Village of Hinckley Committee of the Whole met July 8.

CALL BOARD MEETING TO ORDER: Meeting was called to order by Village President pro tem Constant at 7:15 PM. Roll call was taken showing the following:
Present: Trustees Michael Constant, Steve Gayhart, Jennifer Klambauer, Russell Kula, and Alyssa Prickett. Quorum Established.
Absent: Trustee Sarah Quirk.
Also Present: Attorney Tait Lundgren, Treasurer Dave Maroo, Brandon Kramer, Ken Gettemy, Dale Youngers, and Members of the Public.

GENERAL BUSINESS
Approval: Committee of the Whole meeting minutes from 06/24/24
Trustee Constant moved to approve the minutes from June 24, 2024, and Trustee Klambauer seconded the motion. Roll call vote: Constant-Aye, Prickett-Aye, Gayhart-Aye, Klambauer-Aye, Kula Abstain. Motion carried.

COMMITTEE REPORTS
Personnel
For Discussion: Employee Health Insurance Renewal
Klambauer stated that the broker the Village has been using for health insurance does not really handle health insurance. In order to switch brokers, the Village needs to sign a broker change form. The current coverage is set to be renewed on August 1, 2024. There was a discussion regarding the possibility of getting a one-month coverage extension so that other quotes could be obtained and reviewed. She is looking into HMO coverage to lower the premium and deductible. Public Safety

Streets & Alleys
Lundgren stated that he is still waiting for “proof” that Akino Fence submitted a claim for the damage electric service on Prairie View Lane.
Buildings, Grounds & Parks
Klambauer met with Quirk and Long regarding the park program. Everything is going well. They discussed tree board/park board member options and will continue to pursue options.
Water & Sewer
Youngers stated that the IEPA tri-annual lead/copper sampling is coming up. The IEPA now requires that all samples be taken from service lines that are known to be lead. “First draw” samples will be taken by the homeowners for testing. It is likely that the samples will exceed the EPA “90% lead level threshold.”

OPEN DISCUSSION
Prickett reminded Trustees of the upcoming IML conference in Chicago. She would like to attend. Any others interested in attending should let the Village Hall know so that registrations can be processed.

Trustee Klambauer moved to adjourn the meeting at 7:27 PM and Trustee Gayhart seconded the motion. Voice vote: all in favor. Motion carried. The next Committee of the Whole Meeting is scheduled for July 22, 2024, immediately following the Regular Board Meeting.
