City of Sandwich Committee of the Whole met June 15.

Here is the minutes provided by the committee:

Mayor Robinson called the meeting to order at 7:07 PM.

Roll call was taken:

Present: Mayor Robinson, City Clerk Ii, City Attorney Harrill, Aldermen Dell, Killey, Kreinbrink, Redden & Surratt

Present via WebEx teleconference call: Alderwoman Chmielewski, Department of Public Works Horak, Chief Bianchi, EMA Director Ciciora & Building Official Steffens

Absent: Alderman Kelleher & City Treasurer Webber

Mayor Robinson:

Arnie Schramel / Progressive Energy: Arnie explained that the City’s contract under the current electrical aggregation program expires in October noting that the City is part of 11 governmental bodies in the aggregation group ensuring the best savings rate available. The projected residential savings for 2020-2021 is $66.00 / annually. The anticipated kWh will be $0.065. The City must decide if they want to continue in the program, and if so, a resolution will be required authorizing the Mayor to sign the one-year contract. A decision is required by mid-July to meet necessary timelines.

Southwest Fox Valley Cable & Telecommunications Consortium Update: Both North Aurora and Waubonsee have withdrawn from the consortium. Yorkville initially was going to withdraw but has now expressed a willingness to stay pending changes to the by-laws. Plano and Sandwich are the sole remaining members. By-laws would be changed allowing a community to drop out of the consortium without any additional charge as opposed to a full year commitment.

Foster, Buick, Conklin & Lundgren Law Group: No report 

City Clerk Ii reported that she is experiencing email issues for the past week. Problems included emails not being received, or if received, attachments were missing.

Committee-of-the-Whole Council Meeting June 15th, 2020 @ 7:00 PM

Director of Public Works / City Engineer Horak

309 E. Railroad Street: The structural engineer and architect inspected the water plant on May 6th. They are working on two options to be disclosed at a future date.

500 N. Hall Street: As requested by the Council, Engineer Horak clarified the bid with Thomas Builders on repairs to the Hall Street lift station. He advised that the quote will be higher than originally submitted due to prevailing wage. Engineer Horak has not yet contacted A&B Exteriors on their bid.

Lower Little Rock Creek Watershed Study: The last meeting was held in January, 2020. Engineer Horak hopes to hold a meeting on July 22nd.

Fairwinds Annexation Agreement: Engineer Horak reported he is working on costs for impact and infrastructure fees that are due under the annexation agreement. The Agreement will expire in July, 2020.

Gletty Road Cleanup: The City has received an extension from the IEPA (Illinois Environmental Protection Agency) on the Gletty Road cleanup until August 31, 2020.

Chief Bianchi: No report

EMA Director Ciciora thanked Chamber of Commerce Director, Geri Benning, in cautioning businesses regarding damaging high winds last week.

Aldermen Reports:

Alderman Kreinbrink reported he made contact with two approved contractors for DeKalb County regarding striping and crack filling. They are agreeable to allow the City to join in with any projects under the intergovernmental agreement. Alderman Kreinbrink also shared information that regarding IDOT projects, funding for projects under $25,000.00 can be disbursed from MFT (Motor Fuel Tax) funds, and any project over $25,000.00 must be bid out.

Alderman Robinson advised Brian Voelkel has requested a payout of 88 unused vacation hours and 3 hours carryover; Doug Westbrook requested a carryover of 21 hours of unused vacation; and Jerry Ikemire requested a payout 66 unused vacation hours and a rollover of 80 hours. No action was required by the Council.

Announcements: The Finance Committee Meeting will meet immediately following the Committee- of-the-Whole Meeting.

Executive Session: Motion made by Alderman Robinson and seconded by Alderman Surratt to go into executive session at 7:23 PM, pursuant to

5 ILCS 120/2(c)(1): “The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity”;

5 ILCS 120/2(c)(2): “Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees”;

5 ILCS 120/2(C)(6): “The setting of a price for sale or lease of property owned by the public body”; and 5 ILCS 120/2(c)(11): “Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probably or imminent”.

Aye: Aldermen Dell, Killey, Kreinbrink, Redden, Robinson & Surratt Alderwoman Chmielewski voted aye remotely Nay:0 Motion carried 7:0

It was noted that no action would be taken resulting from the Executive Session.

Alderwoman Chmielewski arrived at 7:30 PM for Executive Session.

Motion to return from Executive Session: Motion made by Alderman Surratt and seconded by Alderman Kreinbrink to return to regular session at 8:47 PM. Aye: Alderman Chmielewski, Dell, Killey, Kreinbrink, Robinson, Redden & Surratt Nay:0 Motion carried 7:0

Adjournment: There being no further business to come before the Council, motion made by Alderman Robinson and seconded by Alderman Redden to adjourn the Committee-of-the- Whole Council meeting at 8:47 PM.
