Village of Hinckley Board of Trustees met July 22.

Here are the minutes provided by the board:

CALL BOARD MEETING TO ORDER: Meeting was called to order at 7:00 PM by Interim Village President Sarah Quirk.

Roll call was taken showing the following:

Present: Sarah Quirk, Steve Gayhart, Michael Constant, Russell Kula, Alyssa Prickett. Quorum Established.

Absent: Jennifer Klambauer.

Also Present: Attorney Tait Lundgren, Treasurer Maroo, Ceneca Wagner, Chief Gettemy, Stephanie Long, Bob Pritchard, and Members of the Public.

PUBLIC COMMENT on Agenda Items Scheduled for Action Only

None.

GENERAL BUSINESS

• Agenda item for discussion/approval: July 08, 2024 Regular Board Meeting Minutes Trustee Constant moved to approve the minutes from July 8, 2024, and Trustee Prickett seconded the motion. Roll call vote: Prickett-Aye, Quirk-Aye, Gayhart-Aye, Constant-Aye, Kula-Aye. Motion carried.

• Agenda item for discussion/approval: July 08, 2024 Public Hearing Minutes Trustee Constant moved to approve the minutes from July 8, 2024, and Trustee Prickett seconded the motion. Roll call vote: Prickett-Aye, Quirk-Aye, Gayhart-Aye, Constant-Aye, Kula-Aye. Motion carried. • Agenda item for discussion/approval: Payment of Invoices Due

Trustee Quirk moved to approve the invoices as presented and Kula seconded the motion. Roll call vote: Constant-Aye, Gayhart-Aye, Quirk-Aye, Kula-Aye, Prickett-Aye. Motion carried.

PRESIDENT’S REPORT

No report.

ATTORNEY’S REPORT

Attorney Lundgren stated that he is waiting for confirmation from Akino Fence regarding the status of the claim for the damaged electrical wire for the streetlight on Prairie View Lane.

CLERK’S REPORT

No report.

ENGINEER’S REPORT

No report.

TREASURER REPORT

Maroo presented the monthly Treasurer’s report. All funds are showing positive except debt service, which will “self-correct” as utility bill payments are received, offsetting the IEPA loan payment made in June.

COMMITTEE REPORTS

Public Safety

No report.

Finance and Economic Development

Constant reported the following:

1. There are (7) active or pending permits for new single-family homes in Hinckley. 2. Representative Lauren Underwood came to Hinckley last month to present a grant award (in excess of one million dollars) to the library. The library board will reassess funding needs based on current costs to determine how much is still needed for the new building. 3. HBR429 will begin offering before and after school care through a new program called Royals Early and After Care Hours (REACH).

Buildings, Grounds & Parks

Personnel

No Report.

PUBLIC COMMENT

Stephanie Long stated that the parks look terrible and mulch is badly needed at Pioneer and Garfield parks. Wagner stated that it is on the list. Long also stated that she is looking into resurfacing the tennis courts at Pioneer Park and has approached the Lion’s Club for help with funding. She estimates that it will cost about $50,000.00 for new surface and nets.

OPEN DISCUSSION

Prickett stated that she attended a community event in Leland regarding economic development in rural communities. Some of the topics discussed were outdoor recreation, code enforcement, and asset sharing.

Gettemy stated that he has been informed of grant funding available for additional law enforcement technology expenditures. He will get more information and update the Board at the next meeting, if appropriate.

ADJOURMENT

Trustee Quirk moved to adjourn the meeting at 7:18 pm and Prickett seconded the motion. Voice vote: All in favor. Motion carried. The next Regular Board Meeting will be held on August 12, 2024.
