City of Sandwich Committee-of-the-Whole met March 4.

Mayor Olson called the Committee-of-the-Whole Council Meeting to order at 7:00 PM.
Roll call was taken:
Present: Mayor Olson, City Clerk Ii, Aldermen Dell, Kelleher, Killey, McMahon, Redden & Robinson
Absent: Aldermen Chmielewski and Surratt
Also present: Attorney Harrill, Department of Public Works / City Engineer Horak, Chief Bianchi, City Treasurer Webber & EMA Director Ciciora

Tourism Committee Report: The tourism committee met on February 27th, and Mayor Olson was encouraged by the turnout. A new website has been created solely for tourism, and the community calendar concept has spurred community interest. Summer events are in the planning stage and being funded by the City’s tourism fund.
DeKalb County Economic Development Report: Economic Director Jim Teckenbrock announced the City will be receiving a grant through the DeKalb County Community Foundation. Part of the grant process will include focus group interviews that will consist city officials, Fox Valley Older Adults, businesses and high school students. More information will be forthcoming.
Announcements: The Chamber of Commerce annual award dinner will be held on Thursday, March 7th at Fox Valley Older Adults. On March 15th, the Mayor will be speaking on activities and changes to the community at a “lunch & learn” hosted by the Chamber of Commerce.
At next week’s meeting, the girls high school basketball team will be honored for their outstanding season.
The Mayor has contacted IVVC for suggestions on a City flag. Ideas are encouraged, and IVVC has submitted some examples for review.

2018 Planning Priorities Report: Draft comments were sent back to CMAP. Recommendations will include the development of a current comprehensive plan document and a feasibility study for establishing a railroad quiet zone. In a survey conducted last year, residents rated a railroad quiet zone as a top priority. The estimated cost for the study will be $10,000 - $20,000. When the City investigated a few years ago, the project was found to be cost prohibitive and the suggestion of closing Eddy and Lafayette Street crossings to create a quiet zone was not feasible.
2019 Green Street Tower: For review was Dixon Engineering proposal for interior tank inspection in an amount of $3,400.00. The tower was last inspected in 2014. Council will vote next week.
2019 Duvick Avenue Tower: For review was Dixon Engineering proposal for interior tank inspection in an amount of $3,775.00. This tower was also last inspected in 2014. This matter will be placed on next week’s agenda.
2019 Indian Springs Pumping Station: The Xylem quotation for replacement of two submersible pumps, lifting system, controller, SCADA modem came in an amount of $76,079.24. The sanitary line was installed in the 1993-1994 era. This matter will be placed on the agenda for a vote at next week’s regular meeting.
2019 MFT General Maintenance: Under Resolution 19-01, $177,654.87 will be appropriated of MFT (Motor Fuel Tax) funds for the purpose of maintaining street and highways beginning April 1, 2019. Engineer Horak provided Google maps showing the areas to be addressed. The Resolution will be placed on next week’s agenda for adoption.
Engineer Horak also provided lists of right-of-ways and city-owned property that is maintained by the City for mowing, off-street and sidewalk snow removal.
Chief Bianchi: Question was posed by Alderman Dell pertaining to the need of weapons upgrade. Chief Bianchi explained he is still researching the purchase of LED flashlights to be mounted on six weapons for an estimate cost of $900.00.

Alderwoman Killey advised that the finance committee would meet immediately following this evening’s Council meeting.

Alderman Redden reported that he attended the DeKalb County Regional Planning Commission meeting on February 21st. Topics were CEDS (Comprehensive Economic Development Strategy) implementation goals and final report as well as discussion on local government.
Alderman Robinson announced that he and his grandson will be participating in the annual bowling fundraiser for Family Service Agency’s mentoring program. The mentoring program was formerly known as the Big Brother / Big Sister program.
