City of Sandwich Committee-of-the-Whole met April 1.

Here is the minutes provided by the committee:

Mayor Olson called the Committee-of-the-Whole Council Meeting to order at 7:00 PM.

Roll call was taken:

Present: Mayor Olson, City Clerk Ii, Aldermen Chmielewski, Dell, Kelleher, Killey, McMahon, Redden & Surratt

Alderman Robinson arrived at 7:02 PM

Also present: Attorney Harrill, Department of Public Works / City Engineer Horak, Chief Bianchi, City Treasurer Webber & EMA Director Ciciora

Mayor Olson: Brian Larsen of Epic Light Shows was present to explain the light show operation and answer questions from the Council. The $184,500.00 winter holiday show would be co-sponsored by the Sandwich Fair Association and the City. Alderman Redden raised concerns about obtaining a performance bond from the company; however, Attorney Harrill said other communities that have similar light shows do not require a bond. Additional concerns voiced were storage, creating a budget solely for the light show, insurance liability, hiring of staff, and traffic control. Mr. Larsen stressed the City will need to make a decision this month because equipment and supplies are ordered overseas. Alderman Surratt stated the positive feedback received by residents is unbelievable, and he does not want the light show become a missed opportunity for the City.

Director of Public Works / City Engineer Horak

Hydrant flushing will begin on Monday, April 15th through Friday, April 19th between the hours of 8 am and 4 pm daily.

Sanitary sewer jetting and cleaning will be conducted in the upcoming weeks starting in the northwest section of town.

Leaf Vac Program: Engineer Horak asked if the Council had an interest in reinstating the leaf vacuuming program for a few weeks this spring. City Hall and aldermen have received numerous inquiries from residents. Council felt many of the leaves are still frozen to the ground and in a state of deterioration that could cause maintenance problems to the machinery. The program will resume in September.

Announcement: The City is anticipating grant money for the Little Rock Creek watershed study.

Chief Bianchi distributed proposed purchasing procedures and guidelines asking the Council to review and provide feedback.

Alderwoman Killey advised that the finance committee would meet immediately following this evening’s Council meeting.

Adjournment: There being no further business to come before the Council, motion made by Alderman Robinson and seconded by Alderman Redden to adjourn the Committee-of-theWhole Council meeting at 7:48 PM. Motion carried unanimously by voice vote.
