Sycamore City Council amends liquor code regulating breweries

Sycamore City Council met Tuesday, Jan. 3.

Here are the minutes as provided by Sycamore:

SYCAMORE CITY COUNCIL – REGULAR MEETING MINUTES OF JANUARY 3, 2017

ROLL CALL Mayor Ken Mundy called the meeting to order at 7:00 p.m. and City Clerk Candy Smith called the roll. Those Alderpersons present were: Alan Bauer, Steven Braser, Curt Lang, Pete Paulsen, Becky Springer, Chuck Stowe, and Janice Tripp. Alderperson Rick “Spider” Kramer was absent.

INVOCATION

Pastor Steve Persson of the First Baptist Church gave the invocation.

PLEDGE OF ALLEGIANCE

APPROVAL OF AGENDA

Motion Alderperson Lang moved to approve the agenda and Alderperson Tripp seconded the motion. Voice vote Mayor Mundy called for a voice vote to approve the motion. All Alderpersons voted aye. Motion carried 7 - 0.

AUDIENCE TO VISITORS

CONSENT AGENDA

A. Approval of the Minutes for the Regular City Council Meeting of December 19, 2016. B. Payment of the Bills for January 3, 2017 in the amount of $487,451.80.

Motion Alderperson Bauer moved to approve the Consent Agenda and Alderperson Stowe seconded the motion. Voice vote Mayor Mundy called for a voice vote to approve the motion. All Alderpersons voted aye. Motion carried 7 - 0.

PRESENTATION OF PETITIONS, COMMUNICATIONS, AND BILLS.

Alderperson Paulsen thanked the Police and Fire Departments for his ride-alongs over the past couple of weeks and noted they were very interesting and eye opening.

Mayor Mundy noted that there are a couple of vacancies on boards and committees and he is going to allow the newly elected mayor to appoint them after the election.

Alderperson Braser commended Commander Cook for a job well done at a town meeting in Woodgate regarding traffic issues. He complimented Mr. Gregory and Police and Public Works for swift responses to a couple of snow and ice issues.

REPORT OF OFFICERS

City Manager– Brian Gregory reported the next Council meeting would be on Tuesday, January 17 and they will begin the General Fund budget review, noted there will be no January Plan Commission meeting, and announced that a Waste Management flyer was in the mail explained the new contract and the At Your Door program for electronics and household hazardous waste products.

Police Chief – Glenn Theriault complimented his department for completing their Ward assigned teamwork of knocking on every door in Sycamore. He said they were able to address many questions and concerns.

Fire Chief – Pete Polarek reported that from Thanksgiving through New Year’s Day there were no holiday related calls to change any lights on the red wreath.

Director of Public Works– Fred Busse reported that Public Works has started the demolition of three old buildings at the former Electric Park Treatment Plant.

Treasurer/Asst. to the City Manager – Adam Orton reported that the Finance office is working on the end of the month reports as well as the year-end reports and tax documents.

Building & Engineering Director - John Sauter reported that they are scheduled for a final inspection at Burger King tomorrow afternoon.

PUBLIC HEARING

ORDINANCES

A. Ordinance 2016.43—An Ordinance Amending Section 3-2-6, Paragraph A. 9 “Class H Liquor License,” of the City Code of the City of Sycamore, Illinois. First and Second Reading.

City Manager Gregory explained that the Class H liquor license is for wineries and breweries and in the past the wine and beer were required to be brewed on site. He said that a few years ago it was changed to allow wine to be brewed offsite and this ordinance will allow beer to be brewed offsite.

Motion Alderperson Braser moved to hear Ordinance 2016.43 on first and second reading and Alderperson Springer seconded the motion. Voice vote Mayor Mundy called for a voice vote to approve the motion. All Alderpersons voted aye. Motion carried 7 - 0.

Motion Alderperson Braser moved to approve Ordinance 2016.43 and Alderperson Springer seconded the motion. Roll call vote Mayor Mundy called for a roll call vote to approve the motion. Alderpersons Bauer, Braser, Lang, Paulsen, Springer, Stowe, and Tripp voted aye. Motion carried 7 - 0.

RESOLUTIONS - None

CONSIDERATIONS

A. Consideration of a Partnership with Sycamore Community School District #427 to Allow Access to the Sycamore Community Cable Access Channel through Comcast.

City Manager Gregory explained that the School District reached out to the City to utilize the PEG channel. He noted that Bruce Griffith of KEC, Kathy Countryman, School Superintendent and Joan Sage, Comcast Representative were in attendance. He said that the school operates Spartan TV with live streaming of sports, school, and community events. He said as Spartan TV has evolved the School reached out to use PEG Channel 14 to grow their learning opportunities. He said there has been private funding raised to get the fiber required to the School. He said the partnership would not carry any fees, but allows access for the school to Channel 14. He said not commercials would be allowed, but some limited sponsorships would be allowed. He said he was looking for direction and if directed he would bring back an intergovernmental agreement.

Alderperson Lang asked if the City could utilize the channel for emergence messages and calendar events.

Joan Sage, Comcast, sad in addition to a rotating calendar and school programming, the City would have the ability to break in at any time with a live announcement.

Mr. Gregory said there has been overwhelming community generosity for the studio and the equipment.

Consensus of Council was to move forward with the intergovernmental agreement.

ADJOURNMENT

Motion Alderperson Stowe moved to adjourn the meeting at 7:26 p.m. and Alderperson Paulsen seconded the motion. Voice vote Mayor Mundy called for a voice vote to approve the motion. All Alderpersons voted aye. Motion carried 7 - 0.
