Town of Cortland Board of Trustees met April 27.

Call to Order I Pledge of Allegiance / Roll Call
Mayor Stokes called the meeting to order at 7:00 p.m. The pledge was recited and the roll call was taken by Clerk Cheryl Aldis. Shown as present were trustees Doug Corson, Brad Stone, Charmaine Fioretto, Jim Walker, Rick Robbins, Mike and Siewierski. Also present was Attorney Kevin Buick, and Wes Levy, Lauterbach and Amen.
Approval of Agenda
Trustee Stone made the motion to approve the agenda, seconded by Trustee Robins. Unanimous voice vote carried the motion.
Public Wishing to Speak
The was no public present at the meeting.
Public Hearing
Tentative budget FY2021 Town and Library (May 1, 2020 through April 30, 2021)
Mayor Stokes called the public hearing to order at 7:01 p.m., the clerk read the public hearing notice into the record, which was published on April 17, 2020 in the Daily Chronicle.
The Mayor asked if there was anyone from the public that wished to speak; hearing none, Mayor Stokes closed the public hearing at 7:02 p.m.

Clerk Aldis read the Consent Agenda. Trustee Robins made a motion to approve the Consent Agenda as presented, seconded by Trustee Siewierski. Motion carried by unanimous roll call vote.
Unfinished Business for Discussion and Possible Action
There was no unfinished business.
New Business for Discussion and Possible Action
Authorization of the Board to allow for a second deputy clerk from May 4 through June 30, 2020 for training purposes.
Trustee Robins made a motion to authorize the second deputy clerk position, seconded by Trustee Fioretto. Motion carried by unanimous roll call vote.
FY21 budget discussion with final action
Mr. Levy reported that the Town is not overly reliant on sales tax base, we have no historical reference on what the next 6 months will bring. He has revised capital expenditures based on current projections of an anticipated reduction of $60,000.
Motor Fuel Tax is in the budget, but may change. Less revenue is expected. This incorporates both the general and capital funds expenditures. General fund expenses are up 1.75%, as compared to FY20. The entire budget is up 2.4% for all funds.
It was asked if, as the year goes forward, the budget could be amended should funds be available for the festival in FY21. Mr. Levy responded yes.
Trustee Siewierski made a motion to approve the Town and Library budget for FY21, seconded by Trustee Corson. Motion carried by unanimous roll call vote.
Department Head Reports
Public Works, Water/Wastewater, Police Department and monthly Permit report The reports were in the agenda packet.
Comments/Concerns
Trustee Robins was questioning whether the Town's revenues, with regard the garbage haulers, if the Town was doing better with just one hauler. The answer was that the revenue is better, because the Town didn't previously have any revenue.
Trustee Corson asked if the Building Department was working. The Mayor answered yes; but not in close-confined or occupied spaces, unless it is an emergency. Mr. Corson also asked about the 26 lots in Richland Trails. He asked if they could be sold individually or needed to be sold in a group offer. Mr. Buick answered, because this is the taxpayer's property, they need to be offered only in a group, as we have done most recently.
President Report
Mayor Stokes advised the Trustees about a stop-work order for the old school. He said that they are doing work in the building without permits. Mayor Stokes also advised the Trustees about an easement request for electric going to the solar garden. He said that this easement approval will be on the next meeting's agenda.

Trustee Robins made a motion to adjourn the meeting, seconded by Trustee Siewierski. Motion carried by voice vote. Meeting adjourned at 7:43 p.m.
