City of Sandwich City Council met Jan. 27.

Here is the minutes provided by the council:

Mayor Robinson called the meeting to order at 7:00 PM followed by the Pledge of Allegiance.

Roll call was taken:

Present: Mayor Robinson, City Clerk Ii, Aldermen Chmielewski, Kelleher, Killey Kreinbrink & Surratt

Also present: Attorney Harrill, Department of Public Works / City Engineer Horak, Chief Bianchi, City Treasurer Webber & EMA Director Ciciora

Absent: Aldermen Dell & Redden

Audience Comments: Carol Meyer noted that the downtown streetlights were out and questioned when repairs would be made. Mayor Robinson explained that when there is a lot of moisture, the result is a tripped circuit breaker. The City was unaware until prior to meeting of the outage, and that the Mayor would reset the breaker after the meeting.

Consent Agenda: Motion made by Alderman Kelleher, and seconded by Alderwoman Chmielewski, to adopt the Consent Agenda. Aye: Aldermen Chmielewski, Kelleher, Killey, Kreinbrink, Robinson & Surratt Nay:0 Motion carried 6:0

Mayor Robinson:

DeKalb County Enterprise Zone: Paul Borek / Executive Director of DeKalb County Economic Development, was present to explain the need to amend the original Intergovernmental Agreement from December, 2014. At the time, the creation of the Enterprise Zone was to encourage business growth but never realized such large projects nor the need for tax abatements. To stay in the competition, an expansion of the Enterprise Zone was required as was the offering of a tax abatement. DeKalb County Enterprise Zone has attracted two multimillion-dollar investments along the I-88 corridor in DeKalb.

Mr. Borek noted the following projects in Sandwich that have benefitted from the Enterprise Zone: Gord Industrial Plastics, Midwestern Concrete, C. Skye Enterprises, G&L Washes, and Angie’s Sugar Buzz Bakery. Approval of the ordinance amendments necessitating from the proposed DeKalb projects will not financially jeopardize any future Sandwich projects.

Ordinance 2020-02 entitled “An Ordinance Authorizing Boundary Modifications to the Area Known as the DeKalb County Enterprise Zone – Vacant Ground Addition – Opt 2” presented for passage. Motion made by Alderman Kelleher, and seconded by Alderwoman Killey, to pass Ordinance 2020-02 as presented. Aye: Aldermen Chmielewski, Kelleher, Killey, Krienbrink, Robinson & Surratt Nay:0 Motion carried 6:0

Ordinance 2020-03 entitled “An Ordinance Approving a Second Amendment to the DeKalb County Enterprise Zone Intergovernmental Agreement” presented for passage. So moved by Alderwoman Chmielewski and seconded by Alderwoman Killey. Aye: Aldermen Chmielewski, Kelleher, Killey, Kreinbrink, Robinson & Surratt Nay:0 Motion carried 6:0

Ordinance 2020-04 entitled “An Ordinance Amending the Property Tax Abatement Qualifying Criteria and Definitions in the DeKalb County Enterprise Zone” presented for passage. Alderman Kelleher moved to pass Ordinance 2020-04 as presented. Motion was seconded by Alderman Surratt. Aye: Aldermen Chmielewski, Kelleher, Killey, Kreinbrink, Robinson & Surratt Nay:0 Motion carried 6:0

Ordinance 2020-05 entitled “An Ordinance Approving a third Amendment to the DeKalb County Enterprise Zone Intergovernmental Agreement” presented for passage. So moved by Alderman Kreinbrink, and seconded by Alderwoman Chmielewski. Aye: Aldermen Chmielewski, Kelleher, Killey, Kreinbrink, Robinson & Surratt Nay:0 Motion carried 6:0

Ordinance 2020-01 entitled “An Ordinance Amending the Municipal Code of Sandwich, Illinois Amending the Class G Liquor License” presented for passage. License is amended to allow the sale of bottle wine, and sale of beer and wine by the glass. Alderman Surratt moved to pass Ordinance 2020-01 as presented. Motion was seconded by Alderwoman Chmielewski. Aye: Aldermen Chmielewski, Kelleher, Killey, Kreinbrink, Robinson & Surratt Nay:0 Motion carried 6:0

Foster, Buick, Conklin & Lundgren, LLC: No report

City Clerk Ii requested a motion to approve Executive Session minutes for April 22, 2019; June 10 & 17, 2019; September 23, 2019; October 21 & 28, 2019; November 4 & 11, 2019; and December 16, 2019. Alderman Krinebrink moved to table this matter until the February 10th, 2020 meeting. Motion was seconded by Alderwoman Chmielewski. Aye: Aldermen Chmielewski, Kelleher, Killey, Kreinbrink, Robinson & Surratt Nay:0 Motion carried 6:0

Explaining an oversight on behalf of the vendor, time constraints are such that the service contract invoice for the folder inserter be approved prior to the next Finance Meeting of February 3rd. City Clerk Ii requested a motion to approve the invoice to Brent’s Mailing Equipment in the amount of $585.00. So moved by Alderwoman Killey, and seconded by Alderman Robinson. Aye: Aldermen Chmielewski, Kelleher, Killey, Kreinbrink, Robinson & Surratt Nay:0 Motion carried 6:0

City Treasurer Webber: No report

Director of Public Works / City Engineer Horak:

Zoning Board of Appeals regular meeting of Tuesday, January 28, 2020 has been cancelled.

Williams Architects Proposal: Engineer Horak requested a motion for approval of the Williams Architects’ architectural proposal for the roof at 309 E. Railroad Street dated December 17, 2019. Total cost for scope and budget determination of $4,900 to be taken from line item 400.0000.70.5575. No motion was made.

Engineer Horak reminded the Council that the $4,900 proposal was one of a five-project proposal by Williams Architects. It was agreed to obtain additional proposals and bring back to the Council.

Sewer Rate Study: EEI (Engineering Enterprises Inc. will present the sewer rate study at next week’s meeting on February 3rd.

Little Rock Creek Watershed Plan: A stakeholders meeting is scheduled for Wednesday, January 29th at 10 AM.

Manhole Inspection & Smoke Testing: The final draft will be available by the end of week.

Chief Bianchi: No report

EMA Ciciora: No report

Alderwoman Chmielewski: No report Alderman Dell: Absent

Alderman Kelleher: No report

Alderwoman Killey advised that the Special Council Meeting following the January 27th Regular Council Meeting has been cancelled. A Special Council-of-the-Whole Meeting will be held on Wednesday, January 29, 2020 at 1 PM in the Council Chambers on the proposed 2020-2021 budget.

She also reported that the next regular Finance Committee Meeting will be held on Monday, February 3rd following the COW (Committee-of-the-Whole) Meeting.

Alderman Kreinbrink reported that he, Engineer Horak, Building Official Steffens and Mayor Robinson will be meeting with McDonalds on Wednesday to reach a consensus on their building upgrade proposal.

Alderman Kreinbrink requested Engineer Horak to contact Metronet to address looped wiring still attached to many poles within the community left from the summer’s fiber installation. Additionally, he asked that Engineer Horak contact ComEd on the status of replacement poles resulting from the same project.

Alderman Redden: Absent

Alderman Robinson advised that Greg Bielawski of the ILCMA (Illinois City / County Management Association) will be at next week’s meeting to provide the City insight in the employment of a city administrator.

Alderman Surratt: No report

New Business: None

Adjournment: There being no further business to come before the Council, motion made by Alderman Kelleher and seconded by Alderman Surratt to adjourn the Regular Council meeting at 7:32 PM. Motion carried unanimously by viva voce vote.
