City of Sandwich Committee of the Whole met Jan. 29.

Mayor Robinson called the Special Committee-of-the-Whole Council Meeting to order at 1:00 PM
Roll call was taken:
Present: Mayor Robinson, City Clerk Ii, Aldermen Chmielewski, Kelleher, Killey & Kreinbrink
Also present: Department of Public Works / City Engineer Horak & Chief Bianchi
Absent: Aldermen Dell, Redden & Surratt
Continued Discussion on the 2020-2021 Budget: At the request of Alderman Dell, a discussion on long-term budgeting was added to the agenda. Because of time constraints and high absenteeism among Council members, this topic was not addressed.
Police Department: Chief Bianchi presented his budget worksheet noting the only capital expense would be the completion of the new police station at 1251 E. 6th Street. With dispatching now centered in DeKalb County, personnel and associated costs are down. Proposed salaries and estimated holidays and sick leave were not calculated at this time and will be presented at a later meeting. Alderwoman Chmielewski questioned the value of the adjudication program. Response was the program is not intended to generate revenue but to offer the flexibility of the City helping residents through community service, as an example. It was also noted that some costs, such as school crossing guards, are associated with the tax levy.
MFT (Motor Fuel Tax) Fund: Engineer Horak spoke about the MFT Fund that has seen an estimated $100,000.00 increase since July when the fuel tax rate doubled to 38 cents per gallon. Estimated total revenue for the next fiscal year is $288,000.00. All spending from the MFT Fund must be approved by IDOT (Illinois Department of Transportation). Road salt is an allowable purchase and will be removed from the Street Department’s budget. Engineer Horak listed some proposed projects as street and sidewalk maintenance noting that the Latham Street project, from Center Street to Sandhurst Drive may not be repaired until 2021. Because federal funding would come from the KKCOM (Kane / Kendall Council of Mayors), it is a lengthy approval process that could take up to 9 months through Springfield.
Engineering Department: Overall, Engineer Horak said numbers have not changed much from the current fiscal year. 10% of his salary comes from the Engineering Department and the building official salary is funded 100%.
Because Alderwoman Killey had to leave at 2:15 PM, the meeting had to adjourn for lack of a quorum. The next Special COW Meeting to continue the budget process will be held on Saturday, February 8th at 8 AM.

Adjournment: Motion made by Alderman Kelleher and seconded by Alderman Kreinbrink to adjourn the Special Committee-of-the-Whole Council meeting at 2:16 PM. Motion carried unanimously by viva voce vote.
