City of DeKalb Citizen's Community Enhancement Commission met Nov. 18.

The Citizens’ Community Enhancement Commission (CCEC) held a regular meeting on November 18, 2019, in the Executive Conference Room of the DeKalb Municipal Building, 200 South Fourth Street, DeKalb, Illinois.
Chair Brad Hoey called the meeting to order at 4:03 P.M.
A. ROLL CALL
Roll call was recorded by Management Analyst Jason Blumenthal and the following members of the CCEC were present: Chair Brad Hoey, Brad Pietens, Ellingsworth Webb, Susan Johnson, Deborah Booth, and Melissa Beck. Member Jeanine Holcomb was absent.
Also present were Mayor Jerry Smith, Ward 1 Alderman Carolyn Morris, and Management Analyst Jason Blumenthal.
B. APPROVAL OF THE AGENDA – ADDITIONS / DELETIONS
MOTION
Ms. Johnson moved to approve the agenda; seconded by Mr. Pietens.

Motion carried by a majority voice vote of those present.
C. APPROVAL OF MINUTES
MOTION
Mr. Webb moved to approve the CCEC minutes of October 21, 2019; seconded by Ms. Booth.

Motion carried by a majority voice vote of those present.
D. PUBLIC PARTICIPATION
Management Analyst Blumenthal gave a brief update on the Public Art Policy. He stated he hopes to have it on the December 9th Agenda but is not confirmed. It may be the first meeting in January. In addition to the Public Arts Policy, he stated if there is still a desire for a Paint-a-Plug event it should be placed on next month’s agenda and some details should be fleshed out.
E. NEW BUSINESS
1. Asphalt Art
Mayor Smith presented an e-mail he received from Bloomberg about a new grant program for creating asphalt art. He asked the commission to discuss this idea. Chair Hoey said this looked like an awesome opportunity and could pair well with the 125th Anniversary of NIU and having some artwork regarding this milestone. Mr. Webb passed around a publication in which multiple different art projects were listed within and included pricing. Some ideas were to paint electrical boxes and other common pieces found in the roadway that could use some artwork to spruce it up.
The Commission as a whole continued to discuss partnering with NIU’s College of Visual and Preforming Arts, Northwestern Medicine, and other possible art communities throughout DeKalb. Commissioners continued to say it would be nice to facilitate some of the possible grants available to these groups. It would be beneficial to have a list of artist who might want to do projects, having the City website explain the process for getting a project going, creating an application form, a list of locations artwork can be completed, and looking at making this an electronic process as to not burden staff time.
F. OLD BUSINESS
1. IHSA State Football Playoff’s Volunteering Opportunities
Chair Hoey said that volunteers are still needed for the IHSA State Football Playoff’s. If you are interested in helping, please contact him or visit IHSAdestinationdekalb.com or Go.NIU.edu/IHSADeKalbvolunteer. Mayor Smith, prior to the meeting, recorded a video welcoming individual to DeKalb and the surrounding community.
G. ADJOURNMENT

Mr. Pietens moved to adjourn the meeting; seconded by Mr. Webb.

Motion carried by unanimous voice vote of those present. The meeting was adjourned at 5:13 P.M.
