The Regular Meeting of the Shabbona Village Board was called to order by Village President Donald J. Goncher on at 7:00 P.M. in the video conference room https://us02web.zoom.us/j/85386682796?pwd=cUJoa0VYSFBobE00YXVSMitmdys5dz09. The following were present:

REPORTS and ACTION
A. COVID-19: Village website has been continually updated with COVID-19 information and guidelines. Don Goncher said that there have been many residents that have picked up the donated masks the Village Clerk has had available. He thanked those that have given their time to make and donate masks and said that it is good that our community is truly taking care of its own. He has regularly observed residents wearing masks and self- regulating social distancing and has not had any complaints from the community. On the recent DeKalb County Mayors conference call, there was a letter shared that is being sent by the DeKalb County Board to the governor urging consideration of churches, restaurants, and fitness centers be allowed to open in Phase 3 with same health and safety protocols determined by the state and local health guidelines as anyone currently open.
B. 4th of July and other events: Farmers Market falls under essential businesses and Destination Shabbona group has plans in place to follow state and local health and safety guidelines, including social distancing. The Shabbona Farmer and Artisan Market will be every Saturday beginning on 6/6. Shabbona Fireworks group: Steve Klopfenstein has been working with Joe Lenkaitis at Shabbona Lake State Park and they are waiting on response from IDNR in Springfield. Shabbona Lions Club has cancelled their pork chop supper. Richard Lockowitz said that Shabbona Fire Department has cancelled the pancake breakfast. There has not been any communication or announcements from CEA about 4th of July parade or festival, assumption is they are not planning due to COVID-19 phase guidelines.
B. VILLAGE ENGINEER-NORM BEEH
EPA has not published update to project priority list yet this year. 2020 street program: sealcoat estimate is $42,000. Preserve Road & Moccasin Drive are in very poor condition—estimate $50,000 to correct before sealcoating. Norm recommends doing hot mix within next month if possible, then do sealcoating. Norm will check with DeKalb County Highway about plans for a second letting. $100,000 has been allocated for streets this year. Cherokee & Navaho have some spots that need hot mix asphalt repairs as well, not quite as severe as Preserve & Moccasin.
Village will purchase asphalt and trucking separately and hire someone to do labor. Mark Cinnamon motioned that Norm start the process for patching Cherokee, Navaho, Moccasin, Totem Pole and Preserve Road, with the village purchasing asphalt and trucking and hiring K&L to do services. David Simpson seconded. Frank Ottengheime asked what other contractors could we hire for this, he knows of a contractor in Big Rock and Frank will get name for Norm. Mark Cinnamon withdrew his motion. Jamie Deutsch motioned that village engineer find a contractor with lowest rate within allocated money, Josh Clark seconded. Roll Call Vote: Marc Cinnamon-aye, Josh Clark-aye, Jamie Deutsch-aye, Richard Lockowitz-aye, David Simpson-aye, Frank Ottengheime-aye. 6-1 Motion carried.
Water main on Illini Street—Norm said that he took a look at utilities in Navaho that could be extended down Illini Street, we could replace water, storm and sewer down Illini Street. This would be next main infrastructure project. Don asked board if Norm could do engineering and then be shovel ready when apply for federal infrastructure program grants. Work could be rolled into same contract but would be different funding. Engineering cost $67,000. Project cost $900,000. No motion, tabled until next meeting.
C. INFRASTRUCTURE COMMITTEE UPDATE: there will be sidewalk work this summer, ADA improvements at Cherokee & Shabbona Road. Mark Cinnamon said sidewalks with ADA improvements need to be done before doing Cherokee road work. There are 6 ADA ramps that need to be done along Cherokee and curbs to be repaired. Eric Petersen is available to do sidewalks and timing is critical for these improvements. If village helps it will lower the cost. Petersen would take the lead and Public Works would assist him. If they are unable to help, Petersen would have to bring in other labor. Don Goncher said we should increase sidewalk appropriation to $30,000 for FY21. Mark Cinnamon motioned that the village purchase concrete for sidewalks/curbs and materials for ADA ramps and hire Eric Petersen Construction to do the primary labor. Norm has already had about $600 in engineering expenses inspecting sidewalks and measuring some areas. Josh Clark seconded. Roll Call Vote: Marc Cinnamon-aye, Josh Clark-aye, Jamie Deutsch-aye, Richard Lockowitz-aye, David Simpson-aye, Frank Ottengheime-aye. 6-0 Motion carried.
Mark said that committee should meet before next monthly board meeting—Mark will coordinate June Infrastructure meeting.
D. MAINTENANCE REPORT-BUD FORRER
Working on catch basin repairs, old aeration system broken down for disposal, have been mowing, emptied yardwaste dumpster, waiting on new planters and trash cans to be ready for pick up, patching potholes. Clean up week 6/15-19 week and electronic recycling 6/20. Mark Cinnamon picking up container mix this week.
C. SHABBONA PATHWAY COMMITTEE—MARC CINNAMON
No meeting in May. Pathway received $1700 in donations thru Give DeKalb County on 5/7. 1 year extension was given for grant due to be used by end of June 2020.
D. SHABBONA HORTICULTURAL COMMITTEE—MARC CINNAMON
Trying to get all planting done by Memorial Day. There will be trees planted this fall.
F. SHERIFF REPORT - Clerk will send out when received, haven't received yet due to early meeting.
G. CLERK & DEPUTY
CLERK APPROVAL OF MINUTES FROM APRIL 2020-Josh Clark motioned to approve the minutes, David Simpson seconded. All aye. Motion carried.
CENSUS 2020: Village is at 70.5% response rate, people who haven't responded on-line should have received first mailing, there will be a second mailing to non-responders.
Farmer’s Market starts June 6, in the downtown lot where Beth’s sign is. Schedule for every Saturday until October.

C. UTILITY BILLS
No issues, have heard a lot of thank you’s from our residents.
D. FY21 APPROPRIATIONS - SECOND READING
Update sidewalks to $30,000, streets $100,000. Tabled until next meeting for approval, Keith Foster will finalize ordinance for June meeting vote.
OLD BUSINESS
A. Playground Equipment and Inspections: Need to locate for equipment, Mark Cinnamon is going to get together with Buddy by next week to do.
