Shabbona Village Board met June 1.

Citizen’s Addressing the Board:

None

Election of Acting Village President:

Attorney Jess Harrill informed the board that the Acting Village President term is 11 months and that would need to have majority of trustees holding office (4 aye votes) to elect the Acting Village President.

Discussion: Frank Ottengheime said he believes Acting Village President should come from within existing board. John Rood said he does not have time to dedicate to the job with his regular job; John said he wants the best thing for village. Mark Cinnamon is not interested in being Acting Village President due to his lack of availability, Mark feels that the board owes it to the citizens to pick the best person to do the job and identified Don Goncher to be very qualified. Joe Perkins said he thinks it’s time to have someone neutral and currently separate from board. Jamie Deutsch feels position needs to look out for residents and community. Jamie is skeptical on time he’d be available in the position due to his full-time job.

Mark Cinnamon asked Don Goncher if he would like to say anything to the board. Don spoke about consistently attending Village Board Meetings and read a prepared statement about his qualifications and interest in the position.

Nominations:

Frank Ott motioned to nominate Jamie Deutsch as Acting Village President, John Rood seconded motion. Roll Call Vote: Frank yes, John yes, Mark no, Jamie yes, Joe no. 3 yes, 2 no: motion did not pass.

No other nominations for a board member were made.

John Rood motioned to do Roll Call to determine if any board members were interested in being Acting Village President, Mark Cinnamon seconded. ROLL CALL: Frank Ottengheime-no, John Rood-no, Mark Cinnamon-no, Jamie Deutsch-yes, Joe Perkins-no.

Jamie Deutsch asked for any nominations for someone outside the board. Mark Cinnamon motioned to nominate Don Goncher as Acting Village President, Joe Perkins seconded. Roll Call: Frank Ottengheime-no, John Rood-yes, Mark Cinnamon-yes, Jamie Deutsch-yes, Joe Perkins-yes. 4 yes, 1 no: motion carried. Don Goncher accepted.

Deputy Village Clerk, Jen Morrison, swore in Don Goncher as Acting Village President at 4:31pm.

Don Goncher gave his resignation from Village Zoning board effective immediately.

Sealcoating Preserve Road:

Frank Ottengheime got pricing from DeKalb County Highway Department to sealcoat Preserve Road from Indian Road to Shabbona Road, cost to Village is $12,660. Engineer’s pricing was $24,000.

Frank motioned to accept County’s price and use their seal coat contractor. Jamie Deutsch seconded.

Roll Call: Frank Ottengheime-yes, John Rood-yes, Mark Cinnamon-yes, Jamie Deutsch-yes, Joe Perkins-yes. 5 yes, Motion passes. Frank will notify DeKalb County Highway Department.

Discussion: Motor Fuel Tax has $60000 and Village will need to file paperwork if this sealcoating is coming out of motor fuel tax. Cindy will look into filing motor fuel tax paperwork, may need to work with County engineer. Usually Village Engineer files for motor fuel tax money expenditures.

Joe Perkins motioned for adjournment, Mark Cinnamon seconded. All in favor-Aye. Motion carried.

Meeting was adjourned at 4:40pm.
