City of Sandwich Special Council met August 24. 

Here is the minutes as provided by the council:

Mayor Olson called the meeting to order at 9:05 AM.


     Present: Mayor Olson, City Clerk Ii, Aldermen Chmielewski, Killey, McMahon & Redden

     Absent:   Aldermen Dell, Kelleher & Robinson

2018-2019 Budget Report: Tawnya Mack, of Mack & Associates, presented an amended 2018-2019 budget correcting accounting errors and revising the budget format. The goal of the Council, apart from having a correct budget, is to determine funding availability for the proposed public safety building. It was learned that funding from the tax levy had not been credited properly to designated budget funds, and that the Council has not been levying to their fullest potential without a public hearing. Ms. Mack stated a rule to remember when budgeting is to be conservative on revenue, and liberal on expenditures.

Each line item of the budget was reviewed with narratives and questions, if applicable. Estimated revenues for the 2018-2019 budget is $6.9 million and $7.2 million in expenditures. Some line items will need further research, and Mack & Associates will be working with staff next week.

Mayor Olson said he has a meeting on Monday, August 27th, with Lauterbach & Amen from Naperville regarding outsourcing accounting responsibilities. Additionally, he has placed a call to the City’s software company, Data Technologies, to arrange for in-house staff training.

There being no further business to come before the Council, motion made by Alderman Redden and seconded by Alderwoman Killey to adjourn the Special Council meeting at 11:05 AM.

Motion carried unanimously by viva voice vote.
