Village of Hinckley Village Board met Sept. 14.

Here is the minutes provided by the board:

CALL BOARD MEETING TO ORDER: Meeting was called to order by Village President Nancy Nelson at 7:00 PM. Roll call was taken showing the following:

Present: Trustees Lou Manivong, Daniel Roop, Walter Rainford, and Mike Constant. Quorum Established.

Absent: None.

Also Present: Village Clerk Elizabeth Losiniecki, Chief Gettemy, Chris Ott (EEI), Attorney Tait Lundgren, and Members of the Public.

PLEDGE OF ALLEGIANCE: The pledge to the flag was recited.

PUBLIC COMMENT on Agenda Items Scheduled for Action Only

Resident Donna Kimpan asked when Sycamore Street would re-open and was told by President Nelson that the question would be addressed later in the meeting. Resident Larry Menz stated that Sycamore Street should re-open on September 21st (in order to accommodate the Lion’s Club car show). He did not think it necessary to keep the road closed until September 28, 2020.

GENERAL BUSINESS

• Agenda item for discussion/approval: Regular Board Meeting Minutes from August 24, 2020 Trustee Constant moved to approve the August 24, 2020 Regular Board meeting minutes as presented and Trustee Manivong seconded the motion. Roll call vote: Manivong-Aye, Constant-Aye, Roop-Aye, Rainford-Aye. Motion carried.

• Agenda item for discussion/approval: Payment of Invoices Due

Trustee Rainford moved to approve the invoices as presented Trustee Roop seconded the motion. Roll call vote: Rainford-Aye, Roop-Aye, Constant-Aye, Manivong-Aye. Motion carried.

PRESIDENT’S REPORT

• Agenda item for discussion/approval: Sycamore Street reopening September 28, 2020

Village President Nelson stated that she would like to keep the road closed until September 28, 2020 in order to give the South Moon BBQ time to prepare for inside dining. Resident Larry Menz stated that the road should reopen in order to free up more parking spaces for the people that live in the upstairs apartments and for the patrons of other businesses downtown. He asked how much money has been spent on the road closure and what other businesses have been helped. President Nelson stated that no other businesses had asked for help. Menz asserted that the road was closed to accommodate two businesses and that the Village had spent about $5,000.00 so far. Donna Kimpan asked if parking would go back to normal when the street reopens, and Nelson said that it would. Trustee Constant asked what notification would be provided and Chief Gettemy stated that he would post it on Facebook and the Village website. Trustee Manivong moved to approve the reopening of Sycamore Street effective September 28, 2020 and Trustee Roop seconded the motion. Roll call vote: Rainford-Aye, Roop-Aye, Constant-Aye, Manivong-Aye. Motion carried.

President Nelson stated that candidate packets for the April 2021 election are available at the Village Hall. Interested parties can begin gathering signatures on September 22, 2020 and the completed packets can be turned in at the Village Hall between December 14th and December 18th, 2020. There will be five (5) Trustee seats open and one (1) for Village President.

President Nelson reminded everyone to fill out their census forms.

President Nelson stated that the Village of Hinckley has been nominated for best water control operator by the Illinois Association of Water Pollution Control Operators.

ATTORNEY REPORT

Attorney Lundgren thanked the Board of Trustees for the opportunity to represent the Village of Hinckley.

COMMITTEE REPORTS

Personnel

None.

Finance and Economic Development

Trustee Constant stated that he will be meeting with Author Gallagher regarding the upcoming renewal for the liability and workers’ compensation insurance. He also stated that the 3-year agreement with Lauterbach & Amen for auditing services had expired and the renewal agreement will be on the next agenda for approval.

Public Safety

Chief Gettemy stated that he and the officers had all completed their annual qualification for firearms training.

Streets & Alleys

• Agenda item for discussion/approval: Leaf Pickup

Trustee Rainford stated that he had contacted the company that Geneva uses for leaf pick up and was told that they are at capacity for this season and would not be able to start until 2021. Rainford stated that it would be difficult to find any other company at this point. Nelson stated that the Board has one month to get something going and Trustee Constant stated that he’s been “preaching this for months.” Discussion followed regarding multiple options including using Lakeshore Recycling Systems (LRS) yard waste service that is already part of the existing contract, allowing residents to burn their leaves, having a dumpster at the public works building for residents to utilize for leaves, and composting. Manivong pointed out that composting had been looked into previously and that the IEPA will not allow it due to the proximity of the public works facility to the creek. Roop stated that LRS is not really set up for leaves and that someone needs to contact them to be sure they can handle leaf pick up as part of their “normal” service. Constant stated that 8 dumpster loads of leaves were hauled off last year. Constant also stated that LRS will need to extend their brush pick up window this year to get through leaf season. There was a brief discussion about putting a dumpster at the public works facility for residents to use for leaves and consensus agreement was reached.

Buildings, Grounds & Parks

No report.

Water & Sewer

Chris Ott stated that EEI had met with Tonka regarding the water tower repair project and he will provide a status update as available.

PUBLIC COMMENT

Resident Larry Menz stated that the leaves that were put into the dumpsters last year had been mulched as part of the vacuum process. The leaves this year will not be mulched and will take up considerably more space. This should be mentioned to LRS for planning purposes.

OPEN DISCUSSION

ADJOURMENT

Motion: Trustee Manivong moved to adjourn the meeting at 7:29pm. Trustee Rainford seconded the motion. Roll call vote: Rainford-Aye, Roop-Aye, Manivong-Aye, Constant-Aye. Motion carried.

The next Regular Board Meeting will be held on September 28, 2020.
