The City Council of DeKalb, Illinois held a Regular City Council Meeting on November 12, 2019, in the City Council Chambers of the DeKalb Municipal Building, 200 South Fourth Street, DeKalb, Illinois.
A. CALL TO ORDER AND ROLL CALL
Mayor Smith called the meeting to order at 6 p.m.
City Clerk Lynn Fazekas called the roll, and the following members of City Council were present: Alderman Carolyn Morris, Alderman Bill Finucane, Alderman Tracy Smith, Alderman Scott McAdams, Alderman Mike Verbic, Alderman Tony Faivre, and Mayor Jerry Smith.
Staff present included: City Manager Bill Nicklas, Fire Chief Jeff McMaster, City Attorney John Donahue, Interim Police Chief John Petragallo, and Principal Planner Dan Olson.
B. PLEDGE OF ALLEGIANCE TO THE FLAG OF THE UNITED STATES
In recognition of Veterans Day, the City played the song, “God Bless the USA” while displaying the lyrics on monitors. Mayor Smith then led the Pledge, and he was followed by veteran Mike Embrey, who reported on Veterans Day events across the City.

Mayor Smith asked for additions or deletions. None were offered.

Alderman Smith moved to approve the agenda. Alderman Morris seconded.

E. PRESENTATIONS
1. DeKalb Fire Department Recognition.
City Manager Nicklas named each DeKalb fire fighter who was involved in the recent water rescue of a person from a vehicle in the Kishwaukee River. Recognized by Council, Fire Chief McMaster, and the audience were: Deputy Fire Chief Bart Gilmore, Battalion Chief Jeff Jossendal, Captain Todd Stoffa, Lieutenant Chris Ziola, Lieutenant Wade Schneck, Lieutenant Tom Conley, Firefighter/Paramedic Steve Cruz, Firefighter/Paramedic Noah Millard, Firefighter/Paramedic Trevor Chilton, Firefighter Sean Freeman, Firefighter/Paramedic Joe Fisher, Firefighter/Paramedic Greg Thornton, Firefighter/Paramedic Robert Terry, Firefighter/Paramedic Joe Wempe, and Firefighter/Paramedic Joe Long.
F. APPOINTMENTS
1. Appointment of Gregory J. Perkins as Fourth Ward Alderman until His Successor Qualifies and Takes Office.

2. Appointment of India Washington to the DeKalb Public Library Board for the Completion of a Term through June 30, 2021.

City Manager Nicklas confirmed for Council members that the fee covers administrative costs and applies to events of all sizes, and that a permit no longer has to be obtained separately for each event.

M. REPORTS AND COMMUNICATIONS
1. Council Member Reports
Alderman Morris said she would like to take action on the community survey that was suggested during Council’s planning meeting last summer.
Alderman Finucane announced the upcoming IHSA tourney and the Salvation Army’s “Let’s Talk Turkey” charitable event.
Alderman Smith said he would like to see more 15-minute parking spots downtown, beginning with the southeast corner of Second and Locust Streets.
Alderman Faivre welcomed Alderman Perkins to Council.
Mayor Smith reported on a peaceful demonstration of more than 100 people that he attended during the previous weekend.

Clerk Fazekas gave no report. 3. City Manager Report
City Manager Nicklas responded to Alderman Smith’s and Alderman Morris’ requests as described above. He said he will take up the parking request as soon as possible, and offered to have a framework for the community survey prepared for the second meeting in January.
N. EXECUTIVE SESSION PURSUANT TO 5 ILCS (120/2)
1. Approval to Hold an Executive Session in Order to Discussion the Purchase or Lease of Real Property as Provided for in 5 ILCS 120/2(C)(5).
