City of Sandwich Committee of the Whole met Dec. 2.

Here is the minutes provided by the committee:

Mayor Robinson called the Committee-of-the-Whole Council Meeting to order at 7:00 PM

Roll call was taken:

Present: Mayor Robinson, City Clerk Ii, Aldermen Chmielewski, Dell, Kelleher, Killey, Kreinbrink, Redden & Surratt

Also present: Attorney Harrill, Department of Public Works / City Engineer Horak,

Chief Bianchi & EMA Director Ciciora

Absent: City Treasurer Webber

2019 Leaf Vacuuming Program: The schedule for the final week of leaf vacuuming in 2019 is:

a. Monday, December 2nd: Ward 1 (except Sandhurst)

b. Tuesday, December 3rd: Ward 2 (except Fairwinds)

c. Wednesday, December 4th: Ward 3

d. Thursday, December 5th: Ward 4

e. Friday, December 6th: Sandhurst and Fairwinds

A spring leaf vacuuming program is not planned at this time.

ZBA 2019-02 (400 N. Reimann): At the Zoning Board of Appeals regular meeting of Tuesday, November 26, 2019, the Board granted a variance to allow an eight-foot tall fence to be installed in a front yard of an M-2 Zoning District by a vote of 4:1.

2019 Little Rock Creek Watershed Plan: A stateholders meeting will be held on Wednesday, December 4th in the City Hall Annex at 10 AM.

2019 Gletty Road Cleanup Project: Engineer Horak explained that he has been unable to meet with Wilkinson Engineering pertaining to the IEPA removal of construction spoils from the City’s Gletty Road property. He hopes to meet with them this week.

2019 Subbasins A & E Sanitary Sewer Evaluation Survey: Engineer Horak reported that he anticipates a report very soon and may be presented next week.

Announcements: Next week City crews will conduct storm damage brush pickup. Additionally, the Plan Commission will hold their regular meeting scheduled for Tuesday, December 10th, to discuss adult-use cannabis sites.

Chief Bianchi: No report

EMA Ciciora: No report

Alderwoman Chmielewski: No report

Alderman Dell reported that he has applied for the safety grant between $17,000 - $18,000 that is available through Illinois Public Risk Fund to be used for snow removal.

Alderman Kelleher: No report

Alderwoman Killey advised that the finance committee meeting will be held following the COW meeting after a short break.

Alderman Kreinbrink asked Engineer Horak if the Williams Architect bid has been modified to individual projects. Response was no. He also inquired if there is a game plan for road, sidewalk, and lighting maintenance. Response was no plans were in place, specifically the downtown lighting. Because of the time lapse, another light study will be required. Council will need to review and reduce the maintenance and repairs to phases for budgeting purposes. Alderman Kreinbrink asked if the City had considered networking with neighboring communities on bidding projects. The City has already entered into intergovernmental agreements with neighboring townships but Engineer Horak indicated that the City is not opposed to investigating further with municipalities. As a caveat, Engineer Horak noted that unlike the townships, the City requires lien waivers on the first pay request.

Audience Comments: WSPY reporter, Jim Wyman, asked if the underground wiring for the downtown area lights is damaged. Response is the wiring is antiquated and there is some damage. Second question was if Oswego and Yorkville officials have approached the City regarding a contract to hire a lobbyist promoting the extension of the Metra railway line. Response was no although the City would be receptive to such a proposal.

Adjournment: There being no further business to come before the Council, motion made by Alderman Redden and seconded by Alderman Kelleher to adjourn the Committee-of-the- Whole Council meeting at 7:14 PM. Motion carried unanimously by viva voce vote.
