City of Sandwich City Council met Nov. 11.

Here is the minutes provided by the council:

Mayor Robinson called the meeting to order at 7:00 PM followed by the Pledge of Allegiance.

Roll call was taken:

Present: Mayor Robinson, City Clerk Ii, Aldermen Chmielewski, Dell, Kelleher, Killey, Kreinbrink, Redden & Surratt

Also present: Attorney Harrill, Department of Public Works / City Engineer Horak.

Chief Bianchi & EMA Director Ciciora

Absent: City Treasurer Webber

Audience Comments: Resident Doug Grief inquired about a sidewalk issue at a non-specified address.

Approval of Minutes: Motion made by Alderman Kelleher, and seconded by Alderman Surratt, approving the Regular Meeting Minutes of October 28, 2019, and the Committee-of- the-Whole Council Meeting Minutes of October 21, 2019 and November 4, 2019. Aye: Aldermen Chmielewski, Dell, Kelleher, Killey, Kreinbrink, Redden, Robinson & Surratt Nay:0 Motion carried 8:0

Approval of November Semi-Monthly Bills: Motion made by Alderman Dell and seconded by Alderwoman Killey approving payment of the November semi-monthly bills in the total amount of $111,993.91. Aye: Aldermen Chmielewski, Dell, Kelleher, Killey, Kreinbrink, Redden, Robinson & Surratt Nay:0 Motion carried 8:0

Mayor Robinson recognized Veterans Day and thanked all those who have served our Country.

He also shared information on a public open house regarding the extension of commuter rail service into Kendall County. The Kendall Extension Study Project Team, in coordination with Metra, will host an open house on December 2nd between the hours of 4:30 PM – 7:30 PM at the Plano Community Library. A second identical public open house will be held the following day, December 3rd, between the hours of 4:30 PM – 7:30 PM at the Oswego Village Hall.

Mayor Robinson requested Executive Session at the end of the meeting for pending litigation under 5 ILCS 120/2(c)(11).

City Clerk Ii: No report

City Treasurer Webber: Absent

Director of Public Works / City Engineer Horak:

Plan Commission regular meeting of Tuesday, November 12, 2019 has been cancelled.

2019 Leaf Vacuuming Program: Engineer Horak explained that because of the snow earlier in the day, the program has been temporarily suspended. Forecast is for warmer weather by the weekend, and providing the snow melts, the program will be resumed.

2019 Gletty Road Cleanup Project: The City has not received correspondence from the IEPA, and consequently Engineer Horak requested that the award of the contract to Wilkinson Excavating be tabled. Mayor Robinson suggested that once word has been received from the IEPA, this matter be brought before the Council rather than tabled weekly.

Chief Bianchi: No report

EMA Ciciora: No report

Alderwoman Chmielewski: No report

Alderman Dell inquired if the Council had discussed available grant money in the past for downtown upgrades. Council recalled briefly a mention of available grant money through the USDA Rural Partnership that was present at the IML Conference last month in Chicago.

Alderman Kelleher: No report

Alderwoman Killey advised that the next finance committee meeting will be held on Monday,

November 18th, 2019.

Alderman Kreinbrink: No report Alderman Redden: No report Alderman Robinson: No report Alderman Surratt: No report New Business: None Executive Session:

Motion made by Alderman Surratt and seconded by Alderman Redden to go into Executive Session at 7:13 PM, pursuant to 5 ILSC 120/2(c)(11) “Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal or when the public body finds that an action is probable or imminent”. Aye: Aldermen Chmielewski, Dell, Kelleher, Killey, Kreinbrink, Redden, Robinson & Surratt Nay:0 Motion carried 8:0

It was noted that no action would be taken resulting from the Executive Session.

Motion to return from Executive Session: Motion made by Alderman Kreinbrink and seconded by Alderman Kelleher return to regular session at 7:28 PM. Motion carried unanimously by voice vote.

Adjournment: There being no further business to come before the Council, motion made by Alderman Surratt and seconded by Alderman Redden to adjourn the Regular Council meeting at 7:28 PM. Motion carried unanimously by viva voce vote.
