Village of Hinckley Board of Trustees met Dec. 9.

CALL BOARD MEETING TO ORDER: Meeting was called to order at 7:00 PM by Interim Village President Sarah Quirk.
Roll call was taken showing the following:
Present: Sarah Quirk, Jennifer Klambauer, Russell Kula, Steve Gayhart, and Michael Constant. Quorum established.
Absent: Alyssa Prickett
Also Present: Deputy Clerk Kathy Michaels, Attorney Tait Lundgren, Brandon Kramer, Dale Youngers, Ceneca Wagner, Chief of Police Ken Gettemy, and Members of the Public.

GENERAL BUSINESS
• Agenda item for discussion/approval: November 25, 2024, Regular Board Meeting Minutes
Trustee Klambauer moved to approve the minutes for November 25, 2024, and Trustee Gayhart seconded the motion. Roll call vote: Quirk-Aye, Klambauer-Aye, Kula-Aye, Gayhart-Aye, Constant Aye. Motion carried.
• Agenda item for discussion/approval: Payment of Invoices Due
Trustee Constant moved to approve the Payment of Invoices Due as presented for December 9, 2024, and Trustee Kula seconded the motion. Roll call vote: Klambauer- Aye, Kula-Aye, Gayhart-Aye, Constant-Aye and Quirk-Aye. Motion carried.
PRESIDENT’S REPORT
Interim Village President Quirk announced that the Village has selected John Kerlin to fill the remaining Village Clerk term that was vacated by Elizabeth Losiniecki.
Trustee Gayhart made a motion to confirm the appointment. Jennifer Klambauer seconded the motion. Roll call vote: Kula-Aye, Gayhart-Aye, Constant-Aye, Quirk-Aye, Klambauer-Aye. Motion carried.
John Kerlin was sworn in by Interim Village President Quirk.
Quirk announced that the letter of credit was received from Millrose Properties for Royal Estates which has been referred to consistently as Lennar.
ATTORNEY’S REPORT
Attorney Lundgren indicated that he spoke with the attorney for Lennar who indicated that the roads in Royal Estates are coming along and informed him that the binder was applied.

Trustee Quirk made a motion to approve MFT Supplemental Resolution 2024-03R BLR 14220 Salt and Snow NTE $13,845.00 and Trustee Kula seconded the motion. Roll call vote: Gayhart-Aye, Constant Aye, Quirk-Aye, Klambauer-Aye, Kula-Aye. Motion carried.
For Discussion/Approval: MFT estimate of Maintenance Costs Resolution 2024-04R BLR 14222 NTE $13,845.00.
Trustee Kula made a motion to approve MFT estimate of Maintenance Costs Resolution 2024-04R BLR 14222 NTE $13,845.00 and Trustee Klambauer seconded the motion. Roll call vote: Constant-Aye, Quirk-Aye, Klambauer-Aye, Kula-Aye, Gayhart-Aye. Motion carried.
Buildings, Grounds & Parks
Trustee Klambauer expressed her appreciation for everyone’s work on the tree lighting.
Water & Sewer
For Discussion/Approval: IEPA Cross Connection Control Plan Proposal NTE $6,000.00 from CCRA Trustee Gayhart indicated that he feels that the CCRA proposal is a good proposal, which includes their first letter, brings the survey up to date. It must be updated every three years and must be documented. Trustee Gayhart moved to approve the IEPA Cross Connection Control Plan Proposal NTE $6,000.00 from CCRA and Trustee Kula seconded the motion. Roll call vote: Quirk-Aye, Klambauer-Aye, Kula-Aye, Gayhart-Aye, Constant-Aye. Motion carried.
Personnel
Trustee Quirk announced the hiring for the position of Human Resources. Carson Benson will start on Wednesday and will be part-time.
PUBLIC COMMENT
Rob Zimmerman stated that the Human Resources department can make their own rules. Trustee Quirk stated that the personnel manual needs to have a massive update.
Larry Menz, 270 Miller, asked how many hours a week Human resources would be working and the rate of pay. Trustee Quirk stated 10 to 15 hours a week at a rate of $28.00/hr.
Rob Zimmerman stated he is having a hard time hearing what the board members are saying. The Village spent all that money on a sound system, and it is not being utilized. Trustee Quirk stated that there was an issue with it working and they would have someone investigate fixing the system

Trustee Klambauer moved to adjourn the meeting at 7:19 pm and Trustee Constant seconded the motion. Voice vote: All in favor. Motion carried. The next Regular Board Meeting will be held on December 23, 2024.
