City of Sandwich Committee of the Whole met July 6.

Here is the minutes provided by the committee:

Mayor Robinson called the meeting to order at 7:00 PM.

Roll call was taken:

Present: Mayor Robinson, City Clerk Ii, City Attorney Harrill, Aldermen Chmielewski, Dell, Kelleher, Killey, Kreinbrink, Redden & Surratt

Also Present: Department of Public Works Horak, Chief Bianchi, EMA Director Ciciora, City Treasurer Webber & Building Official Steffens

Mayor Robinson: Jack Thompson, co-owner of Reliable Computer Service in Plano, gave a short presentation on his proposal for IT (information technology) services for the City as well as background information on his business. The proposal is offering a 20% cost reduction for a 3-year commitment in the amount of $25,000. Emergency and continual monitoring is offered at 365 days a year, 7 days a week, 24 hours a day. Many issues can be handled remotely, and per the proposed contract, Reliable has a 4-hour response time in the event an in-business service call is required.

There were two responses to the recent RFP (request for proposal) for IT services. The other proposal was cost prohibitive. The approval for IT services will be placed on next week’s agenda.

Foster, Buick, Conklin & Lundgren Law Group: No report

City Clerk Ii shared her enthusiasm that the annual audit was completed in 3 days as opposed to the 4 days allotted. Capital assets still need to be addressed between Lauterbach (city accountants) and Newkirk (city auditors), and the audit should be available by September. She added that any delay would be due to the completion of the Police Pension Fund annual audit.

Director of Public Works / City Engineer Horak

Announcement: Chris Frederick has fulfilled the IEPA requirements and has been awarded a Certificate of Competency as a Class 1 Wastewater Treatment Works Operator.

City of Sandwich, Illinois City Hall Annex •128 East Railroad Street

ZBA 2020-01 (1315 S. Main Street): At the June 23, 2020 regular meeting, the Zoning Board of Appeals granted a variance to decrease the north side lot set back from ten (10’) feet to six (6’) feet by a vote of 7:0.

Chief Bianchi: No report

EMA Director Ciciora: No report

Aldermen Reports:

Alderman Dell reported that a stale invoice from Kishwaukee Hospital was received on an old workmen’s comp case. Because of the small amount owing, it is his recommendation that the City pay the invoice rather than file a formal workmen’s comp claim.

Alderwoman Killey reported that the Opera House has received a $8,000 grant from the DeKalb County Community Foundation for bathroom upgrades. A $10,000 grant from the Wurlitzer Foundation Fund was also received to be applied toward the remodeling. Money was also budgeted to offset expenditures on the project.

Alderman Kreinbrink shared that the United Church of Sandwich will be hosting a free drive- thru hot dog lunch on Saturday, July 11th between the hours of 11 am – 1 pm.

Alderman Robinson reported that Officer Daniel Malkowski has requested a rollover of 22 unused vacation hours. No action was required by the Council.

Announcements: The Finance Committee Meeting will meet immediately following the Committee- of-the-Whole Meeting on July 6th.

Audience Comments: Sandy Webber, representing the Open Door, announced that they will be re- opening soon and are acclimating clients to the ‘new norm’ stemming from Covid-19. She explained that the small groups are attempting field trips but being forced to cancel due to noncompliance by the community by not enforcing the wearing of masks and social distancing. Empathetic to the situation, Mayor Robinson said the wearing of masks is a personal preference, and the City cannot force a business to enforce social distancing and wearing masks.

Jim Wyman, WSPY news correspondent, queried the cost difference between Reliable Computer and the former IT computer contract. Referencing bills to be reviewed by the Finance Committee, he questioned an invoice by EEI (Engineering Enterprises Inc.) and the status of the sanitary sewer survey.

Adjournment: There being no further business to come before the Council, motion made by Alderman Kelleher and seconded by Alderman Redden to adjourn the Committee-of-the- Whole Council meeting at 7:23 PM. Motion carried unanimously via voice vote
