Village of Kirkland Board of Trustees met Oct. 1.

Here is the minutes provided by the board:

I. Call to Order – President Block called the meeting to order at 7:11 P.M. and asked for a roll call.

II. Roll call – Members answering present as follows: Trustee Ford, Trustee Chambers, Trustee DeVlieger, Trustee Fruit, and Trustee Ziegler. Trustee Michener is absent.

I. Comments from the Audience – None

II. Unfinished Business – None

III. New Business-

A. Approval of Resolution 20-07 Authorizing an Application to the Illinois Department of Transportation Enhancement Program (ITEP) for the Pedestrian/Bicycle Facilities with 20% Local Funding not to exceed $35,520.00 - President Block asked for a motion for the approval of Resolution 20-07 authorizing an application to the Illinois Department of Transportation Enhancement Program (ITEP) for the Pedestrian/Bicycle Facilities with 20% Local Funding not to exceed $35,520.00. Trustee Ziegler made a motion for the Approval of Resolution 20-07 Authorizing an Application to the Illinois Department of Transportation Enhancement Program (ITEP) for the Pedestrian/Bicycle Facilities with 20% Local Funding not to exceed $35,520.00 with a 2nd made by Trustee Fruit. On a roll call vote Trustees Ford, Chambers, DeVlieger, Fruit and Ziegler voted yes. Trustee Michener is absent. Motion carried.

B. Motion to accept $500.00 as Full and Final Payment of the June 24, 2020 - August 27, 2020 Water Bill for Account #0575 - President Block asked for a motion to accept $500.00 as Full and Final Payment of the June 24, 2020 - August 27, 2020 Water Bill for Account #0575. Trustee DeVlieger made a motion to accept $500.00 as Full and Final Payment of the June 24, 2020 - August 27, 2020 Water Bill for Account #0575 with a 2nd made by Trustee Ziegler. On a roll call vote Trustees Chambers, DeVlieger, Fruit, Ziegler and Ford voted yes. Trustee Michener is absent. Motion carried.

C. Discuss and Motion to Approve Ordinance 20-06 Authorizing approval and execution of an Annexation Agreement for the Fruit / Dibble Property – President Block asked for a motion to Approve Ordinance 20-06 Authorizing approval and execution of an Annexation Agreement for the Fruit / Dibble Property. Trustee Ford made a motion to Approve Ordinance 20-06 Authorizing approval and execution of an Annexation Agreement for the Fruit / Dibble Property with a 2nd made by Trustee Ziegler. On a roll call vote Trustees DeVlieger, Fruit, Ziegler, Ford and Chambers voted yes. Trustee Michener is absent. Motion carried.

D. Discussion and Motion to Approve Ordinance 20-07 for a Zoning Text Amendment to add facilities for the storage and distribution of propane and propane products, including propane storage facilities, office buildings and other reasonable necessary improvements to properly function as a permitted use in the M-1 General Manufacturing District - President Block asked for a motion to approve Ordinance 20-07 for a Zoning Text Amendment to add facilities for the storage and distribution of propane and propane products, including propane storage facilities, office buildings and other reasonable necessary improvements to properly function as a permitted use in the M-1 General Manufacturing District. E. Discussion and Motion to Adopt Ordinance 20-08 Annexing the Fruit/Dibble Property to the Village of Kirkland – President Block asked for a Motion to Adopt Ordinance 20-08 Annexing the Fruit/Dibble Property to the Village of Kirkland. Trustee Ford made a Motion to Adopt Ordinance 20-08 Annexing the Fruit/Dibble Property to the Village of Kirkland with a 2nd made by Trustee DeVlieger. On a roll call vote Trustees Ziegler, Ford Chambers, DeVlieger and Fruit voting yes. Trustee Michener is absent. Motion carried

F.Approve Ordinance 20-09 Zoning a portion of Fruit/Dibble Property a M-1 General Manufacturing and another portion Agricultural exclusive of production of livestock, poultry and dairy products or shelter of livestock, poultry or other farm animals – President Block asked for a motion for the approval of Ordinance 20-09 Zoning a portion of Fruit/Dibble Property a M-1 General Manufacturing and another portion Agricultural exclusive of production of livestock, poultry and dairy products or shelter of livestock, poultry or other farm animals. Approval of Public Works Expenditures for Bull Run Creek Work and Well #2 Repairs – President Block asked for a motion for the Approval of Public Works Expenditures for Bull Run Creek Work and Well #2 Repairs. Trustee DeVlieger made a motion for the Approval of Public Works Expenditures for Bull Run Creek Work and Well #2 Repairs not to exceed $20,000.00 with a 2nd made by Trustee Ziegler. On a roll call vote Trustees Ford, Chambers, DeVlieger, Fruit and Ziegler voting yes. Trustee Michener is absent. Motion carried.

H. Approval of Survey and Staking of properties in Bull Run Creek Industrial Park – President Block asked for a motion for the approval of Survey and Staking of properties in Bull Run Creek Industrial Park. Trustee DeVlieger made a motion for the Approval of Survey and Staking of properties in Bull Run Creek Industrial Park with a 2nd by Trustee Fruit. On a roll call vote Trustees Chambers, DeVlieger, Fruit, Ziegler and Ford voting yes. Trustee Michener is absent. Motion carried.

IV. Adjournment – At 7:45 P.M., President Block asked for a motion to adjourn. Trustee Ziegler made a motion to adjourn with a 2nd by Trustee DeVlieger. On a voice call vote all in favor. Meeting adjourned.
