City of Sandwich City Council met May 20.

Here is the minutes provided by the council:

City Clerk Denise Ii called the meeting to order at 7:00 PM.

Roll call was taken:

Present: City Clerk Ii, Aldermen Chmielewski, Dell, Kelleher, Killey, Kreinbrink, Redden, Robinson & Surratt

Also Present: Attorney Harrill, Chief Bianchi, Director of Public Works / City Engineer Horak, EMA Director Ciciora, & City Treasurer Webber

Appoint Mayor Pro-Tem: Clerk Ii requested a motion to appoint a mayor pro-tem to conduct the remainder of the meeting. Motion was made by Alderman Kelleher, and seconded by Alderman Redden, to appointment Rich Robinson mayor pro-tem. Aye: Aldermen Chmielewski, Dell, Kelleher, Killey, Kreinbrink, Redden & Surratt Abstained: Alderman Robinson Nay:0 Motion carried

Appointment of New Acting Mayor: Alderman Kreinbrink challenged Ordinance 2004-42 that states, in part, the mayoral position will be a 40-hour week commitment. Alderman Robinson, candidate for the mayoral appointment, is employed full time. Attorney Harrill explained that the Ordinance references “commitment” meaning mayoral hours incurred outside the office. Additionally, the Municipal Code was amended at that time to increase the Mayor’s salary from $5,000.00 / annually to $20,000.00. There is no reference in the Municipal Code stating that the sitting Mayor must commit to a 40-hour work week inside City Hall.

Motion made by Alderman Redden to appoint Rich Robinson as mayor for the remainder of the mayoral term expiring in April, 2021. Motion was seconded by Alderman Surratt. Aye: Aldermen Chmielewski, Dell, Kelleher, Killey, Kreinbrink, Redden & Surratt Abstained: Alderman Robinson Nay:0 Motion carried

Following the appointment, Attorney Jessica Harrill administered the Oath of Office to Rich Robinson as Mayor.

Resolution 19-07 entitled “Resolution Designating Authorized Agent for Illinois Municipal Retirement Fund” presented for adoption. Council will be approving the appointment of City Clerk Denise Ii as the authorized agent for IMRF.

So moved by Alderman Dell and seconded by Alderman Kelleher. Aye: Aldermen Chmielewski, Dell, Kelleher, Killey, Kreinbrink, Redden, Robinson & Surratt Nay:0 Motion carried 8:0

Adjournment: There being no further business, motion made by Alderman Redden and seconded by Alderman Kelleher to adjourn the Special Meeting at 7:10 PM. Motion carried unanimously by voice vote.
