DeKalb County Executive Committee met May 8.

Here are the minutes provided by the committee:

The Executive Committee of the DeKalb County Board met in Sycamore, Illinois on Wednesday, April 10, 2024. Chair Ellingsworth Webb called the meeting to order at 9:00PM. Those Members present were Scott Campbell, Rukisha Crawford, Patrick Deutsch, John Frieders, Kathy Lampkins, Terri Mann-Lamb, Michelle Pickett and Roy Plote. A quorum was established with nine Members present.

APPROVAL OF THE AGENDA

Crawford moved to approve the agenda as presented. Mann-Lamb seconded the motion and it was carried by voice vote, with all votes cast in the affirmative.

APPROVAL OF THE MINUTES

It was moved by Plote, seconded by Lampkins and it was carried by voice vote, with all votes cast in the affirmative to approve the minutes of the April 10, 2024 Executive Committee Meeting.

PUBLIC COMMENTS

Keith Haag addressed the Committee to urge them not to approve Resolution R2024-071 which congratulates the Nation on regaining sovereignty over their lands in Southern DeKalb County.

RESOLUTIONS

Resolution R2024-071—A Resolution Congratulating the Prairie Band Potawatomi Nation on Regaining Sovereign Lands in DeKalb County.

On April 19th, 2024, the United States Department of Interior announced their decision to recognize the Prairie Band Potawatomi Nation sovereignty over portions of land owned by the Nation in Southern DeKalb County. This decision makes the Prairie Band Potawatomi the first federally recognized Tribal Nation in the State of Illinois. The Federal Government’s decision is a historic moment in the history of the State of Illinois and DeKalb County. Resolution R2024-071 congratulates the Nation on regaining sovereign lands in DeKalb County.

Plote asked if the language in the Resolution has been reviewed by the State’s Attorney’s Office. When told that it had not been reviewed by the SAO, Plote voiced concern. Campbell countered by stating that it is a standard practice of the County Board Committees to forward resolutions to the County Board for approval pending legal review. Plote requested that the Resolution be reviewed by the SAO prior to the County Board Meeting.

Frieders voiced concern about the County being put in the middle of the residents of Shabbona and the Nation.

Lampkins questioned the difference between a symbolic vote of congratulations and endorsement from the County Board.

Chair Webb stressed the significance of the first federally recognized reservation in the State of Illinois being within DeKalb County and encouraged the Committee Members to vote in favor of the Resolution.

It was moved by Campbell to forward Resolution R2024-071 to the full County Board. The motion was seconded by Crawford and carried by a Roll Call vote of six in favor, three opposed. Those voting in favor were Campbell, Crawford, Deutsch, Mann-Lamb, Pickett, and Chair Webb. Those opposed were Frieders, Lampkins, and Plote.

APPROVAL OF APPOINTMENTS

Board of Review: Brian Rosenow re-appointed for a two-year term beginning June 1, 2024 and expiring May 31, 2026.

Board of Review – Alternate: Robert Carlson appointed to fill a one-year term beginning June 1, 2024 and expiring May 31, 2025.

It was moved by Frieders and seconded by Mann-Lamb to forward the Appointments to the County Board for approval. The motion was approved by voice vote, with all votes cast in the affirmative.

APPROVAL OF THE COUNTY BOARD MEETING AGENDA

Crawford moved to approve the County Board Agenda as presented. Mann-Lamb seconded the motion. The motion was approved by voice vote, with all votes cast in the affirmative.

ADJOURNMENT

Lampkins moved to adjourn the meeting. Crawford seconded the motion and it was approved by voice vote, with all votes cast in the affirmative.
