City of Sandwich City Council will meet on Monday, Oct. 26.

Consent Agenda: Motion to adopt the Consent Agenda as a whole. (All matters listed are considered to be routine by the City Council and will be enacted by one motion. If discussion is desired, that item will be removed from the Consent Agenda and considered separately).

Mayor:

1. Ordinance 2020-15 entitled “An Ordinance Creating a Special Use in the “B-3” Service, Automotive, and Wholesale Business District Permitting a Residential Use at 714 E. Church Street, Sandwich, IL” presented for 1st reading. Council may choose to waive first reading for adoption.

1. Zoning Board of Appeals regular meeting on Tuesday, October 27, 2020 at 6:30 pm in the City Hall Annex, 128 E. Railroad Street.

a. ZBA 2020-04 (209 E. Knights Road): The applicants, Andrew and Lorri Allen, request a variance to decrease the required lot line setback for a driveway from five feet to three feet.

b. ZBA 2020-05 (222 N. Main Street): The applicants, Nathan and Ashton King, request a variance to Zoning Ordinance 98-106 (b) by adding four feet to the front of an existing, legal non-conforming garage.

2. 20-00046-00-FP Latham Street Reconstruction Project (Center Street to north of Sandhurst Drive):

a. Request authorization for the Mayor to sign a Phase II design engineering services agreement with Hampton, Lenzini and Renwick Inc. of Elgin, IL for an amount not to exceed $130,218.00. Funds are to be expended from 2020/2021 budget line items as follows:

i. $103,993.00 from 110.0000.90.6860 (Motor Fuel Tax Fund – Capital Improvements);

ii. $19,965.00 from 450.0000.90.6800 (Water Reserve Fund – Capital Improvements); and

iii. $6,260.00 from 350.0000.90.6800 (Sewer Reserve Fund – Capital Improvements).

3. 2021 Duvick Avenue/Church Street and Indian Springs Drive/Church Street Traffic Signal Modification Project:

a. Request authorization for the Mayor to sign an engineering services agreement (design and construction services) with Hampton, Lenzini and Renwick Inc. of Elgin, IL for an amount not to exceed $34,465.00. Funds are to be expended from line item 110.0000.90.6860 (Motor Fuel Tax Fund – Capital Improvements) of the 2020/2021 budget.

4. 2020 Brush Pickup Program: The 2020 Brush Pickup Program ends in October. The last pickup in each ward is as follows: Monday, October 26: Ward 4

5. 2020 Leaf Vacuuming Program: The 2020 Leaf Vacuuming Program begins on Monday, October 26th and is scheduled to end on Wednesday, November 25th. Leaf piles placed after 7:00 am on the day of a resident’s assigned pickup will not be picked up until the following scheduled pickup for that area.

a. Mondays: Ward 1 (except Sandhurst) 

b. Tuesdays: Ward 2 (except Fairwinds) 

c. Wednesdays: Ward 3

d. Thursdays: Ward 4

e. Fridays: Sandhurst and Fairwinds

6. Purchase of a new wheel loader:

a. Request a waiver of the provisions of 65 ILCS 5/8-9-1 (exceeding $25,000 limit) to authorize the purchase by a vote of two-thirds of all aldermen then holding office.

b. Request authorization for the purchase of a 2020 John Deere 324L Compact Wheel Loader in an amount of $111,490.30 from West Side Tractor Sales Co., Lisle, IL. Funds are to be expended from 2020/2021 budget line items as follows:

i. $55,745.15 from 350.0000.90.6800 (Sewer Reserve Fund – Capital Improvements); and ii. $55,745.15 from 450.0000.90.6800 (Water Reserve Fund – Capital Improvements).

7. Aboveground Storage Tank (AST) Removal at the WWTP: Request to proceed with AST removal with Chicago Tank Removal for $14,000.00. Funds are to be expended from line item 300.0000.70.5450 (Sewer Fund – Contractual Services) of the 2020/2021 budget.
