City of Genoa City Council met Jan. 22.

Here are the minutes provided by the council:

Mayor Brust called the meeting of the City Council to order at 6:30pm followed by roll call. Aldermen Wesner, Pulley, Freund, Winter, Braheny, Hughes and Roca were present. Alderman Stage was absent. Quorum present.

Mayor Brust led the pledge of allegiance.

PUBLIC COMMENT – None

OLD BUSINESS – None

CONSENT AGENDA

Alderman Pulley made a motion to approve of items 1-2 within the consent agenda, seconded by Alderman Freund. No further discussion. Aldermen Wesner, Pulley, Freund, Winter, Braheny, Hughes and Roca voted yes. Motion carried.

1. APPROVAL OF THE MINUTES FROM THE JANUARY 8, 2025, SPECIAL CITY COUNCIL MEETING

2. APPROVAL OF THE ACCOUNTS PAYABLES DATED JANUARY 15, 2025

NEW BUSINESS:

QUARTERLY UPDATE FROM THE COMPREHENSIVE AND STRATEGIC PLAN COMMITTEE

Ron Sheahan came before the council and gave an update on behalf of the comprehensive and strategic plan committee. He explained what they have been working on, things they need assistance with, and future goals they have.

REVIEW AND DISCUSS A BOUNDARY AGREEMENT MAP WITH THE VILLAGE OF BURLINGTON

City Administrator Seguss presented the proposed boundary agreement map to the city council. There was some brief discussion regarding the specifications of the boundaries and the reasoning behind it. This will be addressed again at a future meeting.

APPROVE A FOURTH AMENDMENT TO AN INTERGOVERNMENTAL AGREEMENT FOR THE CONSTRUCTION, OPERATION, AND MAINTENANCE OF A COMMUNITY FITNESS CENTER

Alderman Pulley made a motion to approve of the amendment, seconded by Alderman Winter. There was a brief discussion regarding the terms and the history of the agreement. No further discussion. Aldermen Wesner, Pulley, Freund, Winter, Braheny, Hughes and Roca voted yes. Motion carried.

FUTURE ITEMS FOR DISCUSSION – Alderman Hughes brought up the topic of downtown lighting year-round. This is something that will be looked into as the weather gets nicer so multiple options can be tested out.

DEPARTMENT REPORTS:

FINANCE:

Finance Director Tures told the council she is still working on finalizing the budget for the next fiscal year. Any budget requests need to be turned in as soon as possible.

PUBLIC WORKS:

Public Works Director addressed the snow/ice event that occurred.

ADMINISTRATION:

City Administrator Seguss explained that they are working on boundary agreements with several surrounding communities so this will be something that comes up more over the next couple of months. Seguss announced that the State of Illinois Comptroller visited IBEW today. She also gave an update on the building at 304 W Main St.

POLICE:

Chief Hathcoat told the council that they are currently accepting applications so that they can rebuild the eligibility list and hire another officer. The written test is currently set for February 22nd. He also told the council that Sergeant Schuring, Officer Stevenson and Officer Havlicek

have been attending a supervisory class. Chief announced that the annual report will be presented at the next meeting.

ANNOUNCEMENTS – Alderman Pulley announced that they had the first Harvest fest meeting of the year.

Motion to adjourn the meeting of the City Council was made by Alderman Wesner, seconded by Alderman Pulley. Voice vote was taken, all voted yes. Motion carried. Meeting adjourned at 7:01pm.
