Village of Hinckley Committee of the Whole met Jan. 13.

Here are the minutes provided by the committee:

CALL BOARD MEETING TO ORDER: Meeting was called to order by Interim Village President Quirk at 7:25 PM. Roll call was taken showing the following:

Present: Trustees Michael Constant, Sarah Quirk, Brian Siwicki, and Russell Kula. Quorum Established.

Absent: Alyssa Prickett and Steve Gayhart.

Also Present: Deputy Clerk Jennifer Klambauer, Clerk Joan Bennett, Ceneca Wagner, Attorney Foster, Brandon Kramer, Dale Youngers, and Members of the Public.

PUBLIC COMMENT

None.

GENERAL BUSINESS

Approval: Committee of the Whole meeting minutes from 12/23/24

Trustee Kula moved to approve the minutes from December 23, 2024, and Trustee Siwicki seconded the motion. Roll call vote: Quirk-Aye, Kula-Aye, Siwicki-Aye, Constant-Aye. Motion carried.

PRESIDENT’S REPORT

Royal Estates Park and Monument - Interim Village President Quirk stated that a representative from Lennar was scheduled to attend the meeting but was not able to tonight. Two of the things that were to be discussed were the monument and the park in Royal Estates. That discussion will be at the next meeting on January 27th. Trustee Quirk encouraged the board members to look over the proposed plans and have questions/comments ready for that meeting.

Harlem Globetrotters 100th Anniversary - Interim Village President Quirk informed the meeting that January of 2027 will be the 100th anniversary of the first Harlem Globetrotters game in Hinckley. She would like to form a committee to explore all the opportunities/activities that can be planned for that celebration. Trustee Siwicki offered his assistance in this endeavor.

Zoning List – The Planning Commission submitted their recommendations to the Board regarding the zoning list currently in our Municipal Code/Zoning Districts. Their recommendations included two items that did not have designations, one that was a duplicate and one to add to the list. Bob Pritchard, chairman of the planning commission explained that they recommended these changes just to update our current list. These changes will be presented at the next regular board meeting for approval.

ATTORNEY’S REPORT

Building Code Updates – Attorney Foster stated that Attorney Lundgren is working with B&F and will present the changes to the board when complete.

ENGINEER’S REPORT

No report.

Buildings, Grounds & Parks

Trustee Siwicki discussed the three painting quotes that were collected for painting and drywall repair in the village office. Al Haseman, owner of Splash of Color, offered to supply the paint at cost. Trustee Siwicki suggested getting a new quote from Magic Touch Painting to include the conference room as well. A new quote will be obtained and presented at the next meeting for approval.

Water & Sewer

Dale Youngers asked Interim Village President Quirk about signature of the contract for CCRA for IEPA Cross Connection Control Plan, which he was informed that the contract is ready to be signed, and Interim Village President will sign immediately.

Finance & Economic Development

Trustee Constant reminded the board that the appropriated monies need to be used before fiscal year-end.

OPEN DISCUSSION

None.

PUBLIC COMMENT

Eddie Cullins, 170 Donald St., inquired as to what building code was being adopted. Attorney Foster informed him it’s the International Code 2021.

Bob Pritchard, chairman of the Planning Commission, stated that the commission is also concerned with sidewalks and encouraged the Board to add sidewalks where needed.

ADJOURNMENT

Trustee Siwicki moved to adjourn the meeting at 8:20 PM and Trustee Quirk seconded the motion. Voice vote: all in favor. Motion carried. The next Committee of the Whole Meeting is scheduled for January 27, 2025, immediately following the Regular Board Meeting.
