The DeKalb County Board met in regular session at the Legislative Center’s Gathertorium on Wednesday, February 19, 2020. Chairman Pietrowski called the meeting to order at 7:00 p.m. and the Clerk called the roll. Those Members present were Mr. Chris Porterfield, Mr. Craig Roman, Ms. Linda Slabon, Mr. Paul Stoddard, Mr. Jeff Whelan, Ms. Suzanne Willis, Mr. Tim Bagby, Mr. Scott Campbell, Ms. Rukisha Crawford, Mrs. Karen Cribben, Mr. Steve Faivre, Vice-Chair John Frieders, Mr. Tim Hughes, Ms. Dianne Leifheit, Ms. Maureen Little, Mr. Jim Luebke, Ms. Terri Mann-Lamb, Mr. Jerry Osland, Mr. Roy Plote, Ms. Sandra Polanco, and President Mark Pietrowski, Jr. Those absent were Mr. Larry West, Mrs. Laurie Emmer, and Mr. Tracy Jones. A quorum was established with twenty-one Members present and three absent.
Chairman Pietrowski asked Mr. Porterfield to lead in the reciting of the Pledge of Allegiance.
APPROVAL OF AGENDA

It was moved by Ms. Mann-Lamb and seconded by Mr. Luebke to approve the agenda as presented.

APPROVAL OF MINUTES
Motion
Mr. Plote moved to approve the minutes of the January 15, 2020 County Board Meeting. Ms. Willis seconded the motion.

Chairman Pietrowski asked for a voice vote on the approval of the minutes. All Members voted yea. Motion carried unanimously.
COMMUNICATIONS AND PROCLAMATIONS
Proclamation P2020-01: Vice-Chairman Frieders read a Proclamation proclaiming that DeKalb County, Illinois is committed to partnering with the U.S. Census Bureau and the State of Illinois and will:
1. Support the goals for the 2020 Census and will disseminate 2020 Census information;
2. Encourage County residents to participate in events and initiatives that will raise the overall awareness of the 2020 Census and increase participation;
3. Support census takers as they help our County complete an accurate count; and,
4. Strive to achieve a complete and accurate count of all persons within our borders.
Vice-Chair Frieders moved to approve the Proclamation as presented. Mr Whelan seconded the motion.

All Members present. Voted yea. The motion carried unanimously.
Employee Service Awards for February 2020
Chairman Pietrowski recognized the following County Employees who were celebrating Service Awards in the month of February 2020: Five Years: Kaitlin Scarpa – Circuit Clerk’s Office; Ten Years: Jose Ramirez – Rehab & Nursing Center; Fifteen Years: Mar Kay Elliot – Circuit Clerk’s Office, Bruce Hamilton – IMO, Denise Pope – Court Services; Twenty-Years: Cris Wooden – Finance Office.
PUBLIC COMMENTS
Those Members of the Public that addressed the Board were:

All four citizens addressed the Board regarding their safety concerns and the driving conditions of Plank Road, specifically between Moose Range Road and just east of Lukens Road. Their concerns are the speed of the vehicles, drivers not obeying the rules of the road by passing at intersections, and vehicles passing when vehicle(s) in front of them are making a turning movement that requires them to cross a lane of traffic. Ms. Weingarz noted that there is still a petition circulating that was passed out to the Board Members last month and now has about 2,300 signatures. The petition summary stated that “Residents along Plank Road and commuters request restriping of Plank Road from south edge of Moose Range curve eastward to past the s- curve that is east of Lukens Road with a double, solid yellow stripe to indicate no passing zone. Place no passing signs along this stretch of road and lower speed limit to 45mph. There are 4 intersections on this stretch of road that should be clearly marked as no passing zones. The complexity of road conditions on this stretch include 4 intersections, 2 sharp curves, 2 moderate curves, 1 steep hill, entrances to 2 subdivisions, 1 school bus stop and multiple farm entrances. These conditions make passing very dangerous and rate of speed needs to be reduced from 55mph to 45mph to allow for safer entrance to and exiting from Plank Road for area residents and farmers and commuters until turn lanes or road straightening on Plank Road can be implemented.” The Action Petitioned for was “We the undersigned are concerned citizens who urge our leaders to act now to extend no passing zone with appropriate signage on Plank Road eastward from the southern edge of Moose Range curve to eastern edge of S-curve that is just beyond Lukens Rd. Reduce speed limit to 45mph for this stretch of Plank Road.”

PLANNING & ZONING COMMITTEE
Ordinance O2020-06: An Ordinance Adopting Text Amendments to the DeKalb County Zoning Ordinance Pertaining to Adult-Use Cannabis and Medical Cannabis Related Issues
Motion
Mr. Faivre moved the DeKalb County Board hereby approves and adopts the Zoning Text Amendments, to allow for and establish regulations for adult-use and medical cannabis related businesses in Unincorporated DeKalb County, as fully set forth in this Ordinance. Mr. Roman seconded the motion as presented.

COUNTY HIGHWAY COMMITTEE
County Highway Committee Chair, Mr. Plote, shared that the DeKalb County Highway Department’s Peace Road-Illinois Route 64 Intersection Safety Improvement Project was awarded the “Public Works Project of the Year” from the Fox Valley Branch of the American Public Works Association (APWA). The project was selected in the Transportation Projects less than $5 Million category. The APWA Project of the Year Award promotes excellence in the management, administration, and construction of public works projects. The Peace Road-Illinois Route 64 Intersection Safety Improvement Project added lanes at the intersection to reduce backups and decrease the number of crashes. An offset for the left turn lane was installed to provide improved sight distance for drivers turning onto Illinois Route 64. The project was funded 90% using a federal safety grant.
Resolution R2020-04: Local Agency Agreement for Federal Participation for Peace Road Resurfacing from Illinois Route 64 South to Bethany Road

Mr. Plote moved that the DeKalb County Board hereby approves to enter into an agreement with the State of Illinois for certain improvements to Peace Road, from Illinois Route 64 south to Bethany Road and Mercantile Drive from Peace Road west to Illinois Route 23, with said improvements to be estimated at a cost of $1,360,000.00 with the local share to be estimated at $272,000.00, and further authorized the Chairman of the Board to execute the appropriate Local Agency Agreements for Federal Participation with the State of Illinois. Ms. Willis seconded the motion.

Resolution R2020-05: Local Agency Agreement for Federal Participation for Motel Road Bridge in Mayfield Road District

Mr. Plote moved that the DeKalb County Board hereby approves to enter into an agreement with the State of Illinois for certain improvements to the bridge over the East Branch of the Kishwaukee River carrying Motel Road, with said improvements estimated to cost $1,100,000.00 with the local share to be estimated at $220,000.00, and further authorized the Chairman of the Board to execute the appropriate Local Agency Agreements for Federal Participation with the State of Illinois. Mr. Osland seconded the motion as presented.

Resolution R2020-06: Award Resolution for Furnishing and Installing Equipment on a New Kenworth Cab and Chassis and One New Utility Tractor

Mr. Plote moved the DeKalb County Board hereby approves the sole bid meeting specifications to Monroe Truck Equipment Inc. of Monroe, Wisconsin for the provision of furnishing and installing a new snow plow, frame, hydraulic system, dump body, patrol wing, spreader and pre- wet tank system on a 2020 Kenworth T370 series in the amount of $115,501.00; additionally the County Board hereby approves an award in the lowest bid meeting specifications by DeKane Equipment Corporation of Big Rock, Illinois for the provision of a new Kubota M5-111HD 12-1 utility tractor in the total amount, after trade allowance, of $38,500.00. Ms. Slabon seconded the motion.

Ordinance O2020-07: Establishment of an Altered Speed Zone for Plank Road

Mr. Plote moved that the DeKalb County Board hereby approves establishing an altered speed zone of 45 mph (previously 55 mph) on Plank Road from 1,700 feet Southwest of Moose Range Road to 500 feet North and East of Moose Range Road. Ms. Mann-Lamb seconded the motion.

ECONOMIC DEVELOPMENT COMMITTEE
Resolution R2020-07: Selecting DeKalb County Convention & Visitors Bureau as the County’s Agency for Record for Tourism Promotions

Ms. Crawford moved the DeKalb County Board hereby selects the DeKalb County Convention & Visitors Bureau as DeKalb County’s Agency of Record for Tourism Promotions for the Illinois Office of Tourism for the 2020 Fiscal Year (January 1, 2020 to December 31, 2020). Mr. Hughes seconded the motion.

Resolution R2020-08: Delinquent Property Tax Sale Resolution

Mr. Bagby moved that the DeKalb County Board hereby authorizes the Chairman of the Board to execute a deed of conveyance of the County’s interest or authorizes the cancellation of the appropriate Certificate(s) of Purchase, as the case may be, on parcel #02-36-224-005, for the sum of $815.00 to be paid to the Treasurer of DeKalb County Illinois, to be disbursed according to law. Mr. Porterfield seconded the motion.

Ms. Slabon seconded the motion as presented.

Mr. Bagby moved the DeKalb County Board hereby approves that the $1,300,461 property tax levy for the 2019 Tax Year (payable in 2020), which was levied for the retirement of the debt of (a) $990,353 for the Build America Bond Issue and (b) $310,108 for the Recovery Zone Bond Issue, is hereby abated in its entirety in the amount of $1,300,461, and that a certified copy of this resolution should be filed with the DeKalb County Clerk within fifteen days. Mr. Stoddard seconded the motion.

Mr. Stoddard seconded the motion.

Resolution R2020-12: Recruitment Parameters for Assistant Finance Director

Mr. Bagby moved that the DeKalb County Board does hereby authorize the Finance Director to hire a new Assistant Finance Director within the parameters as set forth in this Resolution, but stipulates that this exception, of hiring at the maximum of the existing salary range, does not automatically extend to future hires without further action by the County Board. Mr. Campbell seconded the motion as presented.

Claims – February 2020

Mr. Bagby moved to approve the payment of claims for this month, and the off-cycle claims paid during the previous month, including all claims for travel, meals, and lodging, in the amount of $9,370,658.34. Mr. Porterfield seconded the motion.

EXECUTIVE COMMITTEE
Resolution R2020-13: Approval of Deputy County Administrator Appointment
Motion
Vice-Chairman Frieders moved that the DeKalb County Board hereby appoints, effective March 1, 2020, Derek Hiland to the position of Deputy County Administrator at a weekly stipend of $125.00. It is recognized that this person serves at the pleasure of the County Board and said appointment may be terminated at any time by the County Board, but the appointment does automatically sunset on February 28, 2022 with further County Board action needed to either appoint a new Deputy County Administrator or to renew the current appointment. Mr. Whelan seconded the motion.
