Village of Hinckley Committee of the Whole met July 22.

Here are the minutes provided by the committee:

CALL BOARD MEETING TO ORDER: Meeting was called to order by Interim Village President Quirk at 7:19 PM. Roll call was taken showing the following:

Present: Trustees Michael Constant, Steve Gayhart, Sarah Quirk, Russell Kula, and Alyssa Prickett. Quorum Established.

Absent: Trustee Jennifer Klambauer.

Also Present: Attorney Tait Lundgren, Treasurer Dave Maroo, Ceneca Wagner, Ken Gettemy, Stephanie Long, Bob Pritchard, and Members of the Public.

PUBLIC COMMENT

None.

GENERAL BUSINESS

Approval: Committee of the Whole meeting minutes from 07/08/24

Trustee Kula moved to approve the minutes from July 08, 2024, and Trustee Gayhart seconded the motion. Roll call vote: Constant-Aye, Prickett-Aye, Gayhart-Aye, Quirk-Aye, Kula-Aye. Motion carried.

No report.

COMMITTEE REPORTS

Personnel

For Discussion: Employee Health Insurance Renewal

Quirk stated that Klambauer had forwarded information to Trustees regarding changing insurance brokers in order to get quotes for renewal options. Quirk will sign the necessary forms and additional information should be available at the next meeting. They are looking into the possibility of offering employees the option to choose HMO or PPO.

Streets & Alleys

Buildings, Grounds & Parks

Stephanie Long provided a park program report detailing information about past and current program offerings. She stated that there had been a lot of interest in the volleyball camp and preschool programs. Safety Village was a big success, thanks to the Fire Department and Police Department. Fire Chief Gorsky has a lot of good ideas to expand the program for next year. The fall newsletter will be out soon. Pricket stated that she may have a contact that can help get someone from the railroad for next year.

Finance & Economic Development

At 7:26 pm, Quirk moved to enter into closed session, to the extent permitted by 5 ILCS 120/2a of the Illinois Open Meetings Act) pursuant to §5 ILCS 120/2(c)(1), [Discussion of the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body). Constant seconded the motion. Roll call vote: Quirk-Aye, Prickett-Aye, Kula-Aye, Gayhart-Aye, Constant-Aye. Motion carried.

At 8:18 pm Quirk moved to reconvene the Committee of the Whole meeting and Prickett seconded the motion. Roll call vote: Quirk-Aye, Prickett-Aye, Kula-Aye, Gayhart-Aye, Constant-Aye. Motion carried.

OPEN DISCUSSION

Kula stated that Public Works will begin striping crosswalks. This should be done before school starts. Wagner clarified that on the crosswalks along the safe routes to school will be painted.

None.

ADJOURNMENT

Trustee Prickett moved to adjourn the meeting at 8:20 PM and Trustee Gayhart seconded the motion. Voice vote: all in favor. Motion carried. The next Committee of the Whole Meeting is scheduled for August 12, 2024, immediately following the Regular Board Meeting.
