City of Sandwich City Council met April 6.

Here is the minutes provided by the council:

Mayor Robinson called the meeting to order at 7:05 PM.

Roll call was taken:

Present: Mayor Robinson, City Clerk Ii, Alderman Surratt & EMA Director Ciciora

Present via WebEx teleconference call: Aldermen Chmielewski, Dell, Kreinbrink; City Attorney Harrill, Department of Public Works Horak, & Chief Bianchi

Absent: City Treasurer Webber

Because of the COVID-19 Pandemic forcing a teleconference meeting, technical difficulties were experienced that prevented some aldermen the means to vote:

Alderwoman Killey entered the teleconference meeting at 7:09 PM

Alderman Redden entered the teleconference meeting at 7:16 PM

Alderman Kelleher entered the teleconference meeting at 7:27 PM

Consent Agenda: Motion made by Alderman Surratt, and seconded by Alderman Dell, to adopt the Consent Agenda. Aye: Aldermen Chmielewski, Dell, Killey, Kreinbrink, Robinson & Surratt Nay:0 Motion carried 6:0

a. Approval of Regular Council Meeting Minutes of March 9, 2020

b. Approval of COW Minutes of March 16, 2020

c. Approval of February bills totaling $ 104,389.60

Mayor Robinson requested a motion authorizing him to sign the Williams Architects Agreement for the police safety building located at 1251. E. 6th Street at a proposed cost of $137,000.00. The cost includes designing, preparation of construction documents, bidding & negotiation phase and a 6- month construction phase. Concerns were raised regarding loss of sales tax revenue, and delay in receipt of government funds due to the COVID-19 Pandemic. The current budget does have funding set aside toward the project and raised that these funds might have to be tapped to continue to meet payroll and other expenses due the pandemic.

Motion made by Alderman Dell to table this matter until after the completion of the 2020-2021 Annual Budget. Seconded by Alderman Redden. Aye: Aldermen Chmielewski, Dell, Kreinbrink, Redden, Robinson & Surratt Nay: 0 Motion carried 6:0

Director of Public Works / City Engineer Horak:

2020 Sludge Hauling: Bids were received from Stewart Spreading of Sheridan and Ag Tech of Sandwich for the bid opening conducted Monday, April 6, 2020 at 10:00 am. Bid opening was video taped for public inspection. Contract was awarded to Stewart Spreading with a bid of $19.50 per cubic yard. The bid received from Ag Tech was $22.50 per cubic yard of sludge.

Resolution 20-03: Resolution entitled “Resolution Causing to be Published the Official Zoning Map of the City of Sandwich” presented for adoption.

Alderman Dell moved to adopt Resolution 20-03 as presented. Motion was seconded by Alderman Redden. Aye: Alderman Chmielewski, Dell, Kreinbrink, Redden, Robinson & Surratt Nay:0 Motion carried 6:0

309 E. Railroad Street Architectural Proposals: Engineer Horak made a recommendation to authorize the Mayor to sign the proposal from Ethos Workshop Architects for a lump sum fee of $3,900.00 plus reimbursable expenses to be taken from line item 400.0000.70.5450. Reimbursable expenses include, but not limited to, printing, express mail, mileage and print sets.

So moved by Alderman Redden and seconded by Alderman Dell. Aye: Aldermen Chmielewski, Dell, Kreinbrink, Redden, Robinson & Surratt Nay:0 Motion carried 6:0

Hydrant flushing will begin on Monday, April 13th and last through Friday, April 17th. It is expected that the hydrant flushing will begin by 8:00 am and end by 4:00 pm each day.

2020 Brush Pickup Program: Brush pickup will be conducted one day per month per ward beginning April through October.

Announcements: The Finance Committee Meeting will immediately follow the Special Council Meeting.

Adjournment: There being no further business to come before the Council, motion made by Alderman Surratt and seconded by Alderman Kelleher to adjourn the Regular Council meeting at 7:28 PM. Motion carried unanimously by viva voce vote.
