Village of Hinckley Committee of the Whole met Dec. 9.

Here is the agenda provided by the committee:

CALL BOARD MEETING TO ORDER: Meeting was called to order by Interim Village President Quirk at 7:20 PM. Roll call was taken showing the following:

Present: Trustees Michael Constant, Sarah Quirk, Steve Gayhart, Russell Kula, and Jennifer Klambauer. Quorum Established.

Absent: Alyssa Prickett.

Also Present: Deputy Clerk Kathy Michaels, Police Chief Ken Gettemy, Ceneca Wagner, Attorney Tait Lundgren, Brandon Kramer, and Members of the Public.

PUBLIC COMMENT

None.

GENERAL BUSINESS

Approval: Committee of the Whole meeting minutes from 11/25/24

Trustee Constant moved to approve the minutes from November 25, 2024, and Trustee Gayhart seconded the motion. Roll call vote: Quirk-Aye, Klambauer-Aye, Kula-Aye, Gayhart-Aye, Constant Aye. Motion carried.

PRESIDENT’S REPORT

For Discussion: DeKalb County Board Watershed Survey

Bob Pritchard from the Planning Commission stated that they heard a presentation regarding the flooding concerns in the County. There are two different programs available. Program 319 is 60% paid for and Program 604b pays 100%. A study is done by professionals to find the problems and solutions and a priority list to be fixed. As of right now, we are 2 years out from getting on the list.

The board agreed to put the resolution on the December 23rd Regular Board Meeting to be voted on.

For Discussion: Voluntary Action Center – Meals on Wheels Donation Request Trustee Quirk stated a couple weeks ago that she had a meeting with the Voluntary Action Center regarding Meals on Wheels Donation request. They are requesting a donation of $2000.00 but will be happy with any amount the Village of Hinckley is able to give. There are many communities in the area that are donating and some that are unable. Trustee Constant stated he knows there is a need and some residents this is the only contact that they have with people. The board agreed to put in on the December 23rd Regular Board Meeting.

Public Safety

Police Chief Ken Gettemy stated there is a Body Camera mandate for all Police Departments starting January 1, 2025. Chief stated he had a meeting with the representative for the cameras and it is $14,000 - $15,000. Chief also stated he is finishing up a grant for the purchase of the body cameras.

Police Chief Ken Gettemy stated the Police Department will be participating in Shop with a Cop at Farm and Fleet in Sycamore on Saturday, December 14th with some families from Hinckley.

Trustee Klambauer stated there was another accident at Rt 30 and Somonauk Road. She asked if there was anyway to get flashing lights for the intersection. Chief stated that working with IDOT is next to impossible. All kinds of traffic studies need to be done.

OPEN DISCUSSION

Trustee Klambauer stated she had turned in her letter of resignation to the board.

Trustee Kula asked Interim Village President Quirk if there was anyway to get business cards. Trustee Gayhart also stated he would like some as well.

Police Chief Gettemy stated if they needed ID’s all they would have to do is email him a picture and the ID is around $17.00.

Trustee Kula stated no one wants to bring it up but the absenteeism for board members needs to change. He said you should only be allowed to miss so many meetings and then you don’t get paid if you miss. Attorney Lundgren stated there are rules and regulations that need to be followed. Trustee Quirk thank Trustee Kula for bringing the subject up and that we will investigate what needs be done.

PUBLIC COMMENT

Rob Zimmerman stated the board needs to look at all the maintenance that needs to be done on these streets in town. They are all cracking.

Larry Menz, 270 Miller, stated he saw the tires had been removed at Oak and McKinley, but the rocks are still there. He asked if it is a liability to the Village. Menz also stated that once the board members are elected it is very hard to make changes.

ADJOURNMENT

Trustee Klambauer moved to adjourn the meeting at 8:00 PM and Trustee Gayhart seconded the motion. Voice vote: all in favor. Motion carried. The next Committee of the Whole Meeting is scheduled for December 23, 2024, immediately following the Regular Board Meeting.
