DeKalb County Board of Review met Aug. 14.

Here are the minutes provided by the board:

Those in attendance: Dan Cribben, Chairman; Brian Rosenow and John Linderoth, Members; Bridget Nodurft, CCAO, Board Clerk; and Michelle Christensen, Chief Deputy.

I. Call to Order: Chairman called meeting to order at 9:00 am.

II. Roll Call: Chairman asked that the record show all members present.

III. Review Agenda for Approval / Amendment: Motion by John to approve the agenda as submitted. Motion seconded by Brian. All in favor, so moved.

IV. Approval of Prior Meeting Minutes: Motion by Brian to approve the meeting minutes for June 12, 2024 as written. Motion seconded by Dan. Voice vote taken 2-yay, one abstained. So moved. V. Public Comments: None

VI. Work Load

a) Review to Approve / Deny Disabled Person Exemptions (HEPD): After Board review, motion by John, seconded by Dan to approve 1-New and 35-Renewal HEPD applications. All in favor, so moved. See attached list.

b) Review to Approve / Deny Disabled Veteran Exemptions (SHEVD): After Board review, motion by John, seconded by Dan to approve 6-New, 44-Renewal, and 2 for second review due to change in rating; SHEVD applications. All in favor, so moved.

c) Review to Approve / Deny Senior Exemptions (HE): After Board review, motion by John, seconded by Dan to approve 30-New HE applications. All in favor, so moved.

d) Review to Approve / Deny Certificate of Errors (CofE): After Board review, motion by Brian, seconded by John to approve 99, 2023 CofE’s numbered 310-408. All in favor, so moved.

e) Review for Recommendation to IDOR for Non-Homestead Exemptions: After Board review, motion by Brian seconded by John to recommend approval of 1 application to IDOR. All in favor, so moved.

f) Review, Prepare and Make a Recommendation for PTAB Appeals: Bridget briefed Board on the current status of the outstanding PTAB appeals received, noting a Stipulation Agreement has been submitted for PTAB file #2023-03433, Kohls Illinois INC., parcel 08-13-127-010 for the 2023 and 2024 assessment years. After further discusion, a motion by Brian to accept the Stipulation Agreement for assessment years 2023 and 2024 was made. Motion seconded by John. All in favor, so moved.

VII. Other Business:

a) Board of Review Rules: Board reviewed and discussed any final adjustments needed to the 2024 BOR Rules. After which, motion by John to approve the 2024 BOR Rules as discussed to include the additon of the appeal deadline once known. Motion seconded by Dan. All in favor, so moved.

b) Farmstead Splits: Dan brought to the Board’s attention the Farm House Splits map in the Compass GIS Map with an inquiery regarding information, if known, on the development rights that were given to DeKalb County and if it were possible to assess these properties differently.

During discussion, Bridget suggested a conversation with the Community Development Department Head and that any change to the assessment process would need to happen at the state level.

VIII. Adjournment: Motion by John, second by Brian to adjourn meeting. All in favor, so moved.
