DeKalb County Public Building Commission met Aug. 6.
Here are the minutes provided by the commission:
A regular meeting of the Board of Commissioners of the DeKalb County Public Building Commission (hereinafter “Commission”) was held Tuesday, August 6th 2024, at 8:30 a.m. in the Legislative Center’s Gathertorium in Sycamore, Illinois pursuant to written notice to each Commissioner as required by the By Laws.
ROLL CALL
Chair Swanson called the meeting to order at 8:35 a.m. and requested the Secretary to call the roll. Those Commissioners present were Kevin Bunge and Ellingsworth Webb. A quorum was established with three Commissioners present, two absent. Vice-Chair Shepard was not present at the time of the Roll Call, having arrived at 8:37 a.m.
Others that were present included: Deputy County Administrator Derek Hiland, Facilities Management Director Jim Scheffers, Commission Secretary Liam Sullivan, and Executive Assistant Lisa Reser.
APPROVAL OF AGENDA
It was moved by Webb, seconded by Bunge and approved unanimously by voice vote to approve the agenda as presented.
APPROVAL OF MINUTES
Webb moved to approve the minutes for the Tuesday, June 4, 2024 meeting as presented. Bunge seconded the motion, and it was carried unanimously by voice vote.
PUBLIC COMMENTS
There were no comments from the public.
ACTION ITEMS
a. Approval of COB Parking Lot Restriping Project.
Mr. Scheffers informed the Commission that the County Highway Department intends to include the Community Outreach Building Parking Lot as part of the annual restriping program. Scheffers explained that as part of this, the Facilities Management Office would like to install new signage. The County Engineer estimates that the total cost will not exceed $1,500 due to the labor being provided in house.
It was moved by Bunge to approve the COB Parking Lot Restriping Project. Webb seconded the motion and it was carried unanimously by roll call vote.
b. Approval of Electrical Services for the Liebert Server Room Climate Control Unit Installation
This item relates to the installation of the 4-ton Liebert Server Room Climate Control Unit from Premistar that the Commission approved at their last meeting. Scheffers informed the Commission that he has solicited three quotes for the work with the lowest quote being from Swedberg Electric in the amount of $9,200.
It was moved by Shepard to award the work to Swedberg Electric, in the amount of $9,200.00. Webb seconded the motion and it was carried unanimously by roll call vote.
c. Approval of Payment of Claims for June 2024 in the Amount of $57,531.59.
It was moved by Webb to approve the Claims for June 2024. Bunge seconded the motion and it was carried unanimously by roll call vote.
d. Election of Officers
Due to the resignation of the incumbent County Administrator & Commission Treasurer, the Commission must elect a new Treasurer. Chair Swanson called for nominations.
Bunge nominated Liam Sullivan for the position of Commission Treasurer and it was seconded by Shepard.
Chair Swanson called for nominations twice more and there were no further nominations.
The Motion to Elect Liam Sullivan as the Treasurer of the Public Building Commission passed unanimously by roll call vote.
Due to Sullivan being elected as the Treasurer and leaving a vacancy in the position of Secretary, the Commission held an election for the position. Chair Swanson called for nominations.
Bunge nominated Lisa Reser for the position of Commission Secretary and it was seconded by Shepard.
Chair Swanson called for nominations twice more and there were no further nominations.
The Motion to Elect Lisa Reser as the Secretary of the Public Building Commission passed unanimously by roll call vote.
OLD BUSINESS
Administration Building Restrooms
Deputy Administrator Hiland provided the Commission with a powerpoint presentation that showed progress photos of the Administration Building Restroom Renovations. Mr. Hiland explained that at this time, the contractor has completed the installation of the new flooring and toilets. The remaining work includes the installation of partitions, counter tops/sinks, and small fixtures (i.e. soap dispensers, paper towel dispensers, toilet paper holders, etc.). Hiland also let the Commission know that the Sycamore Campus parking lot will also be included in the annual restriping program for the County.
Sullivan provided the Commission with an update on the DeKalb County Rehab & Nursing Center’s Transitional Care Unit. He stated that the TCU is now open and serving residents. Additionally, the DCRNC will be hosting a Grand Opening Event on August 15th and invited the Commissioners to attend.
Sullivan also let the Commission know that the County has procured General Liability and Property Insurance through CIRMA, which covers all County facilities. Additionally, the Courthouse Expansion Project is still incomplete and resuming the project will be discussed in the future. Finally, Sullivan notified the Commission that a recommendation on the FY2025 Budget will be made at the September meeting.
Vice-Chair Shepard asked Deputy Administrator Hiland if the County Board has adopted the updated Insulation requirements into the County Building Code. Mr. Hiland stated that the item will be forthcoming in September.

There were no New Business items.
ADJOURNMENT
Bunge moved to adjourn the meeting. Shepard seconded the motion and it carried unanimously by voice vote.
