Village of Hinckley Board of Trustees met May 13.

REGULAR BOARD MEETING CALLED TO ORDER: Interim Village President Quirk called the meeting to order at 7:03PM.
Present: Sarah Quirk, Jennifer Klambauer, Russell Kula, Steve Gayhart, Mike Constant. Quorum Established.
Absent: Alyssa Prickett
Also Present: Brandon Kramer (EEI), Attorney Tait Lundgren, and Members of the Public.

GENERAL BUSINESS
AGENDA ITEM:
DISCUSSION / APPROVAL OF THE APRIL 22, 2024 REGULAR BOARD MEETING MINUTES: Interim Village President Quirk asked for a motion to approve the April 22, 2024 Regular Board Meeting minutes as written. Trustee Constant made the motion to approve, which was seconded by Trustee Gayhart.
ROLL CALL VOTE: Sarah Quirk-Aye, Jennifer Klambauer- Aye, Russell Kula-Aye, Steve Gayhart-Aye, Mike Constant-Aye, Motion carried.
AGENDA ITEM:
DISCUSSION / APPROVAL PAYMENT OF INVOICES DUE:
Interim Village President Quirk asked for a motion to approve the payment of the invoices due. Trustee Gayhart questioned the Sensus entry for $1715.95 wanted to know the reason for the payment prior to approval. Trustee Gayhart made a motion to approve the payment of invoices due (with the exception of the Sensus invoice) which was seconded by Interim Village President Quirk. ROLL CALL VOTE: Jennifer Klambauer- Aye, Russell Kula-Aye, Steve Gayhart-Aye, Mike Constant-Aye, Sarah Quirk-Aye. Motion carried.
PRESIDENT’S REPORT:
SPECIAL RECOGNITION – HINCKLEY FRESH MARKET:
Interim Village President Quirk extended special recognition to the Hinckley Fresh Market for providing hot dogs and buns to the Hinckley Police Department’s golf cart registration event. The Hinckley Fresh Market continues to be generous and kind in providing for the community.

PUBLIC COMMENT
Evan Shive of DeKalb advised that he is with start-up internet provider Teleric, out of Naperville. Mr. Shive’s company is seeking nonmonetary support from the community in the form of letters of support. They are in pursuit of grant money to extend high speed internet services to underserved areas. Trustee Constant replied that it’s not likely that there are underserved locations within the Village limits. Mr. Shive responded that the FCC map shows underserved locations within the village limits.
Eddie Cullins of 170 Donald Street spoke regarding a dispute he has with B&F Construction Code Services regarding their requirement for a window truss on an enclosed porch he is adding to his residence. To prove his point, Mr. Cullins hired a structural engineer to attest that a truss was not necessary.
Mr. Cullins cited the 2018 International Residential Code section R602.7.4 which states that load bearing headers are not required for interior or exterior nonbearing walls. Finally, Mr. Cullins pointed out that the miscellaneous plan review for the permit indicates that, “…all construction shall comply with adopted building codes and Hinckley ordinances.” CLERK’S NOTE: THE VILLAGE OF HINCKLEY ADOPTED 2015 INTERNATIONAL BUILDING CODE IN 2019.

At 7:17 PM Interim Village President Quirk asked for a motion to adjourn the Regular Board Meeting. Trustee Klambauer made the motion to adjourn which was seconded by Trustee Kula. Roll Call Vote: Russell Kula-Aye, Steve Gayhart- Aye, Mike Constant- Aye, Sarah Quirk- Aye, Jennifer Klambauer- Aye. Motion Carried. The next Regular Board meeting will be held on May 28, 2024.
