The Regular Meeting of the Shabbona Village Board was called to order by Village President Donald J. Goncher on Monday, September 28, 2020 at 7:00 P.M. via Zoom conference room

OPENING OF MEETING/MEETING GUIDELINES/ ROLL CALL: Pursuant to OMA Remote Meeting Legislation PA100-0640(SB2135) signed by Governor Pritzker on June 12, 2020, all votes must be roll call during a remote meeting-from the opening of meeting up to and including adjournment. An officer must be present during the meeting at the regular meeting room, Marc Cinnamon is present in the regular meeting room. This meeting is being recorded. Roll Call: Marc Cinnamon-present, Jamie Deutsch-absent, Frank Ottengheime- present, David Simpson-present, Josh Clark-present, Richard Lockowitz-absent.

APPROVAL OF AGENDA – Mark Cinnamon motioned to approve the agenda, David Simpson seconded. Roll Call Vote: Frank Ottengheime-aye, Marc Cinnamon-aye, Jamie Deutsch-absent, David Simpson-aye, Richard Lockowitz-absent, Josh Clark-aye. 4-0-2 Motion carried.

CITIZENS ADDRESSING THE BOARD:

Matt Lyons 115/117 Comanche: His plans for property he recently purchased is to invest up to $100,000 in the buildings. He would like to make 2nd floor a 3 bedroom apartment and the front of first floor would be office and retail space with the rear portion of first floor a 2-3 bedroom apartment. Don Goncher said if that is what he would like to do, then he needs to do a zoning variance for first floor apartment. Matt said that if anyone knows of any small businesses looking for office or retail space, he is looking for a tenant that would add value to the village. He currently does not have any firm plans for the restaurant building.

REPORTS and ACTION

A. COVID 19 UPDATE: Don Goncher said that the Governor signed order extending the statewide disaster declaration through Saturday, October 17, 2020. Residents are encouraged to comply with the mask orders and continue to practice social distancing at all times.

B. VILLAGE ENGINEER-NORM BEEH

WATER TREATMENT PLANT FOR WELL #6: Norm requested and received updated information from the filter equipment supplier which has been added to the plan and he is modifying the bid specifications to include the 65 pages of specifications required by the IEPA Low Interest Loan program.

WATER DISTRIBUTION IMPROVEMENTS: Norm has completed the revisions to the plans to reflect moving the proposed water main from under the Preserve Road pavement to a permanent easement along the south edge of the field. The revisions were reviewed with and approved by the new owner and tenant farmer and the legal documents are being prepared. The IEPA Application for Construction Permit has been completed and will be submitted the week of September 28.

NORTH ILLINI STREET: Norm is proceeding with preparing plans for the potential North Illini Street project. FEASIBILITY STUDY TO CONNECT WELLS: Norm is gathering information relative to the work that would be necessary to directly connect Well#4 to Well House #6 and the cost to make the connection.

C. MAINTENANCE REPORT-BUD FORRER

Starting to read water meters on Tuesday, have new meter reading gun. Getting leaf vac ready for leaf pick up, will start picking up leaves in the middle of October. Talked to Mrs. Lahti about tree coming down in front of her house, she gave Public Works permission to remove timbers around tree. Been trimming and cutting out some bushes at sewer plant.

D. SHABBONA PATHWAY COMMITTEE—INTERGOVERNMENTAL AGREEMENT WITH SHABBONA TOWNSHIP FOR SHABBONA PATHWAY: David Simpson motioned to sign intergovernmental agreement with Shabbona Township for Shabbona Pathway, Mark Cinnamon seconded. Roll Call Vote: Marc Cinnamon-aye, Jamie Deutsch-absent, Josh Clark-aye, Richard Lockowitz-absent, David Simpson-aye, Frank Ottengheime-aye. 4-0-2 Motion carried.

E. SHABBONA HORTICULTURAL COMMITTEE—MARC CINNAMON

Tree removal and pruning starting most likely next week, there will also be some shrub removal. Newsletter going out with quarterly utility bill has information about this fall’s tree and shrub plans. Committee met last week and are looking at relandscaping some of the village welcome signs this fall and next spring. They are also looking into the American Bloom program. Marc is looking into someone to retuck memorial in Joe Perkins Memorial Park.

F. SHERIFF REPORT - Reviewed Sheriff’s report.

G. CLERK & DEPUTY CLERK

APPROVAL OF MINUTES-Josh Clark motioned to approve the August 2020 minutes, David Simpson seconded. Roll Call Vote: Marc Cinnamon-aye, Jamie Deutsch-absent, Richard Lockowitz-absent, David Simpson-aye, Josh Clark-aye, Frank Ottengheime-aye. 4-0-2 Motion carried.

CENSUS 2020: Shabbona is currently at 76% self-response.

CONSOLIDATED ELECTION 2021: There are three board of trustee seats up for election on Tuesday, April 6, 2021. Information for candidates is posted on the village website under Consolidated Election 2021. Signature requirement information is also provided. The dates and times that the Village Clerk will accept nomination papers are also listed on the website page and nomination papers will only be accepted on the specified days/times.

A. APPROVAL OF BILLS –David Simpson motioned to approve the bills, Josh Clark seconded. Roll Call Vote: Marc Cinnamon-aye, Jamie Deutsch-absent, Frank Ottengheime-aye, David Simpson-aye, Josh Clark-aye, Richard Lockowitz-absent. 4-0-2 Motion carried.

DONATION REQUEST from DESTINATION SHABBONA—Josh Clark motioned to donate $500 to Destination Shabbona for 2020 Christmas event, Davis Simpson seconded. Roll Call Vote: Marc Cinnamon-aye, Jamie

Deutsch-absent, David Simpson-aye, Josh Clark-aye, Richard Lockowitz-absent, Frank Ottengheime-aye. 4-0-2 Motion carried.

B. TREASURER’S REPORT – Josh Clark motioned to accept the Treasurer’s report, Marc Cinnamon seconded. Roll Call Vote: Frank Ottengheime-aye, Marc Cinnamon-aye, Jamie Deutsch-absent, David Simpson-aye, Josh Clark-aye, Richard Lockowitz-absent. 4-0-2 Motion carried.

C. UTILITY BILLS – No Issues.

OLD BUSINESS

A. PARK CAMERA: Don Goncher sent the trustees demo links for camera systems that were quoted. SEICO $7305 quote has cameras and monitors at the Village parks, water treatment plant, and Public Works building. SKYNET $5868 has cameras at the same locations but only one monitor at the Public Works building and the cameras are connected via WIFI which requires a mandatory monthly “cloud” fee of $15 per camera ($45 monthly, $540 annually). Both vendors have 90-day guarantee. Frank Ottengheime said he doesn’t think the village needs cameras, David Simpson is not in favor of monthly charge. Frank Ottengheime motioned that village does not purchase camera system, David Simpson seconded. Roll Call Vote: Josh Clark- aye, Jamie Deutsch-absent, Marc Cinnamon-aye, David Simpson-aye, Richard Lockowitz-absent, Frank Ottengheime-aye. 4-0-2 Motion carried, no camera system will be purchased.

B. SIREN: Don Goncher spoke with Braniff Communications about siren maintenance and the last maintenance done on the siren was in 2017. Don has requested a contract to have siren inspection done as soon as possible and annually thereafter. Don has since found out there are no trained tornado spotters in the Shabbona area and would like to add a device that would permit the DeKalb County Sheriff’s Office Communication Center to remotely activate the siren in the event of impending weather alerts when the National Weather Service declares an alert affecting our area. Don asked the board if they would consider moving the siren to Public Works building as it is on higher ground and could be heard by more of town. Josh Clark motioned to purchase and have controller kit installed so DeKalb County Sheriff’s Office can activate siren, Marc Cinnamon seconded. Roll Call Vote: Marc Cinnamon-aye, Jamie Deutsch-absent, Josh Clark-aye, Richard Lockowitz-absent, David Simpson-aye, Frank Ottengheime-no. 3-1-2 Motion carried.

NEW BUSINESS

A. ELECTED OFFICIAL PAY: Board reviewed similar population mayor and trustee annual pay information. No motion.

Josh Clark motioned to go into Executive Session to discuss Personnel at 7:57pm, Marc Cinnamon seconded. Roll Call Vote: Frank Ottengheime-aye, Marc Cinnamon-aye, Jamie Deutsch-absent, David Simpson-aye, Josh Clark-aye, Richard Lockowitz-absent. 4-0-2 Motion carried.

Josh Clark motioned to return from Executive Session at 8:10pm, Marc Cinnamon seconded. Roll Call Vote: Frank Ottengheime-aye, Marc Cinnamon-aye, Jamie Deutsch-absent, David Simpson-aye, Josh Clark-aye, Richard Lockowitz-absent. 4-0-2 Motion carried.

ACTION FROM EXECUTIVE SESSION:

Frank Ottengheime motioned to approve executive session minutes from June 24, 2019, Marc Cinnamon seconded. Roll Call Vote: Marc Cinnamon-aye, Jamie Deutsch-absent, Josh Clark-aye, Richard Lockowitz- absent, David Simpson-aye, Frank Ottengheime-aye. 4-0-2 Motion carried.

Josh Clark motioned to pay Crossing Guards Denise Houghtby and Kristy Storey $10 per hour retroactive to May 1, 2020, and to pay them $11 per hour beginning January 1, 2021, Marc Cinnamon seconded.

Roll Call Vote: Marc Cinnamon-aye, Jamie Deutsch-absent, Josh Clark-aye, Richard Lockowitz-absent, David Simpson-aye, Frank Ottengheime-aye. 4-0-2 Motion carried.

David Simpson motioned to increase pay for Treasurer, Clerk, Deputy Clerk, and Public Works employees 3% retroactive to May 1, 2020, Marc Cinnamon seconded. Roll Call Vote: Marc Cinnamon-aye, Jamie Deutsch- absent, Josh Clark-aye, Richard Lockowitz-absent, David Simpson-aye, Frank Ottengheime-aye. 4-0-2 Motion carried.

Josh Clark motioned to allow Public Works employees to use vacation time in increments of a minimum of one hour and payout remaining vacation balance at the end of this current fiscal yar, David Simpson seconded. Roll Call Vote: Marc Cinnamon-aye, Jamie Deutsch-absent, Josh Clark-aye, Richard Lockowitz- absent, David Simpson-aye, Frank Ottengheime-aye. 4-0-2 Motion carried.
