DeKalb County Board Forest Preserve District met Committee met Aug. 21.

The DeKalb County Forest Preserve District Commissioners met in regular session at the Legislative Center’s Gathertorium on Wednesday, August 21, 2024 at 7:45 p.m. Vice-President Frieders called the meeting to order, and the Secretary called the roll. Those present were Commissioners Mary Cozad, Rukisha Crawford, Patrick Deutsch, Meryl Domina, Vice-President John Frieders, Benjamin Haier, Rhonda Henke, Laura Hoffman, Savanah Ilenikhena, Kathy Lampkins, Maureen Little, Jim Luebke, Terri Mann Lamb, Stewart Ogilvie, Jerry Osland, Michelle Pickett, Roy Plote, Chris Porterfield, and Tim Bagby. Those Commissioners absent were Scott Campbell, Laurie Emmer, Joe Marcinkowski, Amber Quitno, and President Ellingsworth Webb. A quorum was established with nineteen Commissioners present and five absent.

APPROVAL OF AGENDA

Motion

Ilenikhena moved to approve the agenda as presented and Crawford seconded the motion. Voice Vote

Vice-President Frieders called for a voice vote to approve the agenda as presented. The motion carried.

APPROVAL OF MINUTES

Motion

Cozad moved to approve the minutes of the June 26, 2024 meeting. Little seconded the motion. Voice Vote

Vice-President Frieders asked for a voice vote on the approval of minutes. The motion carried.

PUBLIC COMMENTS

There were no public comments.

COMMUNICATIONS & PROCLAMATIONS

None.

STANDING COMMITTEE REPORTS

Resolution FP-R2024-008: A Resolution Approving the Acquisition of Property in Kingston Township for the Genoa to Kingston Trail (G2K Trail) in the Amount of $19,350

Motion

Plote moved that the DeKalb County Forest Preserve District Commissioners hereby approve the acquisition of 1.29 acres of land in Kingston Township from Douglas Adkins to extend the Genoa to Kingston (G2K) Trail Corridor towards the Village of Kingston in the total amount of $19,350.00. Bagby seconded the motion.

Motion to Amend

Plote shared that following Forest Preserve Operations Committee Meeting, the seller has requested additional compensation for the property, which would bring the total purchase price to $20,000.00. Plote moved to amend the motion by changing the total purchasing price to $20,000.00. Cozad seconded the amendment.

Voice Vote

Vice-President Frieders called for a voice vote on the amendment. The motion carried by voice vote.

Roll Call Vote

The Vice-President called for a roll call vote on the motion now as amended. Those Commissioners voting aye were Cozad, Crawford, Deutsch, Domina, Haier, Henke, Hoffman, Ilenikhena, Lampkins, Little, Luebke, Mann-Lamb, Ogilvie, Osland, Pickett, Plote, Porterfield, Bagby, and Vice-President Frieders. The motion carried 19-0-5.

Resolution FP-R2024-010: A Resolution Approving the Payment of Forest Preserve Claims for July 2024, and Off-Cycle Claims Paid During the Previous Month, Including All Claims for Travel, Meals, and Lodging, in the Amount of $130,343.21.

Motion

Plote moved that the DeKalb County Forest Preserve District Commissioners hereby approve the payment of Forest Preserve claims for July 2024, and off-cycle claims paid during the previous month, including all claims for travel, meals, and lodging in the amount of $130,343.21. Deutsch seconded the motion.

Roll Call Vote

Vice-President Frieders called for a roll call vote on the motion to approve the District’s July 2024 Claims. Those voting aye were Commissioners Cozad, Crawford, Deutsch, Domina, Haier, Henke, Hoffman, Ilenikhena, Lampkins, Little, Luebke, Mann-Lamb, Ogilvie, Osland, Pickett, Plote, Porterfield, Bagby, and Vice-President Frieders. The motion carried 19-0-5.

Resolution FP-R2024-011: A Resolution Approving the Payment of Forest Preserve Claims for August 2024, and Off-Cycle Claims Paid During the Previous Month, Including All Claims for Travel, Meals, and Lodging, in the Amount of $158,467.21.

Motion

Plote moved that the DeKalb County Forest Preserve District Commissioners hereby approve the payment of Forest Preserve claims for August 2024, and off-cycle claims paid during the previous month, including all claims for travel, meals, and lodging in the amount of $158,467.21. Hoffman seconded the motion.

Roll Call Vote

Vice-President Frieders called for a roll call vote on the motion to approve the District’s August 2024 Claims. Those voting aye were Commissioners Cozad, Crawford, Deutsch, Domina, Haier, Henke, Hoffman, Ilenikhena, Lampkins, Little, Luebke, Mann-Lamb, Ogilvie, Osland, Pickett, Plote, Porterfield, Bagby, and Vice-President Frieders. The motion carried 19-0-5.

Reports of District Officials

Motion

Plote moved to accept and place on file the following Reports of District Officials:

Cash & Investments in Forest Preserve Bank Accounts – June & July 2024 Ilenikhena seconded the motion.

Voice Vote

The Vice-President called for a voice vote to accept the Reports of District Officials as presented. The motion carried.OLD BUSINESS / NEW BUSINESS

County Administrator Brian Gregory gave the County Board/District Commissioners, the Administration Office, and all County Staff one last thank you and goodbye.

Little moved to adjourn at 7:59 p.m. and Crawford seconded the motion.Voice Vote

Vice-President Frieders called for a voice vote to adjourn. Motion carried.
