City of Sandwich City Council met Oct. 14.

Approval of Minutes from the Regular Meeting of September 23, 2019 and the Committee-of-the-Whole Council Meeting of October 7, 2019.

Approval of October Semi-Monthly Bills in the total amount of $ 239,648.42

Mayor:

(1) Resolution 19-23 entitled “Resolution Designating “Trick or Treat” Hours”. Seeking motion to adopt by setting hours as 4 PM – 7 PM on October 31, 2019.

(2) Ordinance 2019-09 entitled “An Ordinance Amending Chapter 30, Fire Prevention and Protection, Section 30-2, Fireworks; Explosives, of the City of Sandwich Municipal Code” presented for first reading and possible passage. Ordinance amends the Municipal Code for administration of the adjudication process.

(3) Ordinance 2019-10 entitled “Ordinance Amending Chapter 50, Offenses and Miscellaneous Provisions, Article IV, Offenses Against Property, Division 1, Generally, Section 50-82, Damaging Property; Trespass; Parental Responsibility, of the Municipal Code of the City of Sandwich, Illinois” presented for first reading and possible passage. Ordinance updates the Municipal Code for administration of the adjudication process.

(4) Ordinance 2019-11 entitled “An Ordinance Amending Section 2-61 “Order of Business” to Allow for Audience Comments at the Beginning of Voting Meetings” presented first read and possible passage.

(5) Ordinance 20-19-12 entitled “An Ordinance Amending Chapter 50, Offenses Against Morals, by Addition of Section 50-134 “Truancy”, to the Municipal Code of Sandwich, Illinois” presented for first reading and possible passage. Ordinance updates the Municipal Code to add truancy to the adjudication process.

(1) 2019 Brush Pickup Program: The 2019 Brush Pickup Program ends in October.

The last pickup in each ward is as follows.

(2) 2019/2020 Rock Salt Contract Information: Solicited Bid Contract for 500 Tons @ $99.56/Ton. Budgeted $33,000.00; minimum expenditure requirement of 400 tons for $39,824.00. Funds are currently to be expended from line item 001.0015.65.5365 of the 2019/2020 budget.

(3) 2019 Gletty Road Cleanup Project: Bid opening was Wednesday, October 9, 2019 at 10:00am. The results of the bid opening are as follows:

a. Wilkinson Excavating Inc. of Somonauk, IL - $155,000.00

b. Thom Gravel & Excavating Inc. of Aurora, IL - $156,665.00

(4) 2019 Gletty Road Cleanup Project: Recommendation to award the contract to Wilkinson Excavating Inc. of Somonauk, IL in the amount of $155,000.00. Funds are to be expended from line item 010.0000.90.6805 of the 2019/2020 budget.

(5) PC 2019-03: At the October 7, 2019 Regular Meeting, the Plan Commission recommended approval of a text amendment to allow a drive-up window in a B-1, B-2, or B3 zoning district without the need for a special use permit by a vote of 5-0.

(6) PC 2019-04: At the October 7, 2019 Regular Meeting, the Plan Commission recommended approval of a text amendment to allow a contractor’s shop in an M-2 zoning district without the need of a special use permit by a vote of 5-0.

(7) 2019 Clark Street WTP Pressure Filter Media Replacement: Request authorization for the Mayor to sign an engineering services agreement with Engineering Enterprises Inc. of Sugar Grove, IL for an amount not to exceed $24,704.00. Funds are to be expended from line item 400.0000.70.5450 of the 2019/2020 budget.

(8) 2019 Clark Street WTP HMO Feed System: Request authorization for the Mayor to sign an engineering services agreement with Engineering Enterprises Inc. of Sugar Grove, IL for an amount not to exceed $73,940.00. Funds are to be expended from line item 400.0000.70.5450 of the 2019/2020 budget.
