Resolution R2024-063—A Resolution Approving Year-End Budget Amendments for the Fiscal Year Ending December 31, 2023.

Resolution R2024-063 brings forward a number of Year-End Budget Amendments. The DeKalb County Administrator and the County Comptroller have Year-End 2023 Budget amendments. While these amendments are not a requirement, staff believes that the requested amendments help to demonstrate fiscal responsibility and transparency by aligning with the “best practices” of public finance.

Porterfield moved to forward Resolution R2024-063 to the County Board. Webb seconded the motion and it was carried by voice vote, with all votes cast in the affirmative.

Resolution R2024-064—A Resolution Approving the Payment of County Claims for May 2024, and Off-Cycle Claims Paid During the Previous Month, Including All Claims for Travel, Meals, and Lodging.

The Committee inquired about the status of the new format for the claims report that was requested at the April County Board Meeting. Miller explained that the finance office has worked with BS&A software company to create a report that is sorted by department.

Bagby moved to forward Resolution R2024-064 to the County Board. Osland seconded the motion and it was carried by voice vote, with all votes cast in the affirmative.

OLD BUSINESS

County Insurance Options

Sullivan provided the Committee with an update on the procurement of insurance for the County. He explained that staff is still working to obtain a second quote. He explained that staff is expecting to receive a second quote as soon as May 3rd. Due to the timing of the expiration of the first quote, Sullivan asked for and received the Committee’s consensus to move the procurement of insurance to the May Executive Committee meeting if a second quote is obtained in time to get the item on the agenda.

Human Resources Manager

Sullivan explained that the County’s new Human Resources Manager, Tim Neubert, started on April 29th. He stated that Neubert is started to get familiarized with the County’s Operations and is meeting one on one with Department Heads to assess the needs of the County. Sullivan went on to state that Neubert would be brought to a future Committee of the Whole meeting to be introduced to the Board once he is settled in his new position.

NEW BUSINESS

There were no new business items.

ADJOURNMENT

Crawford moved to adjourn the meeting. Osland seconded the motion and it was carried by voice vote.
