City of Sandwich City Council met May 11.

Mayor Robinson called the meeting to order at 7:03 PM.

Roll call was taken:

Present: Mayor Robinson, City Clerk Ii, Alderman Surratt & EMA Director Ciciora

Present via WebEx teleconference call: Aldermen Chmielewski, Dell, Killey, Kelleher, Kreinbrink & Redden; City Attorney Harrill, Department of Public Works Horak & Chief Bianchi

Absent: City Treasurer Webber

Audience Comments: None

Consent Agenda: Motion made by Alderman Kelleher, and seconded by Alderman Surratt, to adopt the Consent Agenda. Aye: Aldermen Chmielewski, Dell, Kelleher, Killey, Kreinbrink, Redden, Robinson & Surratt Nay:0 Motion carried 8:0

a. Approval of Regular Council Meeting Minutes of April 27th, 2020

b. Approval of Committee-of-the-Whole Meeting Minutes of May 4th, 2020

c. Approval of May bills totaling $ 72,526.38

Mayor Robinson: Ordinance 2020-07 entitled “An Ordinance Adopting the NFPA 70 ‘National Electrical Code, 2017 Edition’ as Amended” was presented for passage. Alderman Redden felt that the Council oftentimes pass ordinances that they later regret stating this ordinance was an example. He claimed the inclusion of arc fault detectors in the electrical code would increase the cost for new construction. Alderman Kelleher argued that any increase in costs would be minimal adding the arc fault detector was a safety issue. He further explained that the 2005 edition, which the City currently operates under, calls for arc detectors in the bedrooms. The new ordinance would add family rooms and living rooms.

Motion made by Alderman Redden to removed language from Ordinance 2020-07 related to the installation of arc detectors. Motion was seconded by Alderman Dell. Aye: Aldermen Dell & Redden Nay: Aldermen Chmielewski, Kelleher, Killey, Kreinbrink, Robinson & Surratt Motion failed 2:6

Alderman Surratt moved to pass Ordinance 2020-07 as presented. Alderman Kelleher seconded. Aye: Aldermen Chmielewski, Kelleher, Killey, Kreinbrink, Robinson & Surratt Nay: Aldermen Dell & Redden Motion passed 6:2

City Clerk Ii reminded Council that Economic Interest Statements are due by Friday, May 15th.

CityTreasurer: Absent

Director of Public Works / City Engineer Horak reported that the regular meeting for the Plan Commission on Tuesday, May 12th has been cancelled. He also reported that public works was conducting a stormwater outlet repairs in front of the Moose, and that a video detector will be conducted at the Route 34 / Church Street and Duvick Road traffic signal loop.

Chief Bianchi: No report

EMA Director Ciciora: No report

Aldermen Reports:

Aldermen Kelleher advised that he spoke with a local retailer regarding mask compliance. Alderman Kreinbrink thanked the police department for enforcing Governor Pritzker’s

Executive Orders.

Alderman Robinson advised that personnel manuals have been assembled and are available at City Hall.

Announcements: The next Finance Committee Meeting will be held on Monday, May 18th, following the Committee-of-the-Whole Meeting.

Adjournment: There being no further business to come before the Council, motion made by Alderman Redden and seconded by Alderman Surratt to adjourn the Regular Council meeting at 7:27 PM. Motion carried unanimously by viva voce vote.
