REPORTS and ACTION
A. COVID 19 UPDATE
Don Goncher updated on COVID-19: With the entire state having entered Phase 4, the Governor signed order extending the statewide disaster declaration through Saturday, August 22, 2020. As a precaution we are under advisement to conduct this meeting via Zoom. Water Tower Park has been open since June 26, 2020, and Public Works continues to clean and sanitize the playground equipment weekly. Don encourages everyone to wear masks and maintain social distancing.
B. VILLAGE ENGINEER-NORM BEEH
Concrete portion of sidewalks/curbs has been completed by contractor whom Norm found that could do work within the short timeframe we had. There was additional sidewalk at Shabbona Road and couple other locations that was done to meet ADA requirements and they repaired sidewalk along Cherokee that had been broken by school construction a couple of years ago. Street repairs begin next week by KL Services LLC and Public Works has been working on saw cutting and will be removing some asphalt ready for replacement. All documents for seal coating have been approved by IDOT and project is out for bid, advertisement ran last week and again this week. Bids will be opened on August 4 at Village Hall at 11am. Richard Lockowitz asked since street repairs are incorporating public works employees then shouldn’t we be billed less. It is adding Village expense to the job if Public Works employees are helping with it and not doing other daily tasks. Norm said we would not find another contractor that will do time and materials for the same low price.
C. MAINTENANCE REPORT-BUD FORRER
Replaced storm drain at Mohawk and Cherokee, replaced storm inlet at North Illini. Watering every Tuesday and Thursday, washing playground equipment every Thursday. Joe Perkins Memorial Park bench is ready for pick up. Got a line locator that will help locate water lines. Replaced facings on crosswalk signs on Route 30. Read meters at end of June. Will be helping asphalt company over the next week.
D. SHABBONA PATHWAY COMMITTEE—MARC CINNAMON
Saturday, July 25, 2020, Pathway Committee had a groundbreaking ceremony for the “seed mile” connecting Indian Creek Elementary to Indian Creek High School. Section will be complete by August 15.
E. SHABBONA HORTICULTURAL COMMITTEE—MARC CINNAMON
During the next month, the committee will be meeting and is compiling list of trees that will need to be addressed this fall. Mark has had a number of calls about hanging branches that will be pruned in fall. Some north/south streets will have pruning this fall.
F. SHERIFF REPORT - Reviewed Sheriff’s report.

Census 2020: still below 2010 response rate of 75%, currently at 73.9% response rate. DeKalb County had reusable grocery cooler bags available: Destination Shabbona has been handing them out during the Farmers Market on Saturday mornings and Flewellin Memorial Library has them available as well.
Building Permit spreadsheet: Clerk provided monthly update on permits issued, Clerk sends permits monthly to the Township Assessor as required.
Village Website: There have been updates made to website recently. Zoning/Building Permits has checklists and information for permit applicants (ie pools, decks, fences, etc), permit application is still a printable document but is also a fillable form now. Community Links & Annual Events updated and have added Local Restaurants, including phone numbers and menus (if available). Chickens, Golf Carts/UTVs, and other licenses are under Ordinances & Licenses.

A. ORDINANCE 2020-07-27(A) PLACEMENT OF RECEPTACLES FOR PICK UP – Mark Cinnamon motioned to approve amendments to Ordinance 2020-07-27(A) An Ordinance Amending Title 7, Public Utilities, Chapter 4 Garbage And Refuse Regarding Section 4 Placement Of Receptacles For Pick Up, Jamie Deutsch seconded. Roll Call Vote: Josh Clark-aye, Jamie Deutsch-aye, Richard Lockowitz-aye, Marc Cinnamon-aye, David Simpson-aye, Frank Ottengheime-no. 5-1 Motion carried.
B. ORDINANCE 2020-07-27(B) – Title 8 Building Codes & Regulations: Josh Clark motioned to approve Ordinance 2020-07-27(B) An Ordinance Amending Title 8 Building & Development, Regarding Chapter 1 Building Codes And Chapter 2 General Building Regulations, David Simpson seconded. Roll Call Vote: Josh Clark-aye, Jamie Deutsch-no, Richard Lockowitz-no, Marc Cinnamon- aye, David Simpson-aye, Frank Ottengheime-no. 3-3. Vote is tied, Village President Don Goncher breaks tie with aye vote. 4-3 Motion carried.
C. FUND BALANCE/NET ASSET POLICY: Josh Clark motioned to approve Fund Balance/Net Asset Policy, David Simpson seconded. Roll Call Vote: Josh Clark-aye, Jamie Deutsch-aye, Marc Cinnamon- aye, David Simpson-aye, Richard Lockowitz-aye, Frank Ottengheime-aye. 6-0 Motion carried.
D. JOE PERKINS MEMORIAL PARK SIGN LOCATION/INSTALLATION: Location for sign is staked out and installation was tabled until this meeting by Frank on behalf of Fire Dept. Will finalize location for bench and get bench and sign installed soon.
E. PARK CAMERA: Don Goncher has only got one quote and is waiting on a couple more.
F. EDI accepted the amount of $17,641.78 that Don Goncher presented to them after June meeting
and check was sent later that week.
NEW BUSINESS
A. CONNECTION OF WELL #4 TO WELL #6: Don asked board to consider connecting wells #4 and #6. He asked Norm to provide cost estimate for feasibility study to look into connecting wells #4 and #6. Norm estimates feasibility study would be less than $5000, probably around $2000-$3000 for study. Frank asked about how much project to connect wells could cost, without feasibility study and Norm said he is unable to estimate the potential project without doing feasibility study. There may be some grants that could be available for this type of project. If it is feasible, village would save money to do portion under Route 30 before IDOT redoes Route 30. Frank Ottengheime motioned to spend maximum of $2500 on feasibility study, Josh Clark seconded. Roll Call Vote: Richard Lockowitz-aye, Jamie Deutsch-aye, Josh Clark-aye, Marc Cinnamon-aye, Frank Ottengheime- aye, David Simpson-aye. 6-0 Motion carried.
B. CHRISTMAS DECORATIONS: Village Clerk had called HAP Industries to ask about possibility of changing out Christmas decorations on light poles as they were supposed to have been different assortment last year. In conversation with new owner of the company and our account manager, we can change the assortment before end of this week if we sign a new 3 year contract now. If we add a minimum of 5 more streetlight decorations (they will all be LED and include pole trim for free) discounted cost is $130 each additional. Current contract is for ten decorations @ $1236 per year for 3 years (set to expire Fall of 2021). Contract with fifteen decorations would be $1886 per year for 3 years (thru Fall of 2022). Contract with twenty decorations would be $2536 per year for 3 years. There are funds available in Park/Town beautification. Jamie Deutsch motioned to approve 3 year contract for 15 decorations for $1886 per year, Richard Lockowitz seconded. Roll Call Vote: Marc Cinnamon-aye, Jamie Deutsch-aye, Josh Clark-aye, Richard Lockowitz-aye, David Simpson-aye, Frank Ottengheime-aye. 6-0 Motion carried.
C. AMERICAN WIND WEEK PROCLAMATION: Village President Don Goncher read American Wind Week August 9-15 proclamation into the record. A copy of the proclamation is being submitted to the American Wind Energy Association who hosts American Wind Week.
Clerk was asked to put Pontiac street crossing on next agenda. Railroad was in town this week doing some work on Nokomis crossing.
