Village of Hinckley Committee of the Whole met May 12.

CALL BOARD MEETING TO ORDER: Meeting was called to order by Village President Quirk at 7:52 PM. Roll call was taken showing the following:
Present: Sarah Quirk, Brian Siwicki, Alyssa Prickett, Russell Kula, Steve Gayhart, and Jamie Whitlock. Quorum Established.
Absent: None.
Also Present: Attorney Lundgren, Village Clerk Joan Bennett, Treasurer Dave Maroo, Chief Gettemy, Brandon Kramer (EEI), Todd Tatum (TEST, Inc.) and Members of the Public.

GENERAL BUSINESS
Approval: Committee of the Whole meeting minutes from April 28, 2025
Trustee Siwicki moved to approve the minutes from April 28, 2025, and Trustee Kula seconded the motion. Roll call vote: Siwicki-Aye, Prickett-Aye, Kula-Aye, Gayhart-Aye, and Jamie Whitlock. Motion carried.
PRESIDENT’S REPORT
For Discussion: Ordinance Enforcement Officer
Attorney Lundgren stated the need to create the position of Ordinance Enforcement Officer with an ordinance approved by the Village Board. The Village can define the parameters of what the position would be. Attorney Lundgren also suggested that the person be a sworn law enforcement officer. Chief Gettemy stated that other communities call this position a CSO (Community Service Officer) and there are training classes to learn limitations and safety. President Quirk will put together proposal and asked that this item be brought back to the first board meeting in June. For Discussion: Trustee Committee Appointments

Public Safety
For Discussion: Flock Camera Presentation
Chief Gettemy spoke regarding a camera identification program. The Flock Camera plan would include a 60-day trial period with 6-8 cameras at and around the entrance/exits of the village. The devices offer immediate identification of license plates and/or specific descriptions of cars traveling through the village that have been entered into the system. Examples include Amber Alerts, stolen vehicles, robberies, as well as suspects fleeing from a current situation. There is access to information from other communities that are participating in Flock. Chief stated that tollways, stores like Meijer and apartment complexes are using Flock Cameras. Information is stored in the cloud. The cost per year is $3000 per camera, Chief is thinking three would be sufficient. Start up cost is $650 if they need to put up pole or $150 if can use a current one, however if we sign up in the next day or so, the start-up fees would be waived. Attorney Lundgren asks when there is contract available, to send it up to him for review.

OPEN DISCUSSION
Chief Gettemy spoke to the property owner regarding an inoperable vehicle. There is a fence going up currently. The truck is to be rebuilt from the ground up and will be inside the fenced area. Trustee Prickett asked about the fillable water containers barricades. Chief stated he is still looking into these products.
PUBLIC COMMENT
Deputy Clerk Klambauer stated she recently found an Ordinance Enforcement binder from 2007 that could be used as a reference. Also noted, Dale Younger’s Luncheon will be held Thursday, May 15, as he is leaving his position with Test and moving to Iowa. President Quirk welcomed Todd Tatum and wished Dale Youngers well.
ADJOURNMENT
Trustee Quirk moved to adjourn the meeting at 8:22 PM, Trustee Siwicki motioned for adjournment and Trustee Gayhart seconded the motion. Voice vote: All in favor. Motion carried. The next Committee of the Whole Meeting is scheduled for May 19th, 2025, immediately following the Regular Board Meeting.
