Village of Shabbona Village Board met Aug. 26.

Here is the minutes provided by the board:

The Regular Meeting of the Shabbona Village Board was called to order by Village President Donald J. Goncher on Monday, August 26, 2019, at 7:00 P.M. in the meeting room of the Village Maintenance building.

OPENING OF MEETING/PLEDGE OF ALLEGIANCE/ ROLL CALL

Roll Call Vote: Marc Cinnamon-aye, Jamie Deutsch-aye, Frank Ottengheime-aye, Joe Perkins-aye, Josh Clark-aye, Richard Lockowitz-aye. Motion carried.

ADDITIONS TO THE AGENDA

• Cannabis Ordinance

APPROVAL OF AGENDA—Marc Cinnamon motioned to approve the minutes. Joe Perkins seconded. All in favor vote aye. Motion carried. CITIZENS ADDRESSING THE BOARD: None

REPORTS and ACTION

A. ITEP GRANT COMMITTEE

Jason Stoll and Dylan Schroeder from Fehr Graham presented concept drawings and estimated costs for ITEP Grant. Discussion and questions from board. All sidewalks would be ADA accessible as well as elevation to most downtown buildings. Upcoming ITEP application filing deadline is October 2019, next one would be October 2021. Parking would increase and downtown would be more pedestrian friendly. It is a positive that we are wanting to tie in downtown streetscape improvements with next scheduled IDOT redo of Route 30 through town. Need to have PDR (Project Development Report) to include with application. Jason said Preliminary Engineering II would be $153,000.000. Fehr Graham will come back to board once PDR is done for board to consider continuation. Marc Cinnamon suggested the school take over crossing guards, which would save the Village over $8,000 per year. Marc Cinnamon motioned to approve $20,000 for Fehr Graham to proceed with PDR and engineering, Joe Perkins seconded. Roll Call Vote: Marc Cinnamon-aye, Jamie Deutsch-aye, Frank Ottengheime- no, Joe Perkins-aye, Josh Clark-aye, Richard Lockowitz-aye. 5-1 Motion carried.

B. VILLAGE ENGINEER-NORM BEEH

AERATION BIDS:

Bids were received from ADS and EDI. Board discussion on bids and the fact we want contractor to do all work specified. In addition, there is a transfer pipe that is rusted through and will need to be replaced and pressure testing needs to be done on pipe between the ponds and the sewer plant. Marc Cinnamon motioned to accept bid from EDI for $122,502.00 for aeration, Joe Perkins seconded. Roll Call Vote: Marc Cinnamon-aye, Jamie Deutsch-aye, Frank Ottengheime-aye, Joe Perkins-aye, Josh Clark-aye, Richard Lockowitz-aye. Motion carried.

Norm said that base for streetlight in front of First State Bank has been repaired, streetlight has delivered to installation contractor and should be installed soon.

C. SHERRIF'S REPORT-

Don Goncher was notified by DeKalb County Sheriff that an arrest had been made for the burglaries last week. Reviewed Sheriff’s Report from July.

D. MAINTENANCE REPORT—BUDDY FORRER

Buddy said that sidewalk work continues. Don and Buddy interviewed and hired Jakob Beeh as Seasonal Part-Time Public Works employee and he has been working with Buddy and Trevor. Buddy got two loads of playground mulch and it was put down at Water Tower Park. Gravel for Challand Road has been ordered and will be spread by Macklin and Gene Larson of Shabbona Township said he will level out. Gene also mowed ditches along Preserve Road and Indian Road.

E. SHABBONA PATHWAY COMMITTEE—MARC CINNAMON

Pathway Committee continues discussion with landowners for easements and good progress is being made. Saturday, September 21st: Annual Health Fair with Pathway Preview & NICE walk. One landowner thought that their land was already annexed into Village (it is not). Keith Foster said that within 1.5 miles of Village, Village has input in what the land is zoned as/used for. Don Goncher said that it would be good to encourage landowners to annex in.

F. RPC REPORT—DAN NOLAN

Dan is looking for someone to take his seat on the RPC, Marc Cinnamon asked if there was a trustee that would be interested and willing, meetings are bi-monthly. No trustees volunteered. The RPC Committee met last Thursday, August 22, a quorum was not reached. Discussion was held but no action was taken. Next RPC meeting will be October 17th.

G. AD-HOC COMMITTEE FOR TREES—MARC CINNAMON

The committee met on 8/24 and made plans for 9/14 pruning and committee will be evaluating what needs removal. The committee name is changing to Shabbona Horticultural Committee. Marc Cinnamon will do a bid for tree removal if necessary.

H. CLERK & DEPUTY CLERK

APPROVAL OF MINUTES- Jamie Deutsch motioned to approve the minutes. Josh Clark seconded. Roll Call Vote: Marc Cinnamon-aye, Jamie Deutsch-aye, Frank Ottengheime-aye, Joe Perkins-aye, Josh Clark-aye, Richard Lockowitz-aye. Motion carried.

FINANCIALS

A. APPROVAL OF BILLS

Richard Lockowitz motioned to approve the bills. Marc Cinnamon seconded. Roll Call Vote: Marc Cinnamon-aye, Jamie Deutsch-aye, Frank Ottengheime-aye, Joe Perkins-aye, Josh Clark-aye, Richard Lockowitz-aye. Motion carried.

B. TREASURER’S REPORT

Richard Lockowitz motioned to accept the Treasurer’s report. Joe Perkins seconded. Roll Call Vote: Marc Cinnamon-aye, Jamie Deutsch-aye, Frank Ottengheime-aye, Joe Perkins-aye, Josh Clark-aye, Richard Lockowitz-aye. Motion carried.

C. UTILITY BILL ISSUES

There were 5 shut-offs last week. On average, 6 administration hours are spent dealing with shut-offs. Frank said that landlords should be notified if tenant does not pay. Discussion started and Village Clerk Morrison requested that discussion wait until Cindy Barnes is present as she does Utility Billing. Discussion was tabled under next meeting.

OLD BUSINESS

A. ELECTRICAL AGGREGATION 2019-2020

Electrical Aggregation agreement signed 8/12/19 at rate of.6398. Anyone currently in Village aggregation program automatically carry forward to new rate and do not have to respond to mailing. If not in current Village aggregation program, residents need to use one of the options to enroll. If they are not sure if they are in program, they need to call the number on the mailing. Village Clerk Morrison put a banner on website about aggregation.

B. SOLICITOR LICENSE FEE

Frank Ottengheime said that the license fee for solicitor’s should be higher. Village Clerk Morrison provided comparisons from other municipalities on Solicitor License Fees and to date there have been no applications received in 2019. Discussion on raising fee, Board is not proceeding with any changes to ordinance at this time.

C. 5-TON LIMIT

There is nothing in our ordinances about 5-ton limit currently, Board would need to update ordinance. Discussion about what the weight limit should be and Frank Ottengheime asked about BNSF and trains blocking crossings causing traffic back-ups. There is nothing that can be done about trains. Frank said that unless BNSF can be penalized for blocking crossings, not worth updating ordinance. The board opted to not update ordinance at this time.

D. COMMITTEE MEETING DATES

Committee meeting dates were in packet. Don Goncher reminded trustees that Village Clerk needs to be notified a minimum of 3 days prior to meeting in order for agenda to be posted or if meeting is cancelled (OMA requirement).

NEW BUSINESS

A. ZONING—annexation discussed under Pathway Committee.

B. CANNABIS ORDINANCE

Don Goncher provided model ordinances for cannabis—zoning and taxing. He asked the board to review for discussion at the September board meeting.
