Clerk Ii called the meeting to order at 7:00 PM followed by the Pledge of Allegiance.

Mayor Pro Tem Appointment: In the absence of Mayor Robinson, Clerk Ii requested a motion to appoint a mayor pro tem for the duration of the meeting. Alderman Redden appointed Alderman Dell. Motion was seconded by Alderman Kelleher.

Mayor Pro Tem Dell: John Vezzetti, Vice President of Bernardi Securities, gave a review presentation on the 2019 Annual Disclosure Report pursuant to the Securities and Exchange Commission Rule 15c-2-12. The refinanced $4,880,000 General Obligation Waterworks and Sewerage Refunding Bonds in 2014 saved the City approximately $100,000 in low interest rates. The annual report is a means to update investors providing socio-economic information, tax information, the City’s top employers, budgeting, and a highlight of the water / sewer operation. The City’s bonds will mature in 2023.

City Clerk Ii requested a motion to approve Executive Session minutes for April 22, 2019; June 10 & 17, 2019; September 23, 2019; October 21 & 28, 2019; November 4 & 11, 2019; and December 16, 2019.

City Treasurer Webber: Absent
Director of Public Works / City Engineer Horak:
Plan Commission regular meeting will be held on Tuesday, February 11, 2020 at 6:30 pm in the City Hall Annex, 128 E. Railroad Street, Sandwich, IL 60548. On the agenda is a public hearing under Case #PC 2020-01 on recommendations for zoning requirements and special use permit requirements for cannabis facilities.
Downtown Lighting Study: Engineer Horak requested approval of the Hampton, Lenzini and Renwick proposal for the Downtown Lighting Study Update dated February 5, 2020 in an amount not to exceed $12,955.00 to be taken from line item 001.0015.90.6800. Alderman Kelleher indicated that he and Alderman Kreinbrink would like to do some further research on the project and asked that this matter be tabled.
Latham Street Reconstruction: Engineer Horak requested approval of the Hampton, Lenzini and Renwick proposal for the Latham Street – Center to Sandhurst Reconstruction Project Phase 1 Services dated February 6, 2020 in an amount not to exceed $81,770.00 to be taken from line item 001.0015.90.6800. Council agreed that the $1.4 million project was a top priority, and with the availability of grants and federal funding, will cost the city approximately $150,000.00.
Motion made by Alderman Kelleher approving said HLR (Hampton, Lenzini & Renwick) proposal as presented. Alderman Kreinbrink seconded.

Alderwoman Killey: In her absence, City Clerk Ii announced that the Special COW (Committee-of- the-Whole) meeting scheduled for Wednesday, February 12th has been cancelled.
She also reported that the next regular Finance Committee Meeting will be held on Monday, February 17th following the COW Meeting.
Alderman Kreinbrink reported that the budget meeting held on Saturday was productive and had good dialogue. Additionally, he thanked City Building Official Steffens and the fire department for their role in the McDonald’s ‘refresh’ upgrade to begin the end of March. There had been a controversy regarding a sprinkler system that is now not required.
There has been negative response on Facebook on the proposed downtown streetlight study at a cost of $12,955.00. Alderman Kreinbrink explained the study encompasses factors such as pole format, light distribution, LED lighting and positioning, safety features, glare prevention, and maintenance.
